Senior Associate – Disaster Risk Management (DRM) and Agriculture

These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

POSITION SUMMARY

Nepal’s terai flood plain is hard hit by recurrent climate emergencies and a humanitarian crisis induced by returning economically displaced migrant workers. The new project, titled ‘Building Climate Resilience and Reintegrating Economically Displaced Workers through Climate Smart Agriculture in the Terai Flood Plain, Nepal (2022-2025)’ – hereafter KOICA CSA project – will support widespread adoption of climate smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers. It will do this by a) improving emergency management in the agriculture sector to protect lives and livelihoods; b) strengthening resilient agriculture planning and implementation; c) building and financing climate smart agriculture businesses for job creation and long-term resilient green growth.

The Senior Associate will provide crucial assist on the implementation of the KOICA CSA project’s output 1.1 which aims to strengthen capacity and systems of local governments to manage agricultural climate risk. Under output 1.1, the capacity of local government staff will be strengthened for climate crisis management through improved access and utilization of climate data relevant to the agricultural sector. Trainings will be provided to local government officials and staff to build their understanding. In addition, climate emergency response capacity will also be built, and information sharing mechanisms improved in line with national government policy and regulation. The Senior DRM and Agriculture Associate will work closely with GGGI under the leadership and guidance of the Country Representative, Senior Project Coordination Officer, and Senior Agriculture Officer (KMCO) to ensure that the outputs delivered are in line with project KPIs.

PURPOSE

The Senior DRM and Agriculture Associate will be responsible for the delivery of the following specific activities.

Specific tasks for this assignment shall include the following:

  • Strengthen capacity of municipal government for data and information management related to climate risk and response in the agriculture sector.
  • Undertake capacity assessment to identify existing situation and provide recommendations for Local Emergency Operation Centers(LEOCs).
  • Establish GESI (Gender Equality and Social Inclusion) sensitive SOP for emergency response with components such as preparedness, information and data base management, search and rescue, relief and response, communication and internal and external coordination with District Emergency Operation Centers(DEOCs), Provincial Emergency Operation Center(PEOC) and National Emergency Operation Center(NEOC).
  • Train local government and LEOC staff on use of operating procedures and hazard data.
  • Establish GESI sensitive municipal systems for information sharing and management, linked to Early Warning System (EWS) and Weather Information (WI) Assessment in the agricultural sector.
  • Install IT equipment, and furniture and lifesaving equipment in LEOC connected to local early warning systems and national hazard data.
  • Train LEOC staff on early warning system monitoring.
  • Undertake community response training.
  • Support integration of the operation of LEOC into provincial and local budget lines for long-term operational sustainability.
  • Any other duties assigned by the Country Representative and Senior Officer, Project Coordination.

ENGAGEMENT

  • Lead engagement with key government counterparts, private sector institutions, relevant academic institutions and, non-governmental agencies to identify best-practices, lessons to be learned in development of and implementation of capacity-building and awareness raising related to climate change/disaster-risk reduction.
  • Lead coordination among GGGI/partner experts to consolidate a coherent curriculum of best-practices in climate change/disaster-risk reduction in Nepal.
  • Support coordination among GGGI/partner experts to mainstream social/gender inclusivity consideration across the project/country portfolio and ensuring that this is effectively reported upon.
  • Support organizing events and sessions between government officials, communities and enabling institutions, and potential investors

DELIVERY

  • Baseline assessment of LEOCs in selected municipalities (to assess and generate information on the status of LEOCs of all the local levels of selected municipalities).
    GESI (Gender Equality and Social Inclusion) sensitive SOP for emergency response at local level.
  • Training reports – Local government and LEOC staff on operating procedures and hazard data/ early warning system monitoring/ community response to agricultural climate risk.
  • Progress report on the establishment of 10 Local Emergency Operation Centers with information systems/ equipment.
  • Collection/submission of information for Monitoring and Evaluation (M&E) purposes, and technical reporting and administrative reporting needs.
  • Quarterly progress report.

REQUIREMENTS

QUALIFICATIONS

  • Preferred post-graduate degree in the field of disaster management or any disaster risk reduction related discipline.
  • Preferred 5~7 years of professional experience in disaster risk reduction and humanitarian response.
  • Track record experience in project cycle management.
  • Excellent fluency in English and Nepali and Maithili, both written and verbal required.
  • Work experience in Province 2 preferred.
  • Experience in engaging with multiple stakeholders, including financial institutions, government institutions, NGOs, civil society, others, would be an advantage.

FUNCTIONAL

  • Strong knowledge of disaster risk reduction at local level / community-based disaster management, and DRM framework.
  • Experience in development of socially-inclusive capacity building and awareness raising activities targeting women, men, and youth desireable
  • Experience in leading facilitation of high-level stakeholder dialogues desirable.
  • Working experience on establishment of LEOCs.
  • Experience in conducting field assessment, stakeholder assessment, feasibility study and finalizing development projects.

WORKING CONDITIONS

  • GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
