Job Description
Under the direct supervision of the Senior Climate Infrastructure Specialist, the engineer will:
- Facilitate the Municipality’s technical team for initial listing (identification) of potential Local Adaptation Plans of Action (LAPAs) and short-listing by Ward Committees.
- Facilitation and coordination for undertaking several technical assessments of potential LAPA schemes (climate profile, feasibility, detail design/estimation, preparation of bidding /contract documents etc.) as per prescribed engineering manual, guidelines and reporting formats).
- The technical job will include hydraulic and structural designs of rural infrastructures (i.e., Irrigation, Water Supply, Flood Control and Slope Stabilization and other community-based infrastructure activities), field layouts, planning and execution of detail surveys for a variety of rural infrastructures scattered over a wide area of the Municipality.
- Support and guide municipalities to prepare DPR of the selected LAPA schemes.
- Facilitate and coordinate with Municipality’s technical and planning teams for detail screening of the shortlisted LAPA schemes through analysis of several aspects of feasibility and climate profile, climate hazard atlas and use of relevant prioritization criteria already agreed at the Municipality level.
- Guide to and coordinate with technical team of the Municipality for contract administration, compliance to quality assurance/quality control (QA/QC) requirements, reporting to the Senior Climate Infrastructure Specialist, maintaining documentation of technical supervision and monitoring of the activities and updating the QA/AC form in the Solstice data portal engaging concerned stakeholders including Municipality’s monitoring committees.
- Team up with the cluster team to select and implement the NCCSP2 related interventions starting from the planning process.
- Provide technical training to the service providers (contractor or UC) from the quality control point of view.
- Facilitate to the Municipality’s technical team for preparation of periodic and project completion reports of the LAPA schemes since mobilization of the service provider (Contractors/users’ committees) till the completion stage.
- Facilitate and guide on technical aspects of Operation and Maintenance (O&M) of the, completed LAPA schemes, other infrastructures (database, planning, design, implementation and reporting arrangements).
- Daily coordination with TA’s Municipality level Coordinator and other team members for devising and implementing action plan (weekly/monthly) and preparation of internal progress report for submission to Regional TA Team regarding the TA’s and LAPA activities simultaneously.
- Provide technical information and support for preparation of a variety of reports of TA activities at the Municipal and Regional levels.
- Guide and mobilize Sub-Engineers (working under TA) for support to design and implementation of LAPAs.
- Carry out relevant technical and management tasks as instructed by TA’s Regional team of Senior Climate
Infrastructure Specialist and regular instructions from TA’s central office based in Kathmandu.

Candidate Specification
- Bachelor’s degree in Civil Engineering.
- Experience in civil engineering with a focus on hydraulic and structural designs, field layouts, planning and execution of detail surveys for a variety of rural infrastructures.
- Prior experience in remote areas in the survey, design and implementation of various sectors like irrigation (canals/ponds), WATSAN, landslide/riverbank protection structures (bioengineering) etc. in rural and semi-urban contexts.
- Experience in usage of computers and software packages (MS Word, Excel, and PowerPoint) are a must.
- Professional experience in AutoCAD, hydraulic/structural design software, use of electronic survey equipments will be highly preferred.
- Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others.
- Fluency in written and oral communication skills in English and Nepali is essential.
- Energetic to work in remote areas with limited facilities yet highly committed to professional work to achieve tangible outcome for the benefits of the most vulnerable people.
Job Profile
Mott MacDonald has been appointed by the British Embassy Kathmandu (BEK) as the Technical Assistance for the “Nepal Climate Change Support Programme Phase 2 (NCCSP2), led by the Ministry of Forest and Environment. NCCSP was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change. NCCSP2 supports local governments design and implement Local Adaptation Plans of Action (LAPA), with higher level support provided to the MoFE and Provincial Government. The LAPA planning process provides a climate risk screening approach that is aligned with the 7-step Palika planning and budgeting process.
NCCSP2 will operate in up to 52 Palikas in Lumbini, Karnali and Sudur Paschim Provinces. The aim of NCCSP2 is to:
- Support the poorest and most vulnerable communities and local enterprises in western Nepal to become more resilient to the impacts of climate change.
- Use participatory, evidence-based processes to identify long-term adaptation priorities; and integrate these into Government of Nepal planning and policy.
- Build the capacity of Government of Nepal to finance, design and deliver adaptation interventions.
Improve coordination of community-based adaptation interventions and generate evidence that can improve the quality of future adaptation planning
The primary objective of the Technical Assistance to NCCSP2 is to support and build the capacity of the Government of Nepal to deliver the programme. The TA to the NCCSP2 comprises of 4 objectives:
1. Help the Government of Nepal (GoN) to deliver the programme effectively, efficiently, and economically through the provision of technical expertise
2. Reduce the fiduciary risk associated with the programme
3. Strengthen the capacity of the GoN to implement climate change adaptation programming today and in the future
4. Share learning from NCCSP with others and lead the coordination of partners working on climate change adaptation in Nepal
