Reports to: Head of Programmes (HoP)

Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

Scope of Work

Programme Manager (PM) will provide strategic and programmatic management and leadership of the ECHO-funded award on disaster preparedness, multi-hazard anticipatory action and risk management. PM should oversee and manage all aspects of project cycle management (PCM), including coordination, implementation, and reporting on the Consortium led by PIN Nepal in collaboration with partners (CSRC, SWN and Save the Children) and key stakeholders. (S)he will also facilitate the grant management, the intra-member engagement, external relations, and information sharing whilst also contributing strategic and technical support across wider areas of anticipatory action, disaster management and resilience in the Country Programme, and leading & managing key innovative initiatives and ensuring quality programmatic outputs and outcomes.

Key Summary of Functions

  • Provide strategic and technical leadership and support across PIN Nepal’s disaster preparedness, multi-hazard anticipatory action and risk management and resilience programming.
  • Develop ECHO DRR Consortium strategy, and coordinate and manage implementation of Consortium workplan (activities, budget and project documentation) in line with the proposal strategies and donor requirements.
  • Lead on adaptative management and facilitation approach within the ECHO-funded project and in PIN Nepal’s DRR and resilience portfolio in general.
  • Manage and capacitate the programme’s team.
  • Support developing technical guidance, tools & SOPs further enhancing the project to better respond to the needs of the prospective landslide, flood and other hazards affected beneficiaries.
  • Lead on cost benefit and impact analysis, and ensure systematic and effective capturing of sector-specific results including programmatic outputs/outcomes and longer-term impact through sound M&E mechanisms linked with the Country Programme Strategy.
  • In collaboration with MEAL departments, manage the monitoring and evaluation of the project and provide timely feedback to the Consortium determining programmatic adaptations/modifications in response where appropriate.
  • Ensure proper risk mapping of Consortium activities and implement mitigation measures.
  • Establish, capacitate, drive, and empower the Consortium partners team charged with implementation and technical support.

Program Management

  • Act as the programme’s responsible & focal person and budget holder, s/he will be responsible to ensure that all aspects of the programme follow commitments made in the proposal to the donor, the beneficiaries, government of Nepal and PIN’s internal procedures, and lead on all programmatic adaptation requirements.
  • Lead on adaptive management and facilitation approach, ensuring the largest impact of PIN Nepal’s programmes in line with the developments in the programme areas and across the three tiers of the Nepali government, with at-risk citizens at the center of PIN Nepal’s interventions.
  • Lead the programme team and consortia, provide guidance and support and ensure quality of project delivery and its understanding among the team.
  • Coordinate with and support MEAL team and external evaluator in MEAL framework development, data collection, data analysis; co-lead on Impact evaluation studies and collecting of evidence.
  • Oversee and manage the budget according to established PIN procedures, including preparing forecasts, conducting quarterly reviews of budget expenditure, forecasting and planning.
  • Together with GEDSI Mainstreaming Coordinator & Accountability and Safeguarding Coordinator, identify project related risks & challenges, update risk registers and pro-actively mitigate them; gather and share security information.
  • Lead and coordinate with HOP and Partnership Manager for all reporting requirement to donor, government of Nepal (SWC, line ministries, AMIS, Local government), relevant clusters/working groups and PIN HQ and ensure that the project meets all relevant deadlines and is implemented according to set work plans and schedule.

Representation and Networking

  • Act as programme’s focal person for all communication and coordination with donor, relevant clusters, technical working groups, and coordination with PIN HQ and Knowledge and Learning Department (KLD) team.
  • Ensure that PIN is well represented and visible within the donor community, among the consortia and stakeholders (clusters, local/provincial/federal government, AIN working groups), and within coordination forums and delegating this responsibility as appropriate to programme staff.
  • Together with MEAL Manager, Partnership Manager and Communication & Advocacy Manager, engage in project-learning based PIN’s positioning and advocacy, development of learning papers and selection of advocacy points as per Country Strategy, engage in advocacy and policy dialogues where appropriate, ensuring PIN represents the needs of its beneficiaries and based on its field experience in order to campaign for needed policies, donor commitments etc.

Mainstreaming and Quality Management

  • In collaboration with Head of Programme, Deputy Head of Programme and relevant colleagues lead on mainstreaming and strengthening of GEDSI, GBV mitigation, climate change, DRR and safeguarding agendas within programme planning and implementation.
  • Work closely with MEAL Manager and team to ensure that project based learnings and monitoring/evaluation results are regularly used and reflected in PIN’s work.
  • Ensure and strengthen quality focus within the project, across all cross cutting components.

Senior Management & Fundraising

  • Support PIN’s Senior Management Team (SMT) & Core Management Team (CMT) in providing contextual and strategic direction for the design of Country Program’s strategic frameworks and plans.
  • Ensure that the overall programme is designed, managed and implemented in conformity to People in Need’s policies, strategy and guidelines.
  • Actively participate in the fundraising for PIN Nepal’s disaster preparedness, multi-hazard anticipatory action and risk management programming.
  • Participate in all Senior Management Meetings and decisions.

Program Operations Management

  • Ensure operational management of the programme including planning financial, admin, logistics, procurement, communications tasks and human resource management to ensure full compliance with PIN’s and donor’s financial and procurement procedures.
  • Ensure and monitor all field staff and consortia’s adherence to PIN’s policies and internal procedures, protocols, PIN’s Code of Conduct, with special attention to Safeguarding Standards and Procedure, Case Handling Framework, Child Protection and Do No Harm policies; immediate reporting and redress of any complaints and issues based on its severity.
  • Coordinate with finance department for financial management of direct costs, co-funding, project drawing forecast & expenditure report (project staffing, activities, partners’ costs etc.).
  • Regularly ensure project documentation & archiving in the internal databases – ELO, Navision, Shared point etc., according to PIN and donor guidelines.
  • Support PIN SMT and CMT in developing contingency planning and emergency response, program development and networking.

Requirements

  • Strong proven record on complex humanitarian and nexus programme and project management.
  • Excellent knowledge of disaster preparedness, multi-hazard anticipatory action and risk management in the context of Nepal (hill areas and preferably also plains).
  • Excellent networking skills and knowledge of the key stakeholders on all levels of the government in Nepal in DRR
  • Strong proven record in development, management and resource mobilization for inclusive and risk informed disaster preparedness, planning across the three tiers of the government in Nepal.
  • Proven record in adaptive management and facilitation approach.
  • Strong knowledge of ECHO and EU guidelines, principles and mainstreaming agenda, and proven experience with management of ECHO project and other major donors financing DRR and anticipatory action (FCDO, USAID, UN agencies, etc.).
  • Strong experience in fundraising in DRR and anticipatory action.
  • Knowledge and experience with implementing Shock responsive social protection schemes.

  • Demonstrated experience in managing diverse consortia, teams and maintaining strong relationships with the consortia members, and local, provincial & federal stakeholders.
