Ipas is a pioneering global reproductive health and rights organization of multidisciplinary experts, focused on amplifying, defending, and advancing access to safe abortion services and rights. Ipas in Nepal have been working through collaboration with the Ministry of Health and Population (MoHP)/Government of Nepal to provide the technical support to initiate and expand Safe Abortion Services (SAS) in the country since 2002. Collaborating with the Ministry of Health and Population and its division and centers since 2002 and establishing a country office in 2008, Ipas Nepal’s comprehensive efforts have contributed to improving women’s reproductive health and rights mainly through increased access to safe abortion and protecting the right of women to determine their own reproductive health choices.

Ipas Nepal has stressed the necessity for having an intersectional lens to link with other programs and movements that are concerned with Gender Based Violence and Climate Change in recent years, with Safe Abortion as its fundamental role. The Country Strategy/Strategic Framework, which emphasizes the development of gender equality and women’s voice as a vital aspect of how Ipas operates everywhere and across all fields, has been advanced by Ipas significantly since 2021. Ipas has chosen two impact populations to work with to effect major, long-lasting change: Marginalized women who are underprivileged, vulnerable, or socially excluded; marginalized adolescent girls who are underprivileged, vulnerable, or socially excluded (woman-centeredness)
Ipas Nepal is seeking a consultant or consulting firm to develop the GESI policy based on the barriers discovered by the Gender Audit, which demonstrates Ipas Nepal’s commitment to promoting GESI throughout our thematic areas to end gender-based violence, inequality, inequity, injustice, ill-health, and other issues. The policy would put a special emphasis on empowering groups of women and young girls who are poor, vulnerable, and socially excluded. Additionally, it strives to engage men and boys as responsible participants in altering gender stereotypes and unequal relationships. The GESI approach also places a strong emphasis on improving our organizational culture to influence staff members as well as the partners’ practices and mindsets to achieve the targeted goals.

Objective:

  • Conduct the GESI Audit (programmatic as well as organizational of Ipas Nepal) to identify the gaps that need to be addressed
  • To develop a GESI policy (organizational and operational) including strategies for implementation.
  • Building the capacity of staff to advocate for gender-responsive budgeting

Role and Responsibilities of the consultant:

GESI Audit

  • GESI audit tool (English/Nepali)
  • Conduct and prepare the report of audit (English/Nepali)

GESI Policy

  • Review of existing Ipas Nepal program and organizational policies and documents relevant for the development process
  • Key informant interviews with Ipas Nepal staff for understanding the approach, lessons learned, and priorities of Ipas Nepal in aligning the GESI Policy with the Vision, Strategic Framework, and national priorities for promoting GESI.
  • Focus group discussions with partners working on practical aspects of mainstreaming GESI and engaging with men and boys, lessons learned, and best practices.
  • Finalize GESI policy through a validation workshop with the staff and partners.

Gender Responsive Budgeting (GRB)

  • Capacity Development package of GRB
  • Training to Ipas staff and partners on GRB

Roles and responsibilities of Ipas Nepal

1. Ipas Nepal will pay the consultancy fee as per the agreement between both parties.
2. Ipas Nepal field team will support the consultant to communicate with health workers and other stakeholders in the process of developing the documents.
3. Ipas Nepal will provide the necessary logistics for the field visit, air ticket, vehicle, lodging, and per-diem as per organizational rules.
4. Ipas Nepal, GESI/GSN focal point will work closely with the consultant (conceptualizing and documenting, and facilitating the process)

Qualification and Experiences:

  • Master’s in social science or Gender Studies or relevant degree with minimum of 5 years of experience in relevant area. Preference will be given to candidate with experience in GESI policy developments, GESI Audit as well as GRB training and analysis.
  • Excellent analysis, documentation, and facilitation skills
  • Prior work experience in SRHR and SAS, GBV, and Rights-based approach documentation will be an added advantage
