Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of marginalized populations. More recently, PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind. PIN is strongly committed for safeguarding of children and vulnerable adults, including people with disability, in line with its safeguarding framework and child protection policy.
PIN Nepal is currently looking for a qualified and competent Senior MEAL Coordinator to lead the MEAL component of a five-year program “Leave No Girl Behind” (LNGB) funded by the Girl’s Education Challenge. The project is implemented by two local partner organizations, with strong emphasis on literacy, numeracy and social norms transformation.

Scope of work

Senior MEAL coordinator will be responsible for overseeing all aspects related to MEAL under the LNGB project. This includes the oversight and management of an independent MEAL evaluation agency, liaison with the Fund Manager, the PIN HQ and relevant departments and the Downstream Partners. The incumbent will report to the Head of Programs/Head of MEAL and establish strong coordination between field and central MEAL team. The incumbent will adhere to PIN Code of Conduct and key policies including Child Protection Policy and Safeguarding Policy.

Key Responsibilities

• Liaison and coordinate with the External Evaluator to manage all aspects of their engagement with the project and evaluate their performance completion of various aspects of the project.
• Maintain project indicator tracking table and ensure that all supporting evidence is archived (ELO, Sharepoint, DevResults platforms).
• Ensure that the downstream partners are adequately trained and implementing MEAL requirements over the duration of the project.
• Assist and lead in the design and refinement of baseline, end line and other relevant evaluations and assessments.
• Design, test and implement qualitative and quantitative data collection methods, tools and protocols.
• Analyse quantitative and qualitative data, prepare info graphs and summary reports.
• Strengthen knowledge sharing and learning process by ensure regular dissemination of lessons learned and good practices to the project team, partners, beneficiaries and other stakeholders.
• Assist and lead on the preparation and development of MEAL framework for the program, monitoring and evaluation reports and other relevant outputs of MEAL work.
• Provide feedback to the project team on the design and implementation of the project.
• Efficiently develop and manage project’s database in the central and field offices, ensuring that the database is updated regularly and systematically, in close coordination with the program and MEAL team.
• Ensure PIN programs are conducted in compliance with both PIN’s and donor’s rules and regulations, especially anti-corruption, transparency and accountability principles
• Ensure strong coordination and communication between partners and PMs regarding all MEAL related tasks and responsibilities.
• Other tasks assigned by PIN.
• Bachelor’s degree (Masters’ degree preferred) in social science or development related fields, with good understanding of MEAL systems. Minimum of two years’ experience working in developing and supporting monitoring and evaluation, research, and complaint response mechanism, preferably with large development projects in I/NGO settings. Previous working experience with disadvantaged and vulnerable groups is a plus.

• Demonstrable skills in data analysis, visualization and report writing
• Outstanding communication skills- written and spoken
• Fluency in English-written and spoken
• Strong critical thinking and ability to self-initiate
• Good understanding of gender issues and rights-based approach
• Fluency in the local language (Bhojpuri/Bajjika) is a plus
• Nepali typing skill is a plus
