The Environment, Social and Governance department’s advisory program aims to create and strengthen markets that are environmentally and socially sustainable and requires firms, investors and financial institutions to integrate strong ESG practices into their strategies and operations. IFC’s environmental and social advisory for the hydropower sector, an innovative program operating in Lao PDR, Myanmar, Pakistan and Nepal, aims to create sustainable markets by increasing the share of new private sector investments in the hydropower sector that adhere to good international industry practices. The program works on upstream development to pave the way for sustainable investments by partnering with government to develop policies/regulations and guidance and build capacity; at the firm level through Hydropower Developers’ Working Group to address the E&S bottlenecks to developing the sector sustainably; and to individual private sector clients to improve their E&S systems and skills. The program seeks to expand to other markets and into the broader renewable energy space.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

DUTIES AND ACCOUNTABILITIES:

The Operations Officer will report to the Hydro Advisory Team Lead. S/he will support delivery of the Hydro Advisory Projects in Nepal and Pakistan with cross regional support (including supervision reports, M&E, budget management, donor engagement) as well as provide environmental and social (E&S) advice and support to specific advisory clients (government and private sector).

Specific duties and accountabilities include, but not limited to:

Project Coordination and Monitoring

• Working closely with the Hydro Advisory Team lead, develop annual workplans and conduct bi-annual project supervision reports which track progress against project logframe targets, assess lessons learned and update and manage risk. Refocus project activities as required to meet program targets in coordination with the Hydro Advisory Lead and other IFC stakeholders.

• Coordinate activities and events in Nepal and Pakistan under the Hydro Advisory project.

• Provide day-to day budget oversight, report on financial performance according to plan. Control expenditures according to IFC policies and guidelines and within approval thresholds.

• Serve as point of contact for the projects in Nepal and Pakistan and represent IFC with clients and potential clients, donors, international agencies and NGOs with relevant mandates, Government of Nepal, Government of Pakistan and other stakeholders.

• Produce formal reports on project progress for donors; informally update donors periodically through briefings or informal reports as needed and in coordination with the Hydro Advisory Team Lead.

• Travel as necessary within Nepal and Pakistan and occasionally within Asia and undertake ad-hoc tasks assigned by Hydro Advisory Team Lead.

Advisory Delivery & Knowledge Creation

• Work closely with the Hydro Advisory Team Lead to develop and deliver E&S advisory services to IFC clients and pipeline clients (government and private sector). Such services are expected to include development of policies, and guidelines, action planning, training workshops, or implementation support based on client needs and priorities.

• Support the development of a pipeline of potential clients (private sector and/or government at the sector level) for further E&S advisory engagements. Draft key project documents including pitch books, advisory agreements, etc.

• Develop and maintain relationships with project clients, building commitment to the project and ensuring that their needs are met.

• Prepare draft Terms of Reference, select and oversee quality of outputs (e.g. cumulative impact assessments, E&S studies, guidelines, policies, etc).

• Keep abreast of industry, national and sub-area developments and research to ensure that IFC advisory services continuously benefit from emerging best practices. Ensure that international good practices are included in developing and implementing the project.

• Foster innovation and knowledge exchange between IFC colleagues involved in the program and other key partners.

• Provide cross-support to the Hydro Advisory program which may involve supporting work in other countries such as Myanmar, Laos and beyond.

• Work with the Hydro Advisory Team Lead and Communication consultants to contribute to the programs innovative communication materials for awareness raising and sharing of outputs. These include videos, pod-casts, newsletters, feature stories, website articles, etc.

SELECTION CRITERIA:

• Master’s degree in relevant field with seven years of relevant or related work experience or equivalent combination of education and experience;

• Strong theoretical base in E&S, power sector, private sector and ability to translate theory into practical applications in context of IFC Advisory projects;

• Work experience in an emerging market environment required, experience in Nepal is highly desirable. Willingness to travel regularly within Nepal, Pakistan and the region.

• Good understanding of good international industry practices for environmental and social standards

• Excellent project management skills;

• Good pro-active communicator with integrity, collaboration skills and commitment to fostering diversity and inclusion within IFC, the program and with private sector companies and governments;

• High degree of commitment to development impact and sustainability;

• Excellent communication skills in English and ability to participate in multi-disciplinary teams;

• Proficiency in local language is desirable.
