JOB SUMMARY
The Health Program Manager is responsible for supporting in planning, implementing, monitoring, and reporting for the health-related projects including Increasing Access to Maternal Health at Remote Communities Phase II, COVID-19 response and vaccine equity related projects and other health and SRHR related programs. S/He will be responsible for ensuring the quality and efficient delivery of health program in the organization. S/He will oversee the project’s overall operation, financial management, work with NGO partners, and supervise the project team, ensure capacity building of the project team including NGO partners; carry out monitoring and supervision of activities at district and municipal; submit program and financial reports to donors as per the specified schedule.

S/He will be responsible for networking, and coordination with federal, provincial and district line agencies and other stakeholders for collaboration, and synergy building. S/He is responsible to produce quality reports and documentation as per the donor and CMPs requirement. S/He will also share the progress periodically with the government counterparts at different levels. S/He works closely with Provincial Health and relevant different Departments/Divisions of MoHP at federal level, and its structure through Health Offices in the program districts. s/He will collaborate with other CARE implemented projects in the districts to demonstrate the complementarity, and create an environment of resource leverage and program collaboration.

S/He will be based in the country office, Lalitpur and will report to Coordinator – GJHER. S/He will work in close coordination with the GJHER Coordinator to ensure program quality and standards. S/He will also work with other technical back stoppers at CO including Partnership and Alliance Specialist, DMEL/KM Coordinator, GED/social norms specialist and CO based finance team. The person will also support other thematic coordinators to align the health issues in the plan of DRR GIE, emergency response and economic empowerment. This position will be responsible to provide technical on all health related components in the humanitarian programming and also contribute to create a nexus between humanitarian and development initiatives at CARE. S/He will also contribute in new business opportunities under GJHER theme.

MAJOR RESPONSIBILITIES AND TASKS:
R1. Program & policy planning and implementation: (35% of the available time)

  • Support in preparing Annual Work Plans (AWPs for activities as well as budget), Individual Operating Plan (IOP) as guided by the project document and Strategic Directions
  • (SD) of the mission in a timely manner. Ensure that all plans are of good quality and well implemented.
  • Provide technical and programmatic support in planning, implementation, monitoring, evaluation and reporting of project progress and financial status to project team members, key governmental and non-governmental partners. Guide implementing project team in the development of achievable, measurable plans and objectives for implementation of innovative MNCH activities.
  • Update all the staff on project requirement, mission strategies, policies and provisions
  • Facilitate and ensure governance, social inclusion and equity issues applied in the project interventions to achieve the strategic goal of the project which mainly spells sustained and equitable improvement in maternal and neonatal health particularly of marginalized populations
  • Provide technical and programmatic oversight on key components of MNCH, family planning, Reproductive Health and overview it periodically to link with federal as well as provincial health plan and priorities
  • Carry out periodic progress review, update project strategies to contribute to the mission goal.
  • Take lead in project planning – preparing annual work plan (activities, budget, and resource leverage with other projects in close coordination with Partner organizations, and Country office
  • Work closely with local partners, local government and provincial government to construct birthing centers and women’s friendly toilets as per the needs of the community following the standard of the Government.

R2. Monitoring and Evaluation (M&E), Reporting and Documentation of project activities (25%of the available time)

  • Take lead to prepare and ensure implementation in line with organisational M & E system and assist for its proper operationalization and provide inputs in refining the system
  • Provide coaching, guidance and support to project team for the initiation and strengthening of supervision, monitoring and evaluation system
  • Conduct field visits to project areas to supervise, coach and mentor project staffs in the area of programmatic, administrative and financial management
  • Ensure that databases for project activities are established and updated and ensure that relevant programmatic information systems are readily available at project office and district offices.
  • Guide project staff to analyze the data obtained from M&E and various reports (Baseline, quarterly & annual progress reports, and final evaluation, and use them for programming quality purposes.
  • Prepare quarterly & annual reports, documentation of case studies, success stories on quarterly basis
  • Support CARE team to publish different updates, case studies, articles newsletter on MNCH and share/disseminate as appropriate

R3. Liaison, Coordination and Program Collaboration (10% of available time)

  • Represent CARE in technical and programme related meetings at the federal, provincial and local level governmental and non-governmental organizations and maintain contact with government counterparts, line agencies, NGOs, communities and visitors as required.
  • Ensure technical and programmatic synergy between maternal, neonatal, child health, HIV and AIDS activities and the other governmental and non-governmental MNCH, FP, RH and HIV & AIDS activities by facilitating exchange of technical expertise, and identifying opportunities for program collaboration and partnership
  • Represent CARE in various reviews and meetings by donor, government line agencies and other MNCH stakeholders as required

R4. Administration, Financial Management and Human Resource Development (5% of the available time or as applicable)

  • Ensure that functional administrative systems are established and maintained in the project and the partners
  • Prepare annual project budgets and periodic analysis and actions.
  • Follow strictly the CARE-Nepal’s policies and requirements on procurement manual, finance manual, personnel manual, etc.
  • Ensure that all financial documents are prepared and submitted on a timely basis.
  • Monitor project expenditures and take necessary action to ensure the burnt rate is within acceptable limits
  • Ensure that all staff have job descriptions and performance appraisal formats and orient them as required.
  • Identify and address, or assist to address to the HR department, staff development needs.
  • Plan staff requirement estimates and make recommendations and assist to the HRD section/senior management for transfer and promotion of staff.
  • Ensure that the personnel policies (contract renewal/extension, disciplinary actions etc.) are effectively followed
  • Manage Partnership Grant Agreement (PGA)and ensure that all donors compliances are followed by implementing partner

R5. Contribute in advancing programmatic shift through effective implementation of strategic direction: (15% of the available time)

  • Support in project/program assessment (CIPP rating, gender & diversity), Contribution to furthering CARE Nepal’s goals- GED, Social Inclusion, focus and work with poor and marginalized communities, prepare action plan, implement, prepare report and disseminate the finding to project team and country office
  • Develop project database & monitoring system that contributes tracking organizational progress towards programmatic shift and strategic direction
  • Identify and prepare effect and impact level case studies report, thematic and anecdotes that contributes in strategic direction
  • Ensure the flagship approach are well integrated in health programming.
  • Contribute in developing new project proposals and support Program Coordinator: GJHER, Program Development Coordinator and Deputy country Director to contribute in the areas of MNCH, RH and Family Planning and HIV and AIDS in Nepal.

R6. Emergency and Humanitarian response for Health (10% of the available time )

  • Represent RRT as health sector lead for humanitarian response and also represent health clusters on the behalf of CARE
  • Provide technical support to humanitarian response team to design and implementation of public health emergency response plans within the Emergency Preparedness Plan (EPP) of the organization for emergency situations based on CARE’s global strategy and national policy of the Government of Nepal to respond to SRH and other health needs priorities
  • Coordinate with health emergency operation center (HEOC) of MOHP and other related centers/ division of the Ministry for planning and implementation of the health emergency plan of CARE
  • Work with program development and humanitarian response team as well as CMP to develop concept notes and proposals for fundraising
  • Provide technical support to government agencies to develop and implement public health emergency and contingency plan as per the national policies and protocols to respond emergency situation
  • Lead the SRH response in coordination with other sectors of the organization as well as the government and stakeholders at different levels
  • Represent the organization at health cluster and RH sub-cluster and provide the technical oversight to humanitarian response team of CARE and partner organization
  • Support capacity development of local partners and staff in planning and implementation of the health emergency plan to respond the SRH and other health needs
  • Lead rapid need SRH assessment and develop the plan as per the identified needs
  • Coordinate with all three tiers of the government and provide technical support to project team and partner for implementation of COVID-19 national immunization programs at local level.

The position will be based in Country Office, Kathmandu with extensive field visits.

REQUIRED QUALIFICATIONS:
Master’s degree in Public Health with clinical /nursing background and possess at least 3 years of experience in a similar field
