OBJECTIVES OF THE PROGRAMME
The road map for neglected tropicaldiseases 2021-2030 sets out the global targets for 2030 and milestones toprevent, control, eliminate and eradicate a diverse set of 20 diseases anddisease groups, as well as cross-cutting targets aligned with WHO’s ThirteenthGeneral Programme of Work (2019-2025) and the Sustainable Development Goals2030. In close coordination with multisectoral within and beyond the healthsector, capacity strengthening of national health systems will improve thesustainability and efficiency of NTDs and Zoonotic Diseases control andelimination interventions, ensure the better achievement of targets for 2030and enable patients to access equitably all aspects of treatment, care, andsupport services at each level of the healthcare system.Within this framework, thisspecific position will liaise with the Ministry of Health’s SpecificDepartments/Divisions, other Ministries, related academic/research institutes,and country key stakeholders for achieving the above-mentioned WHO objectives/activitiesrelated to One Health, NTDs and Zoonotic Diseases control and elimination atthe national and sub-national level
DESCRIPTION OF DUTIES
Under the overall guidance of the WHO Representative and the direct supervision of the Technical Officer/Team Lead (CDS), the incumbent will perform the following tasks:
1. Work closely with EDCD and WCO and assist in programme planning and implementation of One Health, Zoonotic Diseases (Rabies and Snake Bites) and NTDs (Kala-azar, Lymphatic Filariasis and Leprosy) as needed.
2. Advocate for the integration of One Health approach in relevant disease control, prevention and facilitate coordination between the EDCD and the One Health unit in MOHP.
3. Support EDCD to strengthen the intersectoral collaborative actions. Assist to establish and strengthen the effective mechanism for collaboration with key stakeholders to implement One Health agenda and promote One Health approach in prevention and control strategies of animal-human transmission.
4. Support EDCD and key stakeholders to establish and strengthen the coordinated inter-linked surveillance and information sharing systems/data platform as the One health platform.
5. Provide technical support to strengthen the capacities of EDCD in preparedness, management, and timely response to NTDs and Zoonotic disease control and elimination in coordination with the MoHP, other Ministries and country key stakeholders within and outside the health sector.
6. Assist in development of strategies, action plans, guidelines, and SOPs for country prioritized NTDs in line with WHO road map for neglected tropical diseases (2021-2030), updated WHO strategies and guidelines with the objective of strengthening existing interventions.
7. Support capacity development activities at the national and sub-national level, design training curriculum for different levels of the programmes. Facilitate EDCD to design NTDs interventions through the integrated approach and strengthening of integrated vector management and entomological surveillance across sectors and prioritized vector-borne diseases.
8. Convene annual high-level advocacy and national programme review, TWGs and workshops at the central level, involving country key stakeholders and private sectors.
9. Provide oversight and strategic technical guidance to the EDCD to strengthen the robust data monitoring and information sharing systems of prioritized NTDs (including EWARS and HMIS) and facilitate evidence-based planning and elimination interventions at the national and sub-national level. Promote technical cooperation activities directed toward the surveillance, disease control and elimination of country prioritized NTDs.
10. Assist in assessment of burden of prioritized NTDs, evaluation of progress of NTDs control and elimination, operational research, surveys, protocols, on-going changes on climate and weather on vector-borne diseases transmission, and dissemination of results for learning and adapting.
11. Monitor the logistics of NTDs and Zoonotic disease programmes and timely inform the updates of inventory of drugs and diagnostic materials to the EDCD. Ensure uninterrupted supply in collaboration with donors and key stakeholders.
12. Work collaboratively with EDCD and advocate for greater national ownership and support sustainability for NTDs and Zoonotic disease interventions at each level of health system.
13. Conduct regular field monitoring visits, review of NTDs elimination activities and assist in outbreak investigation. Provide mentoring assistance in recording, reporting, data management and surveillance activities at the field level.
14. Facilitate cross-border coordination activities and organize regular meetings at the Nepal-India border to strengthen the control and elimination of prioritized NTDs.
15. Participate in preparation of biennial workplan (BWP), budgets and periodic analytical review on progress and challenges. Support in preparing donor reports, annual reports, briefing notes, and other technical communication as relevant.
16. Contribute to the development of IEC, web stories, multimedia, social media messaging and community awareness campaign for One health, prioritized NTDs and Zoonotic diseases as relevant.
17. Perform any other assignments as delegated by the supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in medicine from a recognized University.
Desirable: Postgraduate degree in Public Health (or)Entomology (or) Parasitology (or) Tropical Medicine (or) Microbiology
Experience
Essential: Minimum of 2 years’ relevant work experience in public health interventions at the national and sub-national level
Desirable: Demonstrated experiences in One Health, Infectious disease control and surveillance including Visceral Leishmaniasis(Kala-azar), Lymphatic Filariasis, Leprosy, Rabies and Snake Bites.
Skills
-Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel exclusively within the country and to perform practical hands-on field work. Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and to coordinate with the GoN agencies. Good knowledge in Neglected Tropical Diseases and other communicable diseases. Good report writing skills and analytical skills including ability to collect and analyse technical data and information and to draw and present conclusions in written and spoken form. Documentation skills and good writing skills in English and Nepali including ability to write clear and concise progress reports, analytical reports, plans and proposals.-Knowledge and skills in One health concept, strategies and monitoring tools -Infectious disease expertise including epidemiology, entomology, diagnostics, disease control and elimination strategies, updated knowledge of new tools and national strategy development.-Proficiency in Microsoft Office: word processors, spreadsheets and other data processing, programme presentation, Outlook and Internet, and email is essential. Proficiency in Statistical / Epidemiological Analysis software desired.-Able to follow instructions and work independently would be an asset.

REMUNERATION
Remuneration comprises an annual base salary starting at NPR 2,982,903 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
