Civil Society Now (CSN) Technical Officer

Duration: 6 months with possibility of extension subject to funding and performance

Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN’s roots are in humanitarian aid, civil society empowerment and human rights. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity, working closely with local CSOs and organizations. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

Background- Civil Society Now! (CSN) and Scope of Work

Over the years, the role of CSOs have been critically important for upholding democratic values and promoting human rights in Nepal. International organizations have prioritized this “localization” agenda for some time now, but local CSOs continue to face significant barriers. Civil Society Now! flips the power dynamic, where the international entity provides its expertise through a demand-based system, self-determined by the local CSOs. PIN will open up its internal operational and programme management systems to provide local CSOs with the resources required to build their own in order to mobilize and effectively manage international donor funding. The CSN project objective is that Nepali CSOs have access to relevant organizational development resources and services on an on-demand basis.
Civil Society Now! (CSN) is a web-based platform that aims to provide local CSOs with the skills, resources and systems that international organizations have taken years to develop, test and refine. Together with Partnership Manager, CSN Technical Officer will coordinate the preparation, administration and launch the CSN platform in Nepal, engaging with PIN-UK, PIN HQ and PIN Mongolia teams, as well as NGO Federation of Nepal (NFN) and other Civil Society Organizations (CSOs) and Civil Society Actors (CSAs). S/he will manage the workflow associated with accepting new members, updating of the webpage content, work together with Communication Manager fo the branding and marketing for the product, operationalize the key stakeholder engagement strategy, ensure regular consultations with the CSOs and other relevant actors, and coordinate closely with the PIN-UK, PIN HQ and PIN Mongolia teams.

Scope of Work

 Implement

  • Development of contents and regular upgrade of CSN platform, ensure it is contextual, and and oversee translation of the documents (policies, guidelines, frameworks etc.)
  • Seek legal support, when required based on review process, together with PIN’s Legal & Accountancy Advisor
  • Manage PIN Nepal’s confluence working space for content development
  • Facilitate CSO membership registration process and manage workflow for PIN NepalEnsure the website is a user-friendly interface
  • Prepare branding and visibility materials for demand generation across Nepali CSOs, and coordinate with PIN’s Communication & Advocacy Manager for branding, visibility & promotional plan/strategy for CSN.
  • Mapping and developing in-country and external “community of professionals/experts” for CSO support through CSN
  • Coordinate and collaborate with NFN and other CSOs/CSAs for
  • Mapping (need identification) and community consultation on CSN services packages with local government, CSOs and other relevant stakeholders to assess the scope/feasibility of CSN in Nepal, and develop a roadmap for CSN adaptation and implementation.
  • Develop action plan and support plan to assist CSN’s members organizations with CSN service packages, including capacity strengthening of CSOs through CSN
  • Support with CSN membership process for local CSOs
  • Organizing CSN launch event & consultation with selected CSOs to pilot a beta version of the CSN products;
  • Compilation of lesson learned, feedback and suggestions on CSN service package, and support with necessary CSN platform upgrade
  • Together with PIN Partnership Manager, NFN and other team members
  • identify and map out local CSOs that can benefit from CSN products, and conduct their due diligence checks
  • ensure smooth operation and administration, timely support system for CSN implementation, and compliance adherence in line with PIN’s and Nepal government’s requirements
  • Manage and oversee CSN’s implementation plan and budget plan
  • Coordinate within PIN’s broader team to ensure the delivery of any services to CSOs
  • Assist with legal review, including the creation of disclaimers and determine any implications for the organization’s insurance
  • Assist on PIN Nepal’s civil society engagement and inclusive governance interventions, in line and beyond CSN’s scope of work
  • Act as the CSN focal point and maintain communication with CSN CSO clients including asking for feedback and ensuring their satisfaction.

Requirements

  • Bachelor’s degree on Business Administration, Social Science/Study or relevant, with minimum of 2-years of relevant experience and skills on website updating and management, CSO engagement, product marketing, branding and promotional planning of similar type of business
  • Comprehensive understanding of Nepali CSO’s contextual needs, CSO dynamics with strong networks within relevant Nepali institutions.
  • Experience on legal compliance is a plus.
  • Excellent fluency in both English and Nepali. Fluency on other local language(s) is a plus.
