Finance Officer and Project Officer Job vacancy in NGO

ECPAT Luxembourg (EL) is a non-governmental organisation headquartered in Luxembourg. Our primary goal is to end the sexual exploitation of children. We are part of the global ECPAT network whose members work to achieve this common goal. Currently, we work in 10 countries across South and South East Asia and West Africa to protect children from all forms of sexual exploitation, including trafficking. We ensure that their families and communities are supported so that protection is strengthened at the source in a sustainable manner.

We work closely with government authorities to support and complement their efforts to build better futures for children where their rights to protection from sexual exploitation are guaranteed.

ECPAT Luxembourg has been awarded a federal grant from the US Department of State, Office to Monitor and Combat Trafficking in Persons (J/TIP) to implement a 3-year project (Suraksha ko Lagi Sath Sath/Together for Protection) in Nepal from the 1st of October 2020. The project will make efforts to ensure that strong governance mechanisms and structures exist at provincial and local levels in Nepal that ensure comprehensive services to victims of trafficking, particularly for children.

1. Post: Finance Officer

Job Profile:
The Finance Officer will be responsible for supporting EL’s Admin and Finance Manager in ensuring efficient and effective implementation of project activities. S/he wi be responsible for collecting and reviewing financial reports and updates from partners, monitoring financial updates and ensuring that the preparation of project documents such as budgets, as well as supporting the work of AFM and providing assistance with donor reports.

2. Post: Project Officer
> Contract Type: Fixed Term for 34 months (1st December 2020 to 30th September 2023)
> Duty Station: Kathmandu, Nepal

Job Profile:
The Program Officer (PO) will be responsible for closely coordinating with El.’s Program Manager in ensuring efficient and effective implementation of project activities which include training and capacity building of Child Protection and anti -TIP government entities at local and provincial levels and of service providers providing institutional care.

The PO will be responsible for collecting and reviewing reports and updates from partners, monitoring project progress and ensuring that required data is obtained, engaging in desk-based research, drafting written materials, helping with the preparation of project documents such as monitoring frameworks and budgets, as well as coordinating with the PM for drafting donor reports and applications for new projects. The post requires working closely with provincial and local governments and attending crucial meetings at provincial and local levels in close collaboration with implementing partners.

3. Post: M&E Manager
> Contract Type: Fixed Term for 34 months (1st December 2020 to 30th September 2023)
> Duty Station: Kathmandu, Nepal

Job Profile:
Reporting to the Regional Representative, the M&E Manager will support all Monitoring, Evaluation, and Learning (MEL) activities of the project. S/he will be responsible for implementing M&E systems including indicator targeting, tracking, and reporting according to J/11P office / USAID standards, managing an OPMIS data collection system, leading impact assessments, and a learning strategy. The M&E Manager wi serve as the intermediary between the Regional Representative and Program Manager at EL and partner M&E focal persons.
