APF Introduction

ORGANIZATION

Almost every nation of the world is terror stricken by the devilish activities of terrorists that knows no boundaries, territories or race. The unhindered mobility of the various terrorist groups to carry indiscriminate acts of terrorism has alarmed even the most advanced countries of the world today.

For centuries, Nepal has been known as the abode of peace and tranquility. However in February 1996, the Communist Party of Nepal (Maoist) operating as the United People’s Front of Nepal declared of the so called “People’s War”.

The acts of terrorism and associated trend of organized crimes seemed escalating within the kingdom and in response to cope the situation with the then His Majesty’s Government of Nepal felt need for an elite force. As such, the consequence on the recommendations made thereby the Armed Police Force, Nepal Establishment Suggestion Task Force, Armed Police Force, Nepal was founded on the 24th of October 2001. Late Krishna Mohan Shrestha from Nepal Police then Additional Inspector General of Police being promoted to Inspector General of Armed Police Force, Nepal was the first Chief and the Founding Father of the force.

Inspector General is the Chief of Armed Police Force, Nepal at par the status to three star Lieutenant General of army, responsible for looking after the routine affairs of the organization. There are five Additional Inspector Generals as well respectively chiefs of the departments of Administration, Operations, Human Resource Development, Academy and Border Security who are directly responsible to the IG.

The Department of Administration is responsible for the records, posting, transfer and promotion of APF, Nepal personnel throughout the country for gazette level officers (internally known as senior officers), various ceremonies, legal and medical services like organizational activities.

The Department of Operations is mainly responsible for the operations, planning, policy, staff duties, human rights, intelligence and deployment of APF, Nepal personnel to security related fields like airport, telecommunication towers, and correction centers. Further responsibilities include of ration, clothing, weapons, ammunition and explosives, equipment.

The Department of Human Resource Development is responsible for training both home and abroad, recruitment, welfare, development of syllabi and United Nations Peace-Keeping operations.

The National Armed Police Force, Nepal Academy is responsible for the capacity building of the officers through various types of trainings, preparing and amending the training syllabus as per the requirement.

The Department of Border Security is responsible for formulating plans and directives for the deployment in the border area. Its main task is to protect the border and the border pillars.

Combat Brigades

The Armed Police Force, Nepal is a paramilitary force organized as combat brigades. Each combat brigade is responsible for one of the five regions and Kathmandu Valley in the country. APF, Nepal for its origin and given mandated tasks is a dynamic organization in a sense that multi facet jobs resembling to military and police are embodied into one.

A combat brigade is commanded by a Deputy Inspector General (DIG) and comprises of infantry battalions and independent infantry companies. Depending upon the geographical region of the country each combat brigade may have two to three infantry battalions and up to four or more independent infantry companies.

Senior Superintendents are the regional level commanders for training colleges located at five regions with status of principal.

An infantry battalion commanded by a Superintendent (SP) comprises of rifle companies, support company and an administrative company. Deputy Superintendents (DSP) command the companies and the Inspectors command platoons. Sub Inspectors are the platoon second in command. A platoon consists of three sections and an Assistant Sub Inspector (ASI) commands each section.

Combat Support Brigade

The brigadier generals command all the support brigades. Each brigade is responsible for the training, posting and promotion of the other ranks. Each brigade commander is also responsible to advise the IG on matters pertaining to his respective brigade and region.

UN PEACE KEEPING OPERATIONS

After being a member of UN in 1955, Nepal has been fully committed to the objectives and principles of the august organization and has made significant contributions, especially in the field of UN Peacekeeping for the noble cause of world peace. (For more info please see the UN Missions page)

FUNCTIONS OF APF, Nepal

Armed Police Force, Nepal is a paramilitary force with the basic roles of catalyst in maintaining law and order and containing insurgency cracking down terrorist activities. The APF, Nepal is mobilized in various policing jobs of security of VIPs, vital installations and facilities as well as in the events of occurrence of riots and public unrest. Because of its fast adaptability to instant situational developments, to work in perfect harmony and coherence with Nepalese Army and Civil Police over the years APF, Nepal has earned faith, reputation and good will of the people from all walks of life.

Still further if a step ahead thought is given towards participation in INTERPOL and SAARCPOL that would not be a wonder owing to the fact that the line of duty it has includes combating terrorism, controlling of trans-border crimes and safeguarding the sovereignty of the nation.

To cope with natural disaster is another issue APF, Nepal has to take care of. It cannot be ruled out that ours being a mountainous country landslide, avalanche, flood, famines are to some extent accepted natural phenomenon for us. And campaign for awareness of disaster management would be the right first appropriate speculations towards any kind of natural calamity and disaster. APF, Nepal is not there lagging behind in formulating the policy of disaster management either. APF, Nepal aims at training its personnel in this regard and in due course of time gradually getting equipped. At the central level a board has also been formed namely Border Control and Disaster Management Cell.

Since the very beginning of this organization human rights topic has been given due importance. Respect for human rights is put emphasis on and no stone is left unturned to ensure its personnel do not violate it in any circumstances. In a view to keep access free to media and all alike of its activities pertaining to Maoists dealing like daily chores a human rights cell is formed at the force headquarters in Katmandu and in each five regions. The purpose of this cell basically is to organize human rights training programs for its personnel as well as pursue if the ideals and principles are followed. Simultaneously should there be any finding of human rights violation upon investigation the accountable would be subjected to civil code whereby thus discouraging others concurrently.

It is the solemn pledge of APF, Nepal to provide safety and security in the light of which ideal truth it has noble ground for service dedicated to humanity and peace.
