OBJECTIVES OF THE PROGRAMME

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Government of Nepal in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.

WHO provides guidance and technical support in organizing the humanitarian health response following emergencies and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and self-reliance of Nepal to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, and to create synergy between emergency risk management and sustainable development through appropriate capacity building and co-ordination mechanism and partnerships.

The WHO Health Emergencies Programme (WHE) supports the Ministry of Health and Population (MoHP) to direct and co-ordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.

DESCRIPTION OF DUTIES

Under the overall guidance of the Team Lead – WHE and the direct supervision of the Technical Officer – Epidemiologist, WHE and in close coordination with other members of the WHE team and in collaboration with other teams within WCO Nepal (especially those working on health information and surveillance systems) and key external stakeholders, the TNP-HIM will perform the following:

1- Support the effective collection and management of data using appropriate epidemiological, statistical, operational, GIS and decision support applications developed for disease surveillance and emergency health information management that are operational within WHO and across the Ministry of Health & Population – especially the Epidemiology & Disease Control Division; the National Public Health Laboratory; and the central and provincial Health Emergency Operations Centers.

2- Facilitate the collation and maintenance of up-to-date information relevant for emergency risk management from all stakeholders including contact/address lists and rosters; indicator data on health status, health situation, health risks and capacities; health service coverage, emergency health preparedness and response readiness and operational data critical for emergency preparedness, response and recovery interventions.

3- Support the timely and high-quality collection and analyses of data and dissemination of data/information products on multi-hazard health and public health emergency risks and events; emergency response information including 3/4W matrices and GIS maps, internal and external situation reports, surveillance bulletins, rapid and post-disaster needs and risk assessment reports.

4- Manage document and information repositories, synthesize, design, develop and contribute information content, products, images, info-graphics, thematic maps, charts and other multi-media displays for the drafting and production of all relevant programme planning, monitoring, performance reporting, feedback dissemination, communication, advocacy and event related documents and multi-media information products of the WHE team published in analogue and digital formats.

5- Facilitate the development and maintenance of online and off-line mechanisms which are fail-safe and with adequate redundancies for all databases, inventories and repositories that are critical for the effective functioning of the WHE team during all phases of the emergency risk management cycle.

6- Facilitate the development, adaptation, adoption, piloting and scaled-up implementation of different components of emergency health information management innovations, applications and platforms that adhere to organizational and global standards contextualized to the ICT architecture, e-governance strategies and capacities of Nepal.

7- Represent and facilitate the effective engagement of the WHE team in internal and inter-agency data and information networks and collaboration / coordination mechanisms for tracking, analyzing and reporting on all multi-hazard risks and interventions undertaken to prevent / mitigate / respond to priority and critical risks in the health and related sectors across the risk management cycle.

8- Support the management, capacity enhancement, coordination and performance enabling of all information management related technical colleagues deployed by the WHE team at WCO and externally across Nepal.

9- Perform any additional duties and undertake additional responsibilities assigned by the Technical Officer – Epidemiologist, Team Leader – WHE or the WR as needed.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in data / information management, informatics, computer applications / science; statistics; business studies or a related field from an accredited / recognized institution.

Desirable: Post-graduate diploma / degree in computer applications and training on information management in public health emergencies / humanitarian emergencies would be an asset.

Experience

Essential: At least 1 year of experience in data / information management or documentation and information dissemination or monitoring/assessment/evaluation of risks, needed and capacities in the public health / humanitarian emergency management context.

Desirable: Relevant work experience in WHO and/or UN sister agencies with field experience in public health or humanitarian emergency risk management interventions.

Skills

• Self-motivated with ability to work with a minimum supervision.
• Ability to generate options, decide, prioritize and execute under pressure.
• Knowledge of different data collection methodologies and proven skills in epidemiological and statistical analysis.
• Good working knowledge and professional level familiarity in the use of multiple software platforms and programs especially of an open source nature.
• Technical expertise and Overall attitude at work are also required mandatory competencies.

REMUNERATION

Remuneration comprises an annual base salary starting at NPR 2,353,227 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
