BASE is a leading NGO working in Province no.5, Karnali Province and Sudurpaschim Province with marginalized and excluded communities through its interventions focusing on formal education, non-formal (financial literacy), livelihood and support to sustainable economic development, child protection and child labor elimination, women empowerment, adolescent development, human rights violation monitoring, conflict mitigation through dialogue, WASH equity, environmental sustainability, disaster preparedness and response, protection and promotion of traditional and indigenous cultures and strengthening governance of local institutions. BASE is going to implement an education project called Safe to Learn in Kailali and Kanchanpur districts with 70 government schools in financial and technical support of Mercy Corps and seeks competent, committed and result oriented qualified Nepali citizens for the following different positions. The project, which is anticipated for 8-9 months’ in Nepal will work closely with School Management Committees (SMCs), and Parents Teacher Associations (PTAs) to incorporate and implement safeguarding policies within their School Improvement Plans (SIP). The project will form “Student Life Clubs”, covering life skills, adolescent sexual reproductive health (ASRH) which is taught by teachers and healthcare workers. The project will hold “Empowering Sisters” classes on child protection along with organizing community-wide campaigns so that the larger community understands its role for child protection.

Position: Program Coordinator– 1

Duty Station: Based in BASE Office Dhangadhi Kailali with frequent field visits to communities in Kailali and Kanchanpur districts.
This is a district base position. S/he will have to work closely through Mercy Corps funded project in Kailali and Kanchanpur districts.

Required Qualification, Skills and Experience:

• Master’s in Education, Social Science or Management with at least 7 years of professional experience in NGOs or Development Sector.
• S/he must demonstrate excellent leadership, team management, result based management skills with proven experience with ability to follow procedures, meet deadlines and work independently and cooperatively in the team members.
• Excellent interpersonal communication skills, professional documentation and reporting in English.
• Strong computer skills and demonstrated ability works not delaying program activities.
• Should have driving license of motorbike.
• Proactive, innovative, and have willingness/commitment to stay and travel in the remote areas to work with marginalised communities in schools with students, teachers, SMC/PTA and parents.

Major responsibilities:

• Responsible for overall management of project and oversight day to day management along with planning, monitoring and budgeting.
• Support field staff for performing project activities and ensure that they are well informed and capacitated for successful completion of the project activities.
• Coordinate and work closely with Safe to Learn Program Manager, Thematic Officer, District Project Officers , Safeguarding Officer, Field Supervisors and Social Mobilizers
• Develop monthly and quarterly work plans of the team and share it with BASE and Mercy Corps.
• Develop case studies and monthly reports as per the reporting guidelines of the project.
• Coordinate and liaise with local government, Education Sections & district level stakeholders according to requirement for coordinating support for the project
• In close collaboration with the project team, STEM -II team, finance, and administrative staff ensure that all components of the project are implemented in alignment with donor and Mercy Corps policy guidelines.
• Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.

Position: District Project Officers – 2

Duty Station: Based in BASE Office Dhangadhi Kailali with frequent field visits to project schools in Kailali/Kanchanpur districts.
This is a district base position. S/he will have to work closely with the Program Coordinator and Thematic Sr. Project Officer of Mercy Corps in Kailali/Kanchanpur districts.

Required Qualification, Skills and Experience

• Bachelor’s Degree in Education, Social Science or Management with at least 5 years professional experience in NGOs or Development Sector and Master’s Degree Preferable.
• S/he should have a proactive, innovative and enthusiastic handling of her/his duties with result oriented

Duty Station: Based in BASE Office Dhangadhi Kailali with frequent field visits to project schools in Kailali and Kanchanpur districts.
This is a district base position. S/he will have to work closely with the Program Coordinator and M & E Officer of Mercy Corps.

Required Qualification, Skills and Experience:

• Bachelor’s degree in Statistics, Sociology, Social Sciences, Education Management or other related fields.
• A qualification in Monitoring and Evaluation is preferred.
• 2-3 years of experience in monitoring and evaluation.
• Advanced skills in Microsoft (Excel, Word and PowerPoint)
• Driver’s license is compulsory
• Experience in designing and operating project M & E systems from project initiation to close out stages.
• Experience cleaning, entering, aggregating and generating reports from data using database platforms.
• Excellent interpersonal skills fluent in English language.

Major responsibilities:

• Work closely with Safe to Learn team and stakeholders to generate and collect required information and quality data in the process of measuring results.
• Assist Program Coordinator in preparing progress report, event report, monthly /quarterly/semiannual/annual and project completion report with the close coordination of project team.
• Contribute to program start-up through M&E planning, develop, oversee, and ensure the timely and quality execution of the M&E plan at the field level, sharing the plan with Programme Management on a regular basis and updating it as required, and communicating the same to the PO (M&E and Reporting) for dissemination.
• Coordinate field level reporting in close collaboration with Project Officers/Safeguarding Officer Field Supervisors/ Social Mobilizers ensuring well data maintaining, quality and accuracy standards are upheld, and formats and requirements are adhered to.
• Consolidate field data, undertake thorough analysis, and thereafter produce narrative/ data reports to assist Programme Management in assessing achievement of log frame targets and other programme objectives, and review programme design and planning.
• Assist the programme team to organize program related events and prepare event reports, in coordination with all Project team.
• Take a lead role and provide technical support to Program Officers. Safeguarding officer and staff at field in reviewing programme learning and understanding best practices, producing notes for file on the same.

• Bachelor in Management (Finance/Accounting) or related qualification with at least 3 years of relevant working experience of financial management of projects.

• Ability to adapt to and learn new software and can work on software.

Required Qualification, Skills and Experience:

• Experience of managing quotation and tendering processes, and have a good understanding of contract management.
