Purpose
MAIN OBJECTIVE OF OUR PROJECTS

Promote free, equal access to quality education for all children – from early learning to secondary education. Work with communities, families, schools and governments to protect children from harm. Enable vulnerable children to understand and defend their rights and encourage them to join the girls’ rights movement. Increase access to quality sexual health services and eliminate harmful practices such as female genital mutilation and early and child marriage. Help vulnerable and excluded children, particularly girls, grow up equally valued and cared for and free from discrimination. Increase young people’s access to financial services, financial literacy and entrepreneurship and employment skills training. Build communities’ resilience and support children’s right to dignity and protection before, during and after disasters and conflicts.

ROLE PURPOSE

Construction Coordinator (Civil Engineer) is responsible for smooth planning and implementation of overall community infrastructures construction/repair schemes that are included in different projects under project area of Regional Office- East. S/he is also responsible to assist program proposals writing team of organization while developing new proposals having infrastructure construction/repair activities or proposal revision process by providing required information. S/he is also responsible to build partner’s engineering capacity by orienting them about design/drawing/estimate/construction guideline as well as government approved norms, codes and standard set of practice. His/her prime duty is to boost partner’s team for timely start of construction schemes, conduct regular supervision of construction site to assure agreed quality of construction as per prescribed design/drawings, assist partner to produce monthly progress report, stage completion report and work completion report then submit them with appropriate revision to Construction Specialist, RM of RO-E, designated project staffs of RO-E and lead to complete construction related activities within agreed timeline. S/he maintains smooth professional relationship with relevant program staffs, departments/unit as well as does necessary coordination with local government (Palika/ward) concerned units and delivers best capacity to partners to start, implement and complete construction/repair schemes within working area of RO-E.

Description

DIMENSIONS OF THE ROLE

General:

  • Construction Coordinator (Civil Engineer) directly reports to Regional Manager (RO-E) for overall administration and management functions, day to day coordination, provide/receive supports, problem solving and decision making, handling partners, report submitting and approvals;
  • Construction Coordinator (Civil Engineer) directly reports to Construction Specialist (CO) to receive/provide engineering technical support, partner capacity enhancement planning, submission of monthly report/stage completion report/work completion report/design, drawing, estimates etc. pure technical matters;
  • Construction Coordinator (Civil Engineer) directly reports Project Manager from Japan National Office based in RO-E;
  • The position holder will be based in Regional Office- East, Janakpurdham Dhanusha with frequent travel to construction sites. S/he is responsible for overall construction schemes that are planned under different projects in different districts within RO-E.

ACCOUNTABILITIES

  •  Monitoring and Supervision as per approved design and specification .
  • Monitor the overall progress of the construction work to ensure timely completion on the basis of the DIP with periodic review of DIP in close coordination with partner organizations;
  • Monitor the school construction/renovation work against the output set in the detailed drawings and standard specification;
  • Carry out frequent monitoring of the construction work to ensure that the quality of construction works meets the requirements as per drawings and standard specification. Close monitoring requires the position holder to frequently visit to the construction sites during critical phases of construction work;
  • Close monitoring and supervision of the construction works. The position holder should propose a monitoring and reporting plan and refine it in consultation with Plans’ technical team;
  • Monitor project implementation and provide technical support to implementing partners to strictly follow construction codes, ensure alignment with Government of Nepal standards, and assure structurally sound delivery using standard checklists;
  • Supervise technical staff of partner NGO and support for community participation and ensure that all safety standards and Safeguarding Children and Young People (SCYP) Policy are followed at construction sites;
  • Produce (and review) of Bill of Quantities, Detail Cost Estimates and Fund Disbursement Schedules within the limits of allocated budgets.

Technical Support and Capacity Building

  • Provide technical support to Sub-Engineers and construction team of NGO partner in all stages of construction including site selection and layout, material procurement, technical assessments, construction, preparation and review of documentation submitted by NGO, maintenance planning and alike.
  • Support NGO in managing procurement for construction with informed participation of Construction Committee Members, including establishment of purchase orders, through a transparent tender procedure to ensure materials meet strict specifications;
  • Contribute to preparedness actions, providing technical recommendations and monitoring the management of risks;
  • Design and deliver training and support for engineers and technical supervisors, as well as c community stakeholders in safe and secure construction.

Quality/Standard Assurance

  • Ensure all applicable standards including national building codes, quality of materials is met during design, specification and construction planning process;
  • Ensure that infrastructures are complied with the applicable standards considering the needs of children with disability as well as private and dignified Menstrual Hygiene Management (MHM);
  • Carry out quality check of building materials and workmanship to ensure that they meet the requirement as per drawings and standard specification;
  • Develop/refine quality assurance plan in consultation with project team, partner and SMCs and devise methods/metrics for quality inspections and checks.

Coordination and Reporting

  • Resolve all challenges and conflicts at construction sites amicably and promptly, without any adverse effects on projects in close coordination with RM, Construction Specialist and relevant project team;
  • Hold meetings with the contractors and construction team at site. This involves Sub-Engineer, SMCs and construction team including skilled workers, in a frequent and regular interval to discuss progress, plans and quality of works, and resolve any pertaining problem;
  • Ensure proper documentation and reporting of the construction process and progress (including all budgetary and financial matters pertaining to the work) to technical team. This should also include proper documentation of the steps taken to ensure quality of construction material and work;
  • Prepare OR review and submit of monthly report/stage completion report/work completion report/design, drawing, estimates etc. in time to Construction Specialist for further revision and technical approval/recommendation.

Staff Management:

Coordinate and hold regular review meetings across sectors to avoid duplication of effort and to keep all key staff up to date. Ensure staffing is appropriate to reach project goals and their Level of Effort (LOE) is coded appropriately per the budget.

Representation:

Work with local, province and federal levels government and other agencies, as relevant, to ensure Plan Nepal supported construction works are complied with all requirements. Ensure Plan International Nepal’s voice is heard at relevant forums. As per requirement, represent on the behalf Plan International Nepal in different sectoral, cluster of emergency management and climate crisis forums as required at provincial and local government level.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Educational Qualifications and work experience

Essential

  • Bachelor’s degree in civil or structural engineering with minimum 3 years of relevant experience in implementation of construction/repair of School Building, Scholl Toilets, Hand Washing Stations, Drinking Water Facility at school, Community Drinking Water Supply system etc. from development agency (I/NGOs, UN system or other bilateral agencies). AND/OR,
  • 3 Years Diploma (Sub Engineer) in civil engineering with minimum 6 years of relevant experience in implementation of construction/repair of School Building, Scholl Toilets, Hand Washing Stations, Drinking Water Facility in school, Community Drinking Water Supply system etc. from development agency (I/NGOs, UN system or other bilateral agencies).
  • Able to prepare Engineering Drawings, Detail Estimates, BOQ, measurement Bills and Work Completion Reports of civil infrastructure works.
  • Able to work in Auto-Cad.
  •  Able to work with MS office software (Word, Excel and PowerPoint).
  • Preferred to those who have experience of construction implementation through construction companies “Contractors.”
  • Experience in capacity building, training and facilitation.
  • Strong knowledge on coordination and collaboration with provincial, local government.
  •  Understanding of school disaster risk management and climate smart safe school with all three tiers of government plan, priorities, strategies for education sector.
  • Commitment to children’s rights, particularly on the rights of girls and young women and men.

Knowledge

  • Proven knowledge of Public Procurement Act and Rules of Government of Nepal.
  • Civil Work Norms of Government of Nepal.
  • Understanding and sound knowledge of infrastructure development for education institutions, health institutions and community WASH.
  • Familiar with girl’s requirement, requirement of child friendly and accessible to PWD infrastructures.
