Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The Skill for Employment program aims to provide Nepali workers with more productive domestic employment opportunities by filling skill gaps in both formal and informal sectors, with a focus on sectors that are instrumental for transformational economic growth in Nepal. SEP will also increase incomes for migrant workers (through reduced cost of migration and increased incomes in employment) and facilitate higher savings and more productive investment of remittances. The overall aim of the programme is to support domestic employment creation and reduce long-term dependency on migration, whilst recognising the importance of migration as a source of work for Nepali workers.
The Technical Assistance component of SEP aims to achieve results in the above areas of work by supporting the Government of Nepal in creating partnerships with key stakeholders, increasing coordination, developing research and evidence, and implementing relevant policies, to create domestic jobs and enable a higher development impact from migration. The migration officer will support work related to Outcomes 3 and 4 of the project below.

Specifically, this project will achieve results in the following outcome areas:

• Outcome 1: Improved coordination and partnerships for job creation in Nepal.
• Outcome 2: Improved implementation of the relevant laws and policies for better labour market functioning and for addressing specific barriers to decent work for the most marginalised.

• Outcome 3: National policies strengthened and implemented to enhance the governance of labour migration in Nepal.

• Outcome 4: Bilateral and regional mechanisms strengthened to improve Nepali migrant workers’ access to better jobs.

Reporting lines

The Project Officer (PO) will work under the technical supervision of the Project manager, and the supervision of the Director of the Kathmandu ILO Country Office. The PO will be responsible for the day-to-day implementation of the project and realization of the project’s outputs by coordinating the work of implementing partners

Description of Duties

1. Develop strategies and identify innovative approaches for delivering the project objectives within the country and across major migration corridors. Consult with national-level partners to identify appropriate strategies and activities. Identify interventions that deliver on the project’s commitment to gender equality and women’s empowerment.
2. Provide technical input to government and other stakeholders to support strengthening the governance of labour migration in Nepal with particular focus on the national policy framework and the formation of bilateral and regional mechanisms.
3. Organize, participate as a resource person, and represent the project in national level consultative meetings, seminars and training workshops. Serve as a focal point for selected technical subjects and prepare speeches, make presentations and address meetings at the national and regional level on behalf of the project.
4. Draft terms of reference, provide inputs to policy briefs, research, tools, guidelines and other materials developed by the project. Prepare background information, periodical reports, subject matter related technical reports and statistical data on status of project activities and relevant developments in the country.
5. Monitor progress of project activities with implementing partners by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Identify problems, propose solutions and action and follow-up with implementing partners to expedite implementation and meet targets. Follow-up on delays, clarify information and data provided, and act as the primary focal point for partners’ enquiries about clearance and processing requirements. Assist in the development and maintenance of information systems for use in monitoring and reporting on activities and performance.
6. Prepare regular progress reports for the migration component against the performance indicators contained in the Project Log-Frame.
7. Take necessary steps at regular intervals to assess the internal control and systems of implementing partners to minimize programme risks.
8. Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the activities under Migration component of the project.
9. Assist to prepare budget estimates and expenditure forecasts for Migration component of the project by analyzing and monitoring resources as compared to planned activities, anticipate delays and make recommendations to project management for remedial action.
10. Brief ILO specialists, project staff and consultants, and visiting officials, academics, UN and NGO partners and provide relevant information on project-related matters. Provide interpretation to other ILO staff and consultants where appropriate.
11. Establish and maintain close and positive links with the relevant national and local stakeholders, such as national and local authorities, employers’ and workers’ organizations, international organizations, non-governmental organizations, private sector actors and the media that are active in the area of migration, human rights, women’s empowerment and trafficking.
12. Establish close links with the implementing partners of the Skill for Employment Project and determine necessary collaboration.

13. Ensure visibility of the project and its donor by using the relevant identifiers on all materials and publications, and at workshops and events. Maintain relations with the donor at the national level, in line with guidance provided by project management.
14. Identify and document good practices, lessons learned and relevant experiences that may be shared with other countries covered by the project, or at the regional or global level. These experiences may also be used in the development of sub-regional /regional activities and tools.
15. Draft, edit in, or translate into local language(s) key news releases, media statements, communication materials, official correspondence, statements and speeches and other public information material to communicate project activities.
16. Maintain regular communication with the responsible Programme Officer in the ILO Kathmandu Office. Follow-up on activities and requests for information with other POs and Program Coordinators, as well as relevant specialists in the Decent Work Technical Team and in headquarters.
17. Supervise the work of the national consultants.
18. Perform other duties as may be assigned by the technical or administrative supervisors that are related to the goals of the project.

Required qualifications

Education

A university degree in Law, Economics, or relevant field.

Experience

At least two to three years of professional experience at the national level working in the area of labour migration.

Technical requirements: Sound technical knowledge and experience on labour migration issues.
Languages

Excellent command of English and Nepali language.

Competencies

• Knowledge of, and ability to perform a variety of conceptual analyses required for project administration, planning, budgeting and evaluation techniques and practices.
• Ability to interpret project information and to identify and analyze problems with implementation.
• Ability to justify requirements and approaches to problem resolution, ability to negotiate.
