Position: Field Support Officer (FSO)

Number of Vacancies: 1

Location: Kathmandu

The Field Support Officer (FSO) engage with the assigned provincial health directorate (PHD), province health stakeholders, Districts and local government (LLG) coordinating with the province Ministry of Social Development, and federal Management Division, DoHS and MoHP, and with external development partners (EDPs) at the field level.The FSO should be aware of the prevailing context, progress, gaps, and challenges related to the health commodity supply chain. The goal of the FSO is to engage, support, update, share information and knowledge, and facilitate where required to ensure uninterrupted availability of health commodities at the service delivery points ensuring that government policies, regulations and norms, USAID regulations, Chemonics’ policies, and best practices related to supply chain management are consistently followed. Specifically:

1. Advocacy and relationship building (15% level of effort (LOE))
• Build good rapport and relations with government and other stakeholder counterparts at province, district stores, LLGs and health facilities.
• Provide the project with data, inputs to reporting, gaps in project performance, sharing of success stories, case studies,information on new events, developments, and suggestions for interventions to monitor and improve supply chain management in the health sector.
• Proactively approach officials at PHD, province training center (PTC), province procurement center (PPC), province health office (PHOs), key LLGs and health facilities, and to collect and share the information on the procurement and supply chain situation and supply chain best practices.

2. Support warehouses for inventory management and distribution (50% LOE)
• Together with GHSC-PSM in Nepal office, strengthen province, LLG and health facility capacity improving warehousing, inventory management, demand forecasting, and distribution through best practice and compliance with agreed procedures
• Support the province, district and LLGs in safe disposal of expired and unusable commodities in district stores and health facilities.
• Assist the province, district and LLGs in timely reporting and facilitate the re-supply and relocation of commodities, assist government counterparts in the re-ordering process when stocks are low using requisition forms, LMIS forms and emergency order plans.

3.Management Information System (MIS) Support (20% LOE)
• Assist the GHSC-PSM MIS team and contribute to eLMIS scale-up to new sites including collecting data for site assessment, support with stock counting and taking final sign off from relevant stakeholders.
• Monitoring and reporting site performance after eLMIS Go-live for assigned sites in the designated catchment area.
• Keep track of important province level information and work with officials at Health facilities, LLGs, PHOs and PHD to avoid duplication of data and information in the eLMIS from health facility level.

4. Monitoring (15% LOE)
• Follow-up LMIS reporting at district, LLGs and health facilities to ensure target reporting rates are achieved.
• Monitor and report stock status of key family planning and MNCH commodities in central, province, district, LLGs and health facilities.
• Utilize available data in decision making and monitor stakeholder use of new data available from eLMIS

5.Perform other tasks as may be assigned by supervisor

Job Qualifications
1. Advanced degree in health-related field, public health, supply chain management, Pharmacy degree preferred.
2. Knowledge of logistics management information system (LMIS) in public health supply chain management and knowledge of eLMIS strongly desired.
3. Experience within the health sector with understanding of family planning, maternal child health and community case management for child survival issues.
4. Minimum 2 years’ experience in supply chain implementation, oversight and monitoring (preferably health commodities)
5. Knowledge of Nepali supply chain Management in federal context is required.
6. Experience working with Provincial Health Logistics Management Center (PHLMCs) is required
7. Previous experience in public health commodity management
8. Demonstrated ability to manage and implement public health programs
9. Able to take direction and collaborate with other project teams and stakeholders
10. Experience in conducting assessments, developing key recommendations and interventions.
11. Proficient writing skills, data analysis and presentation skills; excellent interpersonal, written and oral communication skills in English and Nepali languages and proven public relations skills
12. Able to work independently with minimum supervision
13. Eager to learn and come up with initiatives to resolve supply chain challenges or performance gaps
14. Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
15. Experience working with USAID-funded programs is an added advantage
16. This is a local position for Nepal citizens

Reporting:
The FSO reports to the Senior Health System Strengthening Manager (Sr. HSS Manager).

Location:
The FSO is assigned to a specific location according to project requirements and as indicated in their employment contract with the service provider.
