Forecast Based Action (FBA) Coordinator
Location: Rasuwa District (Uttargaya/Naukunda), or Sindhupalchowk District (Barhabise/Bhotekoshi) with regular visits to Kathmandu
Duration: June 2022-February 2024

Introduction
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience and education programming. PIN Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.
Scope of Work
Reporting to PIN’s Programme Manager, the FbA Coordinator will provide technical guidance on the implementation of Forecast Based Action (FbA) and Early Warning System (EWS) activities under PIN’s ECHO funded DRR project, as well as ensuring that activities are implemented in a timely fashion and to a high standard. S/he will support partner coordination, governmental relations, and activity implementation. S/he will be responsible to collect lessons learned during the project implementation, closely collaborating with MEAL and the Programme Manager and partners, to advance the FbA agenda in-country, actively contribute to CoP thematic subgroup on forecasting and EWS for landslides and representing the project in Nepal.
Key Summary of Functions
- Provide technical leadership of FbA and EWS activities;
- Support the implementation of FbA and EWS activities, and supervise and closely collaborate with partner staff for this component;
- Ensure excellent representation with stakeholders, sharing evidence from the field for advocacy purposes;
- Collaborate closely with the Programme Manager and report regularly to him/her;
- Ensure correct MEAL data collection, CFRM use, and following “do no harm” principles during the implementation.
Forecast-Based Action
- Provide capacity building to PIN staff, consortium partners, and relevant stakeholders on Forecast based Action;
- Support the development of Early Action Protocols for landslides and floods in the target municipalities;
- Support the design and implementation of both desktop and field-based simulation exercises;
- Support all BIPAD-related activities including facilitating dialogue on localizing BIPAD with key stakeholders (NDRRMA, etc.).
Early Warning Systems
- Supervise and support the implementation of two studies on Early Warning Systems;
- Support the preparation and implementation of landslide forecasting CoP technical group with participation of national and international stakeholders;
- Collaborate with team members, partners and key stakeholders on discussing the best ways for landslide forecasting and supervise the implementation of a pilot in practice;
- Collaborate closely with PIN’s MEAL and GEDSI teams to understand how to address barriers in early warning message reach for the most vulnerable members of the population;
- Collaborate with technology experts to identify appropriate solutions to address the identified barriers in early warning message reach for the most vulnerable members of the population;
- Support the minimal functionality of Emergency Operation Centres through SOPs development;
- Support the identification and signalling of evacuation sites, and support the implementation of evacuation drills with communities.
Project Management and MEAL
- In close collaboration with PIN’s Programme Manager and Consortium partners, ensure the timely implementation of activities, through the development and implementation of workplans in collaboration with Consortium partners;
- Provide by-weekly written updates to PIN’s Programme Manager to report on project implementation progress, and participate in Consortium Coordination meetings;
- In collaboration with the MEAL department and the Programme Manager, ensure correct data collection and archiving on indicators and means and sources of verification;
- Ensure that all activities are implemented in alignment with the humanitarian principles, ensure „do no harm“ and protection mainstreaming (with support from PIN’s GEDSI team);
- In collaboration with the MEAL department and PIN’s Programme Manager, ensure that benficiaries have access to PIN’s CFRM;
- Where necessary, provide recommendations as to how activity implementation can be improved to ensure utmost project implementation quality;
- Report any additional community needs to PIN’s Programme Manager during the project implementation progress to support future needs assessments and fundraising efforts;
- Collect lessons learnt throughout the project;
- When requested, support the Programme Manager in the development of donor reports;
- Collaborate with PIN’s Communications team to promote the project’s activity implementation;
- In collaboration with the Programme Manager, ensure adequate donor visibility during the implementation of project activities.
Representation and Networking
- Represent PIN at field-level with governmental stakeholders and consortium partners;
- Represent PIN in the CoP technical working group meetings and other relevant fora on the federal level.
Requirements
- Bachelor’s degree completed.
- Strong proven experience in Forecast based Action, including the development of Early Action Protocols (EAPs) in landslide affected hill areas of Nepal;
- Strong proven experience in Early Warning Systems (EWS), and strong understanding of the principles of people centred EWS’
- Strong understanding of the Nepali disaster risk management context;
- Ability to work as part of a team and independently;
- Basic understanding of MEAL processes;
- Strong understanding of the humanitarian principles and of the humanitarian imperative;
- Sound understanding of project management, and ability to support the Programme Manager in developing workplans and support activity implementation;
- Excellent capacity building skills;
- Excellent representation and networking skills;
- Possess a comprehensive competency skill set primarily around:

- Nepali and English fluency;
- At least 5 years of demonstrated work experience with an I/NGO.
