VACANCY ANNOUNCEMENT
Development Exchange Center – Nepal (DEC – Nepal) is a Non – Governmental Organization (NGO) registered in Chitwan with the vision of creating just and equitable society.
It is currently recruiting qualified and dynamic Nepalese citizen for “Civil Society: Mutual Accountability Promotion Program” funded by FHI 360 with project interventions in Dhading and Makwanpur for three years. The goal of the project is to strengthen effective civil society and media engagement, oversight for the public services delivery and public resource use. In this context, DEC-Nepal intends to recruit qualified staff for the following position:
Position: Project Director (1 position) based in Chitwan with frequent travels to Dhadingand Makwanpur
The Project Directoris the leading positionfor the organization with overall responsibility of organizational development and management including fund raising for institutional growth. She/he will be responsible in coordination of the projects and also act as the focal person for the Mutual Accountability Project. She/he provides strategic inputs for implementation of institutional capacity development plan, adoption of social accountability tools for promoting credible image of civil society organizations. She/he is also responsible to ensure good linkage and networking with national government and CSO stakeholders to promote role of CSOs in sustainable development. She/he responsible for leading program management team and ensure good quality staff performance of all team members by providing strategic guidance to all the staff members in the organization.
Qualifications
The candidate should have at least Master’s degree in Social Science or relevant field with minimum of five years of experience in project management or Bachelor degree with minimum of ten years of experience. The experiences are required in the areas of program management, proposal development and marketing, reporting, advocacy and government linkage. Experience and knowledge on social accountability and mainstreaming of gender equality and social inclusion promotion will be added assets.

INTRODUCTION
Development Exchange Centre-Nepal (DEC-Nepal) is a centre for learning and sharing on promotion of participatory development at local level. It is a Non-government Organization registered with District Administration Office of Chitwan under Social Organization Registration Act 2034 (Registered No. 20/2059-2060) and it is also affiliated with Social Welfare Council (Affiliation No. 16075).
Development Exchange Centre-Nepal (DEC-Nepal) has been consistently engaged in the issues of equitable distribution of power and resources for national development since its establishment in 2002. The organization has the vision of “Just society with equitable distribution of power and resources”. This necessarily requires for Civil Society to work mainly among the disadvantaged sections of society and strive enhancing their capacities for their own development.
DEC Nepal basically initiates program with internal and external resources for the empowerment of women, indigenous peoples, youth, and marginalized communities of previously defined Central Development Regions. DEC Nepal believes that sustainable development of deprived community is possible only through people centered socio-economic interventions with multi stakeholders approach ensuring environment conservation, gender mainstreaming and social cohesion at local level.
JOB PURPOSE
The Project Director is the leading position of the organization and has overall responsibility of organizational development and management including fund raising for institutional growth. She/he will be responsible in coordination of the projects and also act as the focal person for the Mutual Accountability Project. and will be responsible in coordination of the projects in the organization including acting as the focal person for the Mutual Accountability Project. She/he is responsible for overall program management of the organization. She/he provides strategic inputs for implementation of institutional capacity development plan, adoption of social accountability tools for promoting credible image of civil society organizations. She/he is also responsible to ensure good linkage and networking with national government and CSO stakeholders to promote role of CSOs in sustainable development. She/he responsible for leading program management team and ensure good quality staff performance of all team members by providing strategic guidance to all the staff members in the organization.
KEY ACCOUNTABILITIES
Programme Management
- Ensure that the design of the programs and projects of the organization are based on current context analysis and emphasized on empowering marginalized sections of society and promoting critical mass of civil society organizations to enable their increased contribution in sustainable development
- Lead the planning of activities and interventions as per donor compliance in close consultation with concerned staff members
- Prepare and manage the budget adhering to the principles of value for money
- Ensure systems are in place through which progress against agreed results can be tracked, achievements measured, quality of inputs and outputs assessed, perceptions of users captured, lessons learned and opportunities for improvement continuously surfaced
- Prepare regular high quality reports meeting the needs of the organisation, donors and other audiences
- Provide strategic inputs in building monitoring and evaluation systems for the organization and projects
- Act as donor focal point for the assigned projects
Contribution to Institutional Development
- Actively participate in and contribute as a lead member of Senior Management Team of DEC Nepal and act as liaison between staff and board
- Lead process of reviewing policies and updating as per changed context in consultation with Executive Committee Members
- Lead preparation and implementation of organizational strategic planning process in coordination with the Executive Board
- Periodically review organizational capacity assessment and prepare plan of action for institutional development
- Lead for implementation of institutional development plan
Fund generation and resource mobilization
- Lead preparation of resource generation guideline and plan
- Explore funding opportunities and build relationship with potential donors
- Develop and submit proposals analysing current context and organizational niche
- Coordinate creation of strong online presence of the organization by coordinating regular update of website and communication materials
- Coordinate learning documentation and dissemination to potential donors and partners
- Supervise for expansion of internal resource mobilization mechanisms including proper management of training premises
Team management
- Conduct periodic reviews with team members for analysing progress and prepare plan of actions
- Lead performance appraisal procedures to increase team competency and cohesiveness
- Prepare system for feedback collection and management
- Work with finance team member to ensure timely disbursement of fund to district office
- Lead in team building efforts for promoting culture of inspiration and learning
Representation and Networking
- Cultivate and maintain functional relationships with relevant stakeholders including government and civil society for information sharing, coordination, influencing and identifying opportunities for collaboration
- Represent DEC Nepal in different influencing and knowledge sharing forums
- Present organizational learning and explore possibilities of partnership to diversify funding
Other
- Ensure the highest standards of professionalism and integrity
- Undertake other related activities as assigned by Executive Committee and Annual General Assembly
PERSON SPECIFICATION
Qualifications and Experience:
Essential
