Nepal Health Sector Support Programme (NHSSP) is a technical assistance programme to the Government of Nepal’s Ministry of Health and Population (MoHP), funded with UKaid. The programme is a technical component of the UK’s support to the MoHP under the Nepal Health Sector Programme-3. It is designed to support the goals of Nepal Health Sector Strategy (2015/16-2020/21) and contribute to the MoHP’s efforts to provide quality health services leaving no-one behind.

The programme is running from April 2017 and has recently been extended until December 2022 to cover the overarching priorities of Health System Strengthening at Sub National Level. It is implemented by a consortium that is led by Options Consultancy Limited, with HERD International and Oxford Policy Management.

UKaid / NHSSP is seeking highly qualified professional to fil in the positions as listed below:-

Position: Biomedical Engineer

Job Location: Kathmandu

The main responsibility of the Bio-medical Engineer is to provide supplementary technical support for the procurement functions in accordance with the procedures of prevailing legislations of Nepal and work effectively with government and national programme counterparts as required. The role sits under the Leadership and Governance (L&G) Thematic Area. The aim of this thematic area is to provide effective technical inputs to the Ministry of Health and Population (MoHP) and Department of Health Services (DoHS), to enable them to deliver against the objectives of Nepal Health Sector Support Programme 3 (NHSSP3), especially policy performance improved through better formulated and implemented policies across the spheres, with governance functions carried out efficiently, effectively, equitably and in a responsive manner.

The role has technical delivery responsibilities including protecting the integrity of the procurement process, and supporting both government agencies and procuring entities throughout the procurement process; strengthening the Consolidated Annual Procurement Plan; providing planning support and use of standard operating procedures; along with preparing reports and supporting with any complaints.

Cross-team responsibilities include contributing to access to policies and planning, developing a common platform to increase stakeholder participation and providing technical input to MoHP and L&G systems.

The postholder will be required to work closely with other L&G staff to contribute to monthly targets and deliverables, alongside developing monthly and quarterly reports and workplans. NHSSP has a collaborative, ‘one team approach’ across thematic areas at a federal and sub national level to ensure consistency and quality of delivery and build relationships with MoHP, local government and other partners and stakeholders.

Requirements

  • Engineering Graduate (Bachelor or Professional) degree or equivalent in Bio-Medical Engineering
  • Minimum 5 years’ professional experience of work programs, preferably in government sector, with experience in general procurement function and experience of past handling of procurement of equipment
  • Demonstrated understanding of Government of Nepal procurement rules, regulations and procedures
  • Deep understanding of the context of health sector goods procurement in Nepal
  • Previous experience of working with the Public Sector and Development Partners
  • Understanding of organisational development and of change management
  • Excellent communication skills, ability to work in a multi-disciplinary team and strong writing and presentation skills
  • Ability to provide exceptional attention to detail
  • Strong organisational skills, with the ability to handle multiple tasks and activities with competing deadlines
  • High level of communication skills, verbal and written.
  • Working knowledge of MS Office and software handling
