Human Resources Manager, Nepal

National position

DCA is looking for an experienced and motivated Human Resources Manager, who can contribute in developing the Nepal Country Office and Programme with excellent human resource management. As the HR Manager you will work closely with around 30 colleagues actively supporting the programme activities and thereby contribute to improving the lives of communities in Nepal. You will report directly to the Country Director. You will ensure that DCA is a responsible employer in the mission, will support accurate HR management, and will assume full responsibility for all administrative and legal issues for the programme.

DCA Nepal Programme

We have been supporting development work in Nepal since the 1980s. Currently, we focus on the following sectors to improve the life of the most marginalized communities in some of the most remote and vulnerable regions of Nepal, through a rights-based approach:

  • Inclusive Citizenship for Accountable Governance
  • Resilient Livelihoods and Sustainable Food Security
  • Humanitarian Response and Disaster Risk Reduction

Your main responsibilities

  • Developing and implementing HR strategies and initiatives aligned with DCA’s global and national strategies and relevant policies.
  • Ensuring that all Human Resources-related policies are in place, disseminated, respected, and implemented.
  • Leading the hiring processes for staff in coordination with the Country Director, and HQ as appropriate.
  • Recruiting, training and mentoring all newly requited colleagues and supporting their on-boarding.
  • Collaborating with insurance companies, pension plan providers and local administration/tax offices; remaining aware of local labour laws and ensuring DCA’s compliance with local requirements:
  • Responding and tracking staff requests regarding their benefits, compensation, insurance plans
  • Developing induction processes and engaging staff to support and ensure that all teams are well resourced and motivated, including researching and developing plans for capacity building for national staff
  • Ensuring all required trainings are completed by the staff, with records maintained
  • Ensuring staff welfare and Duty of Care for all staff
  • Supporting the Country Director with any HR issues that might arise
  • Managing staff relations and complaints, with full respect of privacy and confidentiality.
  • Providing support to DCA Nepal programme and finance teams with tools and advice etc. on how to conduct effective capacity building events for partners.
  • Maintain and update salary scales in accordance with DCA policy and biannual Birches survey results.
  • Working with the Security Focal Point to ensure workplace health and safety compliance
  • Maintaining and updating all staff data and files in line with GDPR

What you bring

  • A relevant academic qualification, at Masters level or higher, in human resources, MBA, social work, social science, administration or similar.
  • At least 5 years of demonstrable experience, at least 2 of which must have been in an INGO.
  • Experience developing and implementing HR policies, procedures and systems in an international NGO context.
  • Proven experience of capacity building, and learning and development plans.
  • Experience with recruitment, and compensation and benefits processes and procedures.
  • Strong communications skills. Proficiency in written and spoken English and Nepali.
  • Strong familiarity with labour laws in Nepal will be valued as an advantage.
  • Excellent organizational and interpersonal skills.
  • Cultural sensitivity, patience, resourcefulness and adaptability.
