About Us

Heifer has worked in Nepal since 1957 and has had a permanent corporate office in the country for the past 25 years. Heifer’s economic growth work in Nepal has been funded by its own funding from private donations and work with all donors from USAID, European donors, multi-lateral banks, foundations, private sector partners and the Nepali national and local governments. Our technical assistance projects cover everything from small holder farmers, cooperatives, to women empowerment, local government development, environment, youth employment, entrepreneurship, SME development and value addition for livestock and agriculture products (everything from post- harvest handling, packaging to market linkages).

Director of Finance and Administration (DOFA) – Proposal

Heifer International is currently seeking a DOFA for the upcoming 5-year USAID-funded Nepal Agricultural Transformation activity. The position is contingent upon award, with an anticipated total value of $25-50 million.

The fulltime Nepal-based Director of Finance and Administration is responsible for overall financial management, compliance, grants administration, human resources, and operations of the activity. S/he is responsible for ensuring that donor requirements for budget planning, monitoring, and reporting are fully met in a timely manner, and the establishment and management of financial, operational, and administrative systems that support the project.

Roles and Responsibilities:

The roles and responsibilities include, but are not limited to, the following:

Financial Duties:

  • Ensure the production of the financial reports and proper function of the project’s accounting system
  • Prepare accurate annual budgets for the project as per Heifer and donor timelines and budget categories
  • Ensure the accurate and timely submission of monthly/quarterly projection to Heifer headquarters as well as the timely submission of all financial reports and billings including the financial field report and accrual and tax reports to the donor as required contractually
  • Track expenses against budget and ensure expenses are in line with project activities
  • Ensure compliance of financial, procurement and commodity management policies with the donor, Heifer, and Government of Nepali regulations
  • Monitor the effective oversight and support to recipients of project subawards to ensure consistent compliance with the terms of their agreements, including financial management and compliance with donor regulations.

Administrative Duties:

  • Manage human resources aspects of the project’s office for full-time and short-term staff and consultants including recruiting, hiring, preparing contracts and other HR documents in full compliance with donor and government regulations
  • Negotiate and manage service contracts for the project and monitor fulfillment of contractual obligations
  • Supervise financial, administrative and operations staff and consultants
  • Ensure Heifer’s and project’s adherence to laws of Nepal, including maintaining the project office’s legal status and respective reporting to the Government of Nepal
  • Ensure compliance of the project’s travel and IT processes and procedures.

Operations Duties:

  • Assess and monitor compliance with company and donor operational policies and procedures through field visits and reports reviews
  • Perform internal audits and reviews, as required, to ensure compliance with company standards, donor requirements, and internationally accepted accounting practices
  • Lead the implementation of strong internal controls and general risk management
  • Ensure that adequate subaward development processes and monitoring and management systems are in place for effective and timely issuance, reporting, and oversight of all subawards

Preferred Qualifications:

  • CPA or Master’s degree in management, business, finance, public administration or related field relevant to the position requirements
  • At least ten (10) years of experience in financial, administrative, and operational management of multimillion dollar international donor activities in Nepal; experience with US Government funding, including USAID
  • Demonstrated success in managing Grants including risk assessment and capacity building for grant-worthiness
  • Strong knowledge of the Nepalese tax and labor laws
  • Strong interpersonal and management skills
  • Experience working on similar USAID or other donor-funded programs; familiarity with USAID regulations and policies preferred.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Excellent oral and written communication skills.
  • Full professional proficiency in English is required
