FUNCTION

Under supervision of the Program Manager in the unit of Strengthening Smallholder Farmer Organizations (SSFO) and in accordance with HPI Nepal’s vision, mission, goal, objectives, policies and procedures, the Program Officer – SSFO will coordinate with different thematic specialists (Strengthening Social Capital Development (SSCD), animal wellbeing, market development, and business development & access to finance) to guide and support cooperatives and Project Partners for effective program implementation. S/he will support the accelerate process of unifying the Smallholder Farmer Organizations (SFOs) into local/state level associations/federations in coordination with the Program Manager and contribute in creating an enabling environment for the growth of the SFOs and their units.

RESPONSIBILITIES & DELIVERABLES

Support the Strengthening of Governance and Financial Management Capacities of Cooperatives (30%)

• Support the capacity building of cooperatives on institutional, governance and financial management.
• Support project holder staff to effectively and efficiently implement project plan and activities at the cooperative level.
• Coordinate and support the preparation of a business plan at farm level, in the group leader networking committees and cooperatives.
• Support the establishment of proper recording system on accounts keeping, incomes and expenditures, sales, loan transaction and business turnover both in group and cooperative levels.
• Effectively review and provide follow-up on the cooperative business plan, capacity assessment tool and its action plan. I. Assist in the formation and registration of cooperatives.
• Coordinate the formation of group leader networking committees to establish communication channels between cooperatives and other value chain stake holder groups.
• Regular meeting with cooperatives and group leaders networking committee to develop plans and review progress.
• Cooperative and group leaders networking committees are mobilized to increase members.
• Annual general assembly, and timely auditing is organized.
• Cooperative annual plan prepared and reviewed regularly.
• Assist in the preparation of a detailed Implementation Plan, and quarterly budget plan for the effective implementation of SSFO component at cluster level.
• Project progress reports (monthly, quarterly, biannual and annual).

Assist in the operationalization of Heifer’s Accelerate Objectives (25%)

• Closely work under the supervision of the SFO Manager to build the capacity of the cooperative.
• Constantly support group leaders networking committees, cooperative, project holder staff and Heifer’s team members at the market cluster office for effective implementation of project activities.
• Closely work with Heifer’s team (SSCD, Market Development and Access to Finance (A2F), animal wellbeing) to connect cooperatives with business development services.
• Assist in the preparation of joint action plan to mobilize Community Agro-vet Entrepreneurs (CAVEs) and animal insurance.
• Regular meetings with group leaders networking committees, cooperatives, entrepreneurs and market actors to establish market system.
• Facilitate timely implementation of prototype project at the cluster level.
• Review and provide follow-up on developed business plan and policies.
• Regular meetings with Value Chain (VC) actors, cooperatives, Business Development Service (BDS) providers and producers to explore opportunities.

Support the Strengthening of Social Capital Development in all levels of Value Chain Actors and ensure member loyalty (20%)

• Establish effective mechanism of review, follow up and reflection on Participatory Self Review and Planning (PSRP) in member, Self-Help Group (SHG), cooperative, and VC actors.
• Support the capacity building of SHG leaders networking committees to serve as a bridge between cooperatives and groups.
• Effective mechanism of transparency on incomes, expenditures and policies of cooperatives developed
• PSRP, policies and government act are followed.
• Review, reflection and practice of social capital formation and principles of cooperative.

Support the Strengthening of Smallholder Farmers’ Organization for Business Development Service (20%)

• Identify cooperative’s BDS needs and assist them access effective BDS services.
• Assess current production scale and develop production plans in potential cooperatives.
• Closely work with cooperative’s, group leader networking committees, cooperative, producers and CAVEs to ensure quality, quantity and consistency supply of product in the market’s demand.
• Closely work with Animal Well-being Officer in adoption of new techniques/technologies to improve quality and quantity of farm products and help roll it out in the field.
• Identify potential input suppliers, Agro-Vet, CAVEs and develop intervention strategies to improve technical services from the cooperative.
• Establish production and sales data management and inventory system in SHG and at the cooperatives level.
• Organize meetings between cooperatives and Business Development Service (BDS) providers (CAVEs, Agro-vets, Animal Insurance, and FIs) for establishing working relationships.

May perform other duties as assigned (5%)

Minimum Requirements:

• A Bachelor’s degree in Agriculture Science, Agribusiness, Agricultural Economics, Community Development, Sociology or a related field, and a minimum three (3) years of experience with an international organization in a similar context.

Most Critical Proficiencies:

• Knowledge of and experience with or within community organizations.
• Have an interest in animal agriculture and community development.
• Good understanding of and sensitivity for poverty, social and ethnic issues.
• Proficient in English and Nepali, both spoken and written.
• Excellent leadership qualities and communication Skills.
• Excellent organizational skills including strong attention to detail.
• Computer proficient in word processing, spreadsheets and electronic mail software (Microsoft preferred).
