The USAID/Nepal-funded KISAN II project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country and four districts in the Central region. The purpose of the project is to increase resilience, inclusiveness, and sustainability of income growth in the Feed the Future Zone of Influence. KISAN II will help lead firms, input suppliers, and private sector change agents catalyze agricultural productivity, competitive market systems, a stronger enabling environment, and business and literacy skills for households in two Zones of Influence.

Qualifications and Requirements:

Education:
• Minimum Bachelor’s degree in Agriculture Science with Major in Horticulture or Agronomy or Agriculture Economics.

Experience:
The ideal candidate will have the following experience:

• At least 3 years field experience in implementation of market oriented agriculture production program, monitoring, documentation and reporting of the progress including finances
• Experience in working closely with the rural communities, private sector and government agencies
• Experience in operation of Microsoft Word, Excel, PowerPoint
• Capable of preparing report in English and Nepali
• Holding a valid Motor-bike driving license (is a MUST)
• Good Interpersonal Skill
• Willingness to work and live under marginal conditions
• Worked under USAID funded project and knowledge of local language will be an added advantage
• Should be a Nepali citizen

Job Description

Reports To: Cluster Business Manger (CBM) & Program Director of CEAPRED

Position Description:

This position requires working in the designated cluster or district of KISAN II. The incumbent will work under the direct supervision of the Cluster Business Manager, and in coordination with the relevant actors at the district. S/he will supervise /guide and monitor the KISAN II project staff in the district. The AC will be responsible for all aspects of KISAN II project related outputs and outcomes at district/Sub-Metropolitan/Municipality/Rural Municipality level, ensuring compliance with USAID Rules and Regulations along with internal policies of KISANII and CEAPRED as well as with the prevailing Laws and Regulations of Nepal.

Responsibilities:
General
• Coordinate and oversee all District/Sub-Metropolitan/Municipality/Rural Municipality level KISAN II partners and component activities
• Working with KISAN partners, bear primary responsibility for ensuring that the defined targets are met
• Assist in identifying training participants and monitor training programs organized by private sector project partners
• Liaise between Partners, Managers and KISAN activities in the field
• Liaise with district/Sub-Metropolitan/Municipality/Rural Municipality level relevant governmental and nongovernmental agencies regularly for agreements for mutual support where useful
• Coordinate with Sub-Metropolitan/Municipality/Rural Municipality /district level coordination committees and hold alliance meetings with other relevant NGOs and organizations as needed
• Ensure that all KISAN II staff have equal access to project resources
• Report regularly on project activities and progress made
• Ensure annual and other field-based planning activities
• Represent KISANII at the district/Sub-Metropolitan/Municipality/Rural Municipality level
• Working with KISANII partner organizations, coordinate and monitor training, beneficiary selection and target community selection
• Explore opportunities for working together with other USAID projects in the district and other development partners for income generation for the rural poor in the district
• Explore opportunities for establishing input-output oriented market linkages between local level entrepreneurs and trading/processing/industrial groups and linking the projects training and target group
• Assist in the studies/surveys that are being carried out in the field by KISAN II and/or by other agencies assigned by USAID.

Specific Responsibilities:
• In collaboration with KISAN II private sector partners, coordinate implementation of all activities under Component 1& 2 in the district/Sub-Metropolitan/Municipality/Rural Municipality
• Ensure beneficiary selection is done as per KISAN II criteria
• Carry out supervision visits to all key activities
• Carryout income verifications, if needed
• Ensure that monthly reports and other periodic reports of field activities and finances are submitted to cluster office timely and correctly
• Take responsibility of preparing success stories based on the activities undertaken in the field
• Coordinated input of data into M&E database systems from all field events and perform other M & E functions as required
• Ensure proper filing of the hardcopies/documentation of M&E Forms and submit to cluster office
• Carryout and facilitate Survey and studies as per project needs
• Ensure that all financial reports are collected and submitted to cluster office on time
• Ensure the timely advance settlement by field staffs
• Promote team spirit among the KISAN II field staff and ensure harmonized relationship with the KISAN II private sector partners
• Other tasks as assigned by Cluster Business Manager, Regional Director, M&E Director and other component Managers/Directors and Project Management
• Responsible to Admin & Finance Manager & HR Officer in terms of admin & financial management & HR issues respectively
