Urban resilience/Food Security Field Coordinator

Location: Kathmandu with regular visits to areas of presence

Duration: 6-months with possibility of extension *subject to funding and performance

Reports to: GEDSI Protection Lead/Urban Resilience Project Manager

Introduction
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

Background- Urban resilience
PIN-Nepal conducted an Impact Assessment to assess the secondary impacts of Covid-19 Pandemic beyond the health sector. The results demonstrated that the pandemic has severely affected the Food Security and Livelihood Status of the surveyed populations, particularly urban households who were disproportionately affected by loss of employment opportunities. PIN therefore identifies the need to improve the food security and livelihood status of affected communities, especially in urban areas. These communities often struggle to meet their needs and fail to receive governmental support due to a diverse set of vulnerabilities.

Scope of Work
Field Coordinator (FC) works with the GEDSI Protection Lead/Urban Resilience Project Manager to deliver the project through local partner and ensure quality at all levels. The FC will: ensure timely delivery from local partner, provide inputs for MEAL framework development and ensure the framework is followed, monitor and support the local partner, provide inputs for reporting, identify risks and challenges in the field and communicate them in timely manner, ensure the local partner abides by the policies and principles of organisational safeguarding, do no harm and child protection. The FC will collaborate closely with GEDSI Protection Lead/Project Manager.

Project Deliverables

  • Support Project Manager with project cycle management and required reporting (PIN internal, donor and government reporting).
  • Act as PIN’s focal person in supporting local partner in the implementation of work plan activities as per instructions from the Project Manager.
  • Coordinate with partner on effective implementation of Urban Resilience, including harmonization of work plans and division of responsibilities as per specific community needs.
  • Ensure the clear communication flow and coordination between PIN, partner, government stakeholders, other partners and beneficiaries.
  • Assist Project Manager to develop project strategies, and activities related to urban resilience for informal settlement populations of Kathmandu metropolitan city.
  • Proactively coordinate on implementation of Urban Resilience project: implementation of livelihood (TVET, workshops on financial literacy, home based enterprise, etc.) and food security activities. Advocate and facilitate on social protection schemes on livelihood and food security (and other schemes) of urban poor population.
  • Conduct field visits to monitor, identify risks, ensure quality delivery, and communicate with the direct beneficiaries and their families.
  • Support in the implementation of mainstreaming (GEDSI, Safeguarding, DRR-emergency and Climate Change vulnerability) activities required by the project.
  • Support PIN staff and volunteers in any activities in the field.
  • Support report development with relevant inputs.
  • Complete any other tasks as required for effective project implementation.

Representation, Networking and Quality Management

  • Ensure that PIN is well represented and visible within the relevant stakeholders (clusters, local/municipal government);
  • Assist MEAL & Communication department, develop learning papers, visibility and advocacy materials;

Program Operations Management

  • Support operational management of the project including planning logistics and communications tasks to ensure full compliance with PIN’s financial and procurement procedures.
  • Support with archiving and documentation of all project documents in PIN’s system.

Requirements
Essential

  • At least 5 years of demonstrated work experience with an I/NGO in one or more of the following areas: social protection, livelihood, market systems, TVET trainings, urban programming, green growth, safe employment, food security, women empowerment, life skills, gender-transformative programming, gender equality and inclusion.
    Experience traveling to remote field sites and engaging stakeholders at local level (direct beneficiaries, local authorities, TVET service providers, FCHVs, mothers’ groups, community leaders, etc.).
  • Possess a comprehensive competency skill set primarily around:

Desirable

  • Bachelor’s degree in public health, nutrition, social work, social enterprise/entrepreneurship, any other relevant social sciences degree.
  • Practical experience working with vulnerable groups including women, children, elderly, people with disability and ethnic minorities.
  • Fluent in both English and Nepali (written and spoken)
  • Knowledge of MS packages and tools
