Human Rights and Environment Development Centre (HuRENDEC) Nepal, Kalikot has been established in Kalikot and working in Karnali region for more than 2 decade.The organization has been working on need based action orientated multi-disciplinary areas through social mobilization especially focusing on human rights, livelihood, micro enterprise, infrastructure, climate change, cash for work, lobby/advocacy, empowerment, disaster management, natural resource management and eco friendly infrastructure.
With contigent on funding, HuRENDEC Kalikot is going to start the “Building Hope Along Karnali River Basin (BHAKARI) Program in partnership with Mercy Corps Nepal. The project will be implemented in 5 municipalities of Kalikot district. The duration of project is 3 years. The project aims to increase household level food availability, improve access and sustainability of water supplies for productive purposes and reduce the impacts of natural disasters in Kalikot district. For this, HuRENDEC Kalikot invites application from result oriented and highly motivated Nepalese candidates for the following positions.

Position: Program Coordinator

Minimum Qualification and Experience

Bachelor Degree in agriculture science, forestry, NRM, social science, or business studies with a minimum 5 years work experience in managing and implementing projects with 3 years intensive experience with multiple sectoral components (Agriculture, Natural Resource Management. Food Security, Livelihoods Improvements, Productive Water, Disaster Risk Reduction and Emergency Response) and with diverse team members. A Master’s Degree in a relevant field, such as management, social science or business studies is preferred, as well as proven ability to manage risks and promote governance to contribute to strategic outcomes.

Major Responsibilities

The Project Coordinator will be responsible to lead on program planning, implementation, reporting, M&E, coordination and collaboration with relevant government stakeholders and the Mercy Corps Nepal and BHAKARI program consortium partners. Work as field contact person in the project and also coordinate for overall project grant management. Provide technical support to the project team to ensure strong linkages and communications between sectors and at all program levels, program management and overall coordination, support on planning, extension and replication of activities as per positive impact and positive performance, lead coordination and linkages with the government, I/NGOs, private sector actors and other civil society organizations at the district level.


 

Position: Admin and Finance Officer

Minimum Qualification and Experience

Bachelor Degree of Commerce, Business Studies or Equivalent Master’s degree in Finance/Accounting or equivalent subjects is preferred. Minimum 2 years experience in independently handling budgeting, financial accounting, planning and analysis in I/NGO projects, demonstrated experience in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet, experience working in a computerized accounting environment like IPAS, FAMAS, ability to lead financial management of the project/program and link this with the overall financial management of the organization.

Major Responsibility

The Admin & Finance Officer will be responsible to manage finance, administrative, human resources, operation, and monitoring as well as to ensure financial compliance with USAID regulations and the organization’s policy, budget control, and financial reporting. Lead administrative, financial and procurement management for the project, establish and follow a strong system on payment procedure, funds control, cash management, and internal controls, and ensure accounting standards and conditions included in the grant. Prepare and implement charts of accounts, reporting templates, reporting from software and internal controls systems, prepare and submit financial reports, maintain good communication, networking and coordination with stakeholders. The Admin & Finance Officer will work full time on the project.


Position: Monitoring and Evaluation Officer

Minimum Qualification and Experience

Bachelor’s Degree in social science or development studies. At least 3 years of experience working with I/NGO in the field of monitoring, evaluation and accountability sector. Effective written and oral communications skills including presentation and reporting skills, computer and technology literacy: good computer skills including Word, Excel, PowerPoint, and ability to work under pressure and very tight deadlines.

Major Responsibility

The Monitoring and Evaluation Officer will be responsible for the monitoring and evaluation of the program. This includes recording and tracking the indicators and providing necessary inputs during implementation to ensure improved quality and impacts.

Major Responsibility

GESI Officer is responsible to ensure and promote a GESI approach to mainstream and integrate gender and social inclusion aspects into all program interventions. Be an active member of the project team to achieve the objectives of the project, work as GESI focal person in overall planning, lead the implementation and reporting of GESI related works.


Position: Technical Supervisor (Agriculture)

Major Responsibility:

Agriculture Supervisor is responsible for overall planning, implementation and monitoring of the agricultural and nutrition related activities including agriculture, food security, nutrition and livelihood improvement interventions, to support the Community Mobilizer for needs identification and prioritization of agricultural/ nutritional production and productivity activities in the target communities.

Minimum Qualification and Experience:

I.Sc in Forestry or Diploma (CTEVT-Level 2) in Forestry passed or relevant discipline with minimum three years of experience in related projects/programs.

Major Responsibility:

NRM Supervisor is responsible for overall planning, implementation and monitoring of the Natural Resource Management related activities including DRR and Watershed outcomes under Bhakari Program. S/he will facilitate and support community groups in preparing their plan, implementing the activities in the field. Further s/he will be responsible for overall coordination and linkages with the relevant stakeholders and sectoral offices both at Palika and District level as per need. S/he will work closely with the assigned NRM Cluster Program Officer for the respective cluster and also responsible for data collection in the field and other necessary works as instructed.

Major Responsibility

The Disaster Risk Reduction supervisor will work under the supervision and guidance of Project Coordinator. The specific responsibilities of the DRR supervisor are as following:

  • Facilitate the process of LDMCs, CDMCs formation and community mobilization in close coordination with project implemented Municipality.
  • Coordination with Local Disaster Management Committee (LDMC) and facilitate effective implementation of LDCRP guideline and capacity development of LDMC, and CDMCs.
  • Actively coordinate with the local government for emergency response.
  • Assist in conducting DRR activities e.g. task force formation, DRR training, Evacuation drill, Early Warning, Hazard Mapping, for community members through meetings and sessions.
  • Facilitate and provide technical support to the LDMCs, CDMCs to conduct Integrated Capacity Assessment and Action Planning (ICAAP), and also support to develop LDCRP & Community Action Plan (CAPs)
  • Involve in identifying different shocks and stress coping strategies and disseminate the information.
  • Ensure that project activities are implemented effectively in a quality standards and ensuring consistency of the work in accordance to the programme goal and objectives;
  • Assist Project Coordinator in developing operational plans on a weekly and monthly basis, reviewing activities periodically, to ensure that project expenditures are used within limits and guidelines approved by the funding agency.
  • Develop monthly, quarterly and annual progress reports to line supervisor (PC), in order to ensure the provision of accurate and updated information.
  • Support for DRR capacity building of social mobilizers and other team members.
  • enhance disaster preparedness and response capacity by establishing and strengthening the Early Warning System (EWS) and Weather Information System, and Emergency Operation Centers (EOCs)

Other necessary tasks assigned by organization as required.

Qualification & Required Skills:

  • Bachelor’s degree in disaster risk management, Environmental Science, Forestry, Development Studies or relevant discipline with at least three years of relevant work experience in development organization.
  • Good understanding of DRR governance, DRR policies, VCA tools, Disaster Management Plan and Local Disaster and Climate Resilience planning Guideline
  • Empirical knowledge, experience and demonstrated skills in DRR with experience of mainstreaming DRR into food, nutrition and agriculture sectors planning processes.

Major Responsibility

The Disaster Risk Reduction supervisor will work under the supervision and guidance of Project Coordinator. The specific responsibilities of the DRR supervisor are as following:

  • Carry out in-depth technical assessment for disaster mitigation schemes.
  • Complete site-specific designs, estimations, and BOQs based on in-depth assessments
  • Ensure quality control and quality assurance of technical works for disaster-resilient, accessible and inclusive design
  • Ensure that implementation follows designs, guidelines, and regulations
  • Ensure guidelines for disaster resilience, accessibility and inclusion are followed
  • Provide technical support for implementing schemes.
  • Planning, monitoring and reporting of the technical activities.
  • Support and work with the Bhakari team to conduct the integrated community assessment and action planning.
  • Provide technical input in DRR activities and monitor the disaster risk reduction interventions.
  • Build coordination and linkages with the Community Disaster Management Committees (CDMCs), Local Disaster Management Committees (LDMCs) and District Disaster Management Committee (DDMC) to implement mitigation activities.

Minimum Qualification and Experience

Diploma in Civil Engineering with at least 3 years working experience providing technical and supervision support in Emergrncy WASH, MUS (Gravity/Solar), Non/Conventional Irrigation, Risk Mitigation Structural Schemes, IWRM, Innovative Technology and/or other relevant water security projects.

Major Responsibility

Sub Engineer has overall responsibility to provide technical support to the farmers groups, water users group, WASHCCs and Community Disaster Management Committee (CDMCs) to implement water infrastructure works including Cash for Water Infrastructure. Particularly s/he will be responsible for identification, prioritization, detailed technical survey, design, estimates, construction supervision, and monitoring and evaluation of productive water and risk mitigation structures. S/he will also be responsible for community level planning and capacity building activities of infrastructure related works.


Position: Community Mobilizer

Minimum Qualification and Experience

The Proficiency Certificate level (PCL) or 10+2 in any subjects with minimum 3 years of work experience in community mobilization related to agriculture, food security, nutrition, natural resource management, disaster risk reduction and community infrastructure works. Demonstrate experience in conducting risk assessments and facilitating community meetings and trainings.

Major Responsibility

Community Mobilizer is responsible for community group formation (community disaster management committee, farmers group, water users group), social mobilization, conducting community risk assessment process, facilitating community level capacity building interventions, data collection, meeting with the local government officials, and coordinating and networking with I/NGOs working in the areas.
