Capacity Development Director – USAID/Nepal Localization Support Activity

This Opportunity:
Palladium seeks an experienced Capacity Development Director for the anticipated USAID/Nepal Localization Support activity focused on strengthening the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity aims to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. In addition, the activity will build the capacity of local organizations, supporting G2G programming, and assisting the Mission in improving localization programming.
Purpose of Position
The Capacity Development Director will provide leadership on implementing the project’s overall framework for capacity strengthening (CS) of grantees and other local actors, organizations, and related systems. This position will be responsible for the planning and delivery of holistic support, including organizational development, to grantees to enable them to manage their awards effectively and mitigate risk, improve performance, sustainability, and resilience. This position is contingent on funding.
Duration: 5 years (anticipated start in September 2023)
Location: Kathmandu, Nepal
Primary Duties and Responsibilities:
- Provide technical support and analysis for project capacity development programming which includes conducting individual CS plans, training, mentoring, and coaching in areas of need;
- Liaise with consortium partners, grantees, and other non-governmental stakeholders to support project objectives;
- Support Chief of Party in implementing programmatic, strategic development, and quality control duties related to capacity development;
- Develop strategy for capacity development programming to be implemented at the mission and local level;
- Comply with USAID and Palladium reporting requirements on program impact and implementation;
- Provide training, guidance, and oversight to team members to ensure consistency and quality of delivery;
- Support continuous learning and adaptation, working closely with the COP, DCOP, MEL
- Director, and DFGA and other team members;
Perform other related duties and responsibilities as assigned.
Key Competencies Required:
- Master’s degree in Organizational Change and Development, International Development, Public Administration, or related area, with 10 years of relevant experience or a bachelor’s degree and 12 years of experience;
- At least seven (7) years of progressive experience, with specific experience supporting capacity building for local organizations in developing or transitional countries and demonstrated experience with USAID-funded capacity strengthening initiatives.
- Demonstrated experience with improving civil society engagement to inform and improve local governance
- Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics.
- Demonstrated knowledge and experience with inclusive development approaches that support USAID’s localization efforts and that address and promote the rights and inclusion of marginalized and underrepresented populations in the development process.
- Demonstrated capability to lead/supervise a diverse team of development partners, donors, CSOs and host country government counterparts;
- Demonstrated ability to form strong and collaborative relationships with civil society and government counterparts.
- Broad knowledge of key government, civil society, private sector, faith-based and media actors who are potential allies for the project’s goals;
- Reputation for professional excellence including outstanding facilitation, strategic planning, and management skills (as evidenced by references and achievements);
- Fluency in English
- Must be willing to live and travel within Nepal
