Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. In Nepal, GGGI is working under the guidance of the Ministry of Forests and Environment, and in partnership with the Ministry of Physical Infrastructure and Transport, to deliver the Electric Mobility Program (EMP). Phase 1 of this program spanned 2017-18, and involved the production of a ‘National Action Plan for Electric Mobility’, a pre-feasibility study for deploying electric buses, and the development of a set of investment projects for electric mobility. Phase II of this program will span 2019-20.

The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

In Nepal, GGGI is working under the guidance of the Ministry of Forests and Environment, and in partnership with the Ministry of Water Supply, and the municipalities of Mahalaxmi and Bharatpur to deliver the first phase of the ‘Green Sanitation Services Program’. The overall aim of this program is to integrate climate change and the sanitation sectors, through both policy and investment projects. For this, GGGI is working with its partners to find ways to improve the business friendliness of the sanitation sector in Nepal, in order to encourage private sector activity and investment. Improving the ease of doing business of private entrepreneurs, especially those that provide green, sustainable sanitation services, will stimulate private sector investment into the sanitation sector. The program is focused on sanitation services that deliver containment, transport, treatment and reuse.

POSITION SUMMARY

  • This is a deliverable-based consulting position that will provide technical contributions to the Green Sanitation Services Program.
  • The consultant will be required to undertake research, including desk review, workshop consultations, interviews, consumer surveys, focus group discussions and other primary and secondary methods, to acquire and process data and information. The consultant will also be required to obtain, process and analyze and model key sanitation and business data for deliverables and program requirements, as well as support the conceptualization of deliverables, and explore technical options, best practices and ideas. Based on the research undertaken, the consultant will be expected to draft key technical content for deliverables, and support review, revision and output development as needed
  • This consulting assignment would require the outlined deliverables (below) across and within 5.0 months (approx. 100 days of work) from the starting date of the assignment. The “Scope of Work” section outlines the list of deliverables for this consulting assignment.
  • The consultant is required to interact closely with relevant project members and stakeholders on a regular basis. The consultant is expected to work from the GGGI Nepal office hosted by the Ministry of Forests and   Environment, in Baber Mahal, Kathmandu, Nepal during the period of the consulting assignment. Any changes in work location would need to be agreed with GGGI Nepal Country Representative in writing.
  • A non-disclosure agreement of the data and information obtained and reviewed during this assignment may be required. All data, information, decisions and discussions held within the scope of this assignment and within GGGI offices are confidential.

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

Under the guidance of the GGGI Nepal Country Representative in Kathmandu, together with the Sanitation   Officer, Nepal, and the Sanitation Specialist (HQ), and in consultation with government partners, the consultant will:

  • Design and deliver a robust analysis of the ease of doing business in the sanitation sector in Nepal, at both national level and local levels;
  • Engage closely with field experts, government stakeholders and other non-governmental stakeholders to design a prioritized policy intervention to improve the ease of doing business in the sector. This intervention should be backed by technical analysis and aligned with investment considerations;
  • Prepare an implementation plan to lay out the key practical steps and process required to adopt and implementation the prioritized policy intervention.

SCOPE OF WORK

  1. Global Desk Review (Deliverable 1) [10 days] – Undertake a global desk review of reforms in the sanitation sector aimed at improving ease of doing business, with special attention on any reforms that both ease and green business practices. Prepare a brief report summarizing the key findings.
  2. Ease of Doing Business National Assessment (Deliverable 2) [16 days] – Based on the World Bank’s ‘Ease of Doing Business’ methodology, develop an adapted methodology to undertake an ease of doing business assessment of the sanitation sector in Nepal. The adapted methodology should consider green business practices. Using this methodology, assess the sector. This will include identifying key regulatory and institutional barriers that make (green) business difficult. The assessment will use a range of analytical methods, including key information interviews, with special attention paid to gaps for greening the sector through improved regulatory practices. Prepare draft findings of the assessment, including preliminary recommendations to improve ease of doing business.
  3. Ease of Doing Business Municipal Assessments (Deliverable 3A and 3B) [20 days] – In each of the participating municipalities (i.e. Mahalaxmi and Bharatpur), assess the local sanitation sector for ease of doing business. Draft up the key findings, including proposed recommendations for improvement.
  4. Consultation 1 (Deliverable 4) [2 days] – Support the organization of a workshop consultation to present the national and local findings and discuss and prioritize a preferred policy intervention to boost ease of doing business nationally.
  5. Intervention Analysis and Design (Deliverable 5) [20 days] – Based on the consultation, undertake the detailed analysis and design of a preferred policy intervention to boost ease of doing (green) business in the sanitation sector. This deliverable should include the draft policy intervention, or draft institutional design, or any other key technical parameters of the selected intervention. As part of this, a basic cost-benefit analysis (or similar) will be conducted of the intervention.
  6. Implementation Plan (Deliverable 6) [10 days] – Develop an implementation plan for this proposed intervention. This plan should lay out the steps, actions and overall process needed to effectively implement the proposed intervention.
  7. Consultation 2 (Deliverable 7) [2 days] – Present these proposed intervention and implementation plan for feedback during a consultative workshop with key stakeholders.
  8. Finalization (Deliverable 8) (All Reports) [10 days] – Based on stakeholder feedback, revise and fully finalize all reports (Deliverables 1, 2, 3A, AB, 5 and 6) and submit detailed, carefully formatted and high-quality work.

All reports must be in US English, prepared in accordance with GGGI’s formatting requirements, and submitted in electronic format along with complete sets of raw data, research materials, and related information.

QUALIFICATIONS / EXPERIENCE / EXPERTISE

  • An advanced university degree (master’s degree or equivalent) in economics, business administration, finance, engineering, or any discipline related to the assignment. Relevant professional experience may be considered to supplement educational degree.
  • Preferably a minimum of six years of professional experience in above fields, with substantive experience related to policy and technical analysis and assessment, economic analysis, quantitative analysis, report preparation, communication and outreach, and stakeholder engagement.
  • Preferably international experience (outside of Nepal) or experience working with international organizations in Nepal.
  • Experience in enterprise development (especially SME), fiscal and subsidy projects, economic development and business development, as well as research and policy analysis in these sectors.
  • Knowledge and experience of working with government officials and development partners in Nepal.
  • Good English and Nepali language communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids.
