Senior Project Coordination Officer

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

POSITION SUMMARY

Nepal’s terai flood plain is hard hit by recurrent climate emergencies and a humanitarian crisis induced by returning economically displaced migrant workers. The new project, titled ‘Building Climate Resilience and Reintegrating Economically Displaced Workers through Climate Smart Agriculture in the Terai Flood Plain, Nepal (2022-2025)’ – hereafter KOICA CSA project – will support widespread adoption of climate smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers. It will do this by a) improving emergency management in the agriculture sector to protect lives and livelihoods; b) strengthening resilient agriculture planning and implementation; c) building and financing climate smart agriculture businesses for job creation and long-term resilient green growth.

The Senior Project Coordination Officer will be assisting Country Representative Nepal in implementing the KOICA CSA project. This task involves monitoring project plans, project outputs, project outcomes, schedules, work hours, budgets, and expenditures, organizing and participating in stakeholder meetings, and ensuring that project deadlines are met in a timely manner. The Senior Project Coordination Officer aligns the project with goals and constructs detailed work plans, manages an implementing team, achieves milestones, and communicates the results across an audience of key stakeholders. The project Senior Project Coordination Officer will work closely with GGGI under the leadership and guidance of the Country Representative and Program Lead to ensure that the outputs delivered are in line with project KPIs.

PURPOSE

  • Leads design and adaptation of climate-resilience agriculture technologies and implementation of pilot projects
  • Leads implementation of financial, technical, and social analyses of agri-business supply chains of priority commodities in order to determine feasibility of selected climate-resilient agri-business models pilot interventions proposed
  • Provide technical inputs to support developing a risk profile for disaster-related human security risks with focus on food and livelihood security.
  • Provide technical inputs for development of functional and economic value chain analyses for focal commodities.
  • Support data collection for the project baseline assessment for project assessment of impact, and support prioritization of green agribusiness investments.
  • Play a major role in the implementation of specific projects, monitors budget, completes reporting, and seeks strategic direction from Country Representative.
  • Lead the effective implementation of the project, collection/submission of information for Monitoring and Evaluation (M&E) purposes, technical reporting and administrative reporting needs.
  • Develop and maintain project performance databases that track overall progress and the accomplishment of specific milestones.
  • Provide administrative oversight and managerial support for implementation and coordination of the project
  • Liaise between GGGI and stakeholders to identify and define project requirements, scope and objectives.
  • Other relative duties assigned by the Country Representative and Program Lead

ENGAGEMENT

Collaborate with GGGI colleagues in Country Office and HQ on project related matters to enable the delivery of high-quality products in accordance with GGGI standards

  • Lead engagement with key government counterparts, private sector institutions, relevant academic institutions and, non-governmental agencies to identify best-practices, lessons to be learned in development of and implementation of capacity-building and awareness raising related to climate change/disaster-risk reduction, climate-smart smallholder agricultural production systems, and promotion of climate-resilient agri-businesses MSMEs and associated government agencies.
  • Lead coordination among GGGI/partner experts to consolidate a coherent curriculum of best-practices in climate change/disaster-risk reduction, climate-smart small-holder agricultural production and processing systems and to oversee its delivery to stakeholders in Nepal.
  • Lead coordination among GGGI/partner experts to mainstream social/gender inclusivity consideration across the project/country portfolio and ensuring that this is effectively reported upon.
  • Support organizing events and sessions between farmers, entrepreneurs and enabling institutions, and potential investors.

DELIVERY

  • Coordinate activities, exchange information and provide technical advice to contribute to the achievement of overall project objectives
  • Financial, technical, and social analyses determining feasibility of interventions proposed analysis including capitals’ valuation report
  • Green agribusiness employment assessment of prioritized green investment projects
  • Capacity building modules on climate resilience and disaster risk management focusing on food security and livelihoods
  • Value chain analysis reports validating selected climate resilient agri-business models
  • Develops technical and communications materials, supports efforts to enhance dialogue among stakeholders, and dissemination of lessons learned with GGGI staff, government partners, donors and other key stakeholders.
  • Collection/submission of information for Monitoring and Evaluation (M&E) purposes, and technical reporting and administrative reporting needs.

REQUIREMENTS

QUALIFICATIONS

  • Strong track record and experience from project cycle management and as leader of project teams.
  • Post-graduate education (or equivalent professional experience) in the field of agricultural/environmental/development economics, policy/political/legal science, sustainable development, finance/investment, environmental/natural resources management, or other related subjects.
  • At least 7 years of relevant post-graduate professional experience, including experience in the development, implementation, research and stakeholder capacity building in the area of agriculture, forest and agroforestry.
  • Fluency in English, Nepali and Maithili, both written and verbal required.
  • Work experience in Province 2 preferred, including experience working with government institutions and development partners in Province 2.
  • Experience in engaging with multiple stakeholders, including international organizations, financial institutions, government institutions, NGOs, civil society, and others, would be an advantage.

FUNCTIONAL

  • Strong understanding of diverse climate-smart agriculture techniques for soil health and moisture regulation, water and wind erosion control, natural pest control and pollination, biodiversity protection, organic food production, etc.
  • Experience in feasibility assessments, natural capital valuation relevant to agri-business value chains and landscape restoration.
  • Familiar with green growth in the context of developing countries and development of marketable and bankable bio-based products,
  • Experience in working with federal, provincial and local government as sustainable finance play a role in advancing green growth for sustainable landscapes;
  • In-depth knowledge of natural, social, human and financial capital and indicators for quantification of its benefits;
  • Experience and in-depth knowledge in relevant baseline assessments, econometrics, accounting, scenario development and cost-benefit analyses
  • Ability to manage and model data and present it in a comprehensive way utilizing statistical tools

WORKING CONDITIONS

  • GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
