LEAD AND DECIDE: the “Youth as Active Drivers of Change and Sexual and Reproductive Health Rights (SRHR)” program aims to empower girls and young women in leading change, having control over their bodies and making informed decisions; and

THRIVE: the “Early Childhood Development (ECD), Child Protection and Child Poverty” program enhances vulnerable and excluded children, especially girls, to be valued and cared for without discrimination, fear and any forms of violence.

ROLE PURPOSE

Plan International Nepal’s new country strategy is designed to deliver significant change for girls, boys, women and men putting special emphasis on gender equality. The program has strategic approaches of transferring skills to girls, boys, women and men for protecting from and responding to disasters, strengthening organizational capacity to respond to medium scale and mega disasters, and increasing demand for improved behavior and quality WASH service provision, and strengthening governance and institutional framework of the WASH sector. The program aims to develop and implement gender transformative approach which goes beyond equal access and participation for girls, boys, women and men but using the interventions to contribute to greater gender equality, inclusion and empowerment.
In support of Plan International Nepal, education projects are being implemented in Dolpa, Jumla and Kalikot to support government agencies to ensuring inclusive quality education for the children from most disadvantaged and marginalized communities. The education projects have WASH and resilience as a major crosscutting themes. WASH and Resilience Coordinator also ensures the timely and quality implementation of COVID-19 response activities in the program districts.
WASH & Resilience Coordinator will closely work with Field Office Team, implementing partners and local governments in supporting the implementation of education projects in Karnali Province. S/he ensures that the implementation of project activities is realized in pursuant to the established outcomes and objectives. S/he supports Education Program Specialist in ensuring effective, quality and timely implementation of all education projects, with special responsibility of WASH and resilience components of the projects. The Coordinator will put special attention to providing overall inter-agency coordination and facilitation at various district and local level. Similarly, s/he ensures that the project deliverables are met in a timely and efficient manner. Particularly, s/he technically leads implementation of WASH and resilience activities of the projects including planning and review, monitoring and evaluation, budget management, procurement, knowledge management and reporting in close guidance of Education Program Specialist.
S/he ensures the quality of program delivery and the achievement of agreed outcomes in accordance with program design. S/he is responsible to achieve a rights-based, gender transformative and inclusive program. S/he also supports on influence work approach in program implementation, ensuring efficient technical support to partner NGOs. S/he is accountable for supporting the innovation and ensuring lessons learnt are constantly integrated in program interventions, thus continuously improving efficiency and effectiveness at field level. S/he also leads the local level networking and advocacy in coordination with the Education Program Specialist and Area Manager. S/he plays a vital role in identifying the training needs/gaps of our partner staff and recommend for the capacity development plan to the Education Program Specialist and Area Manager.

DIMENSIONS OF THE ROLE

WASH & Resilience Coordinator closely works with and reports to Education Program Specialist.
This is a technical position responsible for providing technical support to the partners and ensuring achievements of intended outcomes and impacts of education projects being implemented in Karnali Province. Working closely under the guidance of and reporting to the Education Program Specialist, s/he will technically lead emergency, WASH and resilience components of education projects. The position also requires to execute various operational and managerial task of project management including preparation of various plans, annual detail implementation plan (DIP), budget preparation/revision, and monitoring the implanted activities, evaluating the results, communicating with the stakeholders (government agencies, NGOs, CBOs and CSO) and service providers, supervising the work of implementing partners on their specific assignments and ensuring a smooth running of the projects. The person should have a grasp of the entire project activities and initiatives and be able to provide the necessary leadership especially on technical aspects of the project implementation.
S/he provides technical and advisory support to the partners, coach them and identify their training needs to provide/build their technical capacity. S/He will coordinate and collaborate with other agencies including R/Municipalities, sectorial units at district level for successful implementation of the program. S/he also represent Plan International Nepal in external meetings including thematic clusters at district level.
The position holder builds strong, strategic relationships with external stakeholders, including relevant government officials, legislators, UN agencies, development partners, alliances, schools/colleges and partner organizations. S/he focuses on provincial, district and local level influencing.

Description

ACCOUNTABILITIES

Design and Develop strategy/framework

• Contribute in the process of drafting and finalising WASH & Resilience program proposals and concept notes, working with program team at Field Office along with partner staffs.
• Ensure the WASH & Resilience projects are nutrition sensitive, gender transformative and inclusive.
• Contribute to support in developing strategies for gender transformative disaster risk management plans, DRM policy/Action plan and safe school policy formation.
• Ensure the programs are designed to strengthen community resilience through gender transformative and disability inclusive disaster risk management, climate change adaptation and WASH promotion.

Project Management

• Ensure quality and effective implementation of emergency, WASH and resilience components of the education projects including planning, implementation, review and evaluation of education projects.
• Review WASH & Resilience activities periodically and ensure relevant project objectives are achieved effectively.
• Support Education Program Specialist in reviewing partners’ proposals and reports; and finalizing them.
• Support partners in preparing detail implementation plan (DIP) and ensure its periodic update.
• Support in operational requirement of the projects including Project Order (PO), Purchase Requisition (PR) through SAP, revision of SAP and execution agreement addendum with the partner etc.
• Ensure the WASH and emergency materials are supplied under COVID-19 support activities, mainly WASH and resilience activities of education projects and ensure if the supply is completed on time.
• Coordination and have strategic partnership with local government and district level stakeholders in carrying.
• Review project documents and progress report to ensure activities carried out are of quality and implemented punctually.
• Identify risks and challenges in the project implementation, management and provide solution to achieve project goal/results.
• Ensure that timely and quality implementation is guaranteed at partner level, this might include regular meeting, coaching, follow-up and coordination.
• Identify the training needs/gap of the partner staff and provide/recommend training plans to develop their technical expertise. Monitor their progress through an annual capacity assessment.
• Knowledge management through, sharing good practice, lessons learned ensuring that Child Protection is mainstreamed into the projects.
• Conduct regular reviews of budgets and work plans to ensure compliance with donor specific requirements and address any changes to the original plan in time.
• Provide technical support for quality implementation of emergency, WASH and resilience activities of education projects.
• Review project progress report submitted by the partners before submitting it to Education Program Specialist.

Monitoring and supervision

• Ensure project monitoring by taking necessary corrective actions that are being followed up and reviewed periodically.
• Undertake frequent field monitoring visits and report performance against established schedules and targets.
• Based on the data/information provided by MER Coordinator, provide input & make decision on effective monitoring.
• Work closely with Education Program Specialist and Monitoring, Evaluation and Research Coordinator at Field Office to ensure that implementation of activities is done in line with M&E requirements. This include ensuring that links exist with reporting requirements, data management, documentation of best practices, case studies and learning and as set out in plan/log frame.
• Review and consolidate the reports of WASH and Resilience activities on monthly, quarterly, half-yearly and annually and share it to Education Program Specialist for finalizing the reports.

Working in Partnership

• Work closely with Field Office team and partners to achieve program quality as per Program Quality Policy, building better partnership-global guideline, global approach to program and influence.
• Assess the partner’s capacity in terms of technical skills for project delivery, design a training plan to enhance their capacity and monitor it regularly in coordination with Education Program Specialist.
• Strengthen the capacity of implementing partner organizations on strengthening gender transformative and inclusive WASH & Resilience facilities and system for all children especially for girls, children with disabilities and Dalit children.
• Working together with local authorities to identify key area to strengthen stronger inclusive and gender-sensitive WASH governance at school and village/municipal level.

Advocacy & Campaigns

• Contribute to develop priority district/local level campaigns ensuring harmonisation with global/national priority campaigns in collaboration with Education Program Specialist and Sr. Technical Advisor – WASH.
• Lead sectorial networking and representation and build relationships and alliances with relevant networks, government bodies, federations and other agencies at district and local level.
• Lead evidence-based lobby and advocacy within the sectorial program in planning and delivering campaigning and advocacy work and ensure that programme plans include influencing objectives
• Represent Plan in relevant committees, professional networks and mechanism to maintain organization’s professional image.
• Be innovative to lead campaigns at local and advocacy for disability and social inclusion in WASH & Resilience and reduce the barriers for children with disabilities (CWDs) to ensure a welcoming Hygiene environment.
• Contribute to communications and media work as required.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

The position holder will work with technical, program, finance and operation team at FO to achieve project deliverables in a timely and efficient manner. S/He will support the team to achieve the organization influencing goals working with Education Program Specialist. S/He will work closely with Sr. Technical Advisor-WASH for technical areas and Education Program Specialist to support project implementation, progress monitoring, budget spending/ liquidation, donor compliance and reporting.
The position holder will represent Plan International Nepal’s internal and external networks at local and district level and also at the provincial level whenever requires; to develop strategic relationships with stakeholders, including government officials, UN agency, other likeminded organizations and partner organisations. S/He will establish a good rapport with civil society, local level government agencies, and policymakers at provincial level, multilateral agencies, academics, Community people, Private sector and Chamber of Commerce at province, district and local levels.

Education qualifications and experience

• Bachelor’s Degree in Disaster Risk Management/Risk Reduction, Environmental Management with 4-5 year demonstrated work experience in the field of WASH and infrastructure development system; and program development of government and WASH and infrastructure and program deliveryOr
• Master’s Degree in Disaster Risk Management/Risk Reduction, Environmental Management with 2-3 year work experience in the similar field.
• WASH, relevant Engineering, Natural/ Social Science.
• Sound knowledge on principles, policies and practices of water, sanitation and hygiene Program sector, infrastructure development program sector.
• Excellent knowledge on civil and sanitary engineering proven experience of managing team, budgets and other management domains.
• Work experience on local level partnership/coordination.
• Experience of working with coalitions and networks.
• INGO work experience preferred.
