Position: Accounting and Finance Officer
Job Location: Lalitpur
Position Overview:
The Officer, Accounting & Finance (AFO) will be responsible for overseeing all aspects of the organization’s finance and accounting initiatives. The position will report directly to the Senior Manager, Accounting and Finance and will have regular interactions with all staff of the Official Implementing Partner (OIP).
Duties & Responsibilities:
The position will require performing the below-given job responsibilities but not limited to:
Development & Planning
- Develop and conduct timely updates of necessary Standard Operating Procedures/Checklist related to Accounting and Finance as assigned by Senior Manager, Accounting and Finance (Sr. AFM) for Sr. AFM review and finalization (For Room to Read (RtR) as well as for its Official Implementing Partner- OIP).
- Assist OIP to prepare Sub Implementing Partner’s budget based on approved Annual Planning and Budgeting (AP&B), review, and submit it to Sr. AFM for final review.
- Develop and conduct timely updates of necessary accounting and financial tools/templates for OIP for reporting purposes for Sr. AFM’s review and finalization.
- Assist in the development of necessary accounting and financial tools/templates by Official Implementing Partner for Sub Implementing Partners’ financial reporting/recording purpose.
- Assist Sr. AFM in preparation for custom project budgets for project bidding.
- In coordination with Sr. AFM and OIP’s finance team, develop and implement capacity development process of field leadership in the finance and budgeting process.
Implementation
- Review of all financial documents for a compliance check, timely payment and posting entries in accounting software thereof.
- Ensure all relevant applicable Government Acts, Rules, and Regulations comply with financial transactions.
- Maintain up to date files for financial records with proper indexing and coding for easy and quick access.
- Timely deposition of advance tax withheld at source, electronic upload such tax through tax portal of Inland Revenue Department and verification from Inland Revenue Office as per Statutory Law every month.
- Preparation of month-end and year-end financial documents for Sr. AFM review.
- First-line review of month-end and year-end documents submitted by Official Implementing Partner for final review and submission by Sr. AFM to Global Office (GO).
- Review monthly payroll for timely deposition thereof and conduct monthly payroll reconciliation.
- Preparation of monthly financial MIS for Sr. AFM review and circulation thereof.
- Assist Sr. AFM on Monthly cash forecasts.
- Assist Sr. AFM during AP&B.
- Act as an audit coordinator during an external audit and PNGO fund audit.
- Assist Sr. AFM in the closure and follow up of audit points.
- Coordinate with RtR Official Implementing Partner for providing the necessary documentation to Sr. AFM during the GO audit.
- Perform regular (at least quarterly) onsite monitoring and support visit of RtR supported work in the field and share reports to Sr. AFM for finalization and further action.
- Ensure Official Implementing Partner has conducted the required number of onsite visits at its Sub Implementing Partners.
- Maintain proper audit log to ensure necessary follow-ups have been made for implementation of various audit and onsite visit recommendations for RtR Official Implementing Partner and its Sub Implementing Partners and report it to Sr. AFM every quarter.
- Provide onsite/offsite accounting and financial support to Official Implementing Partner in close coordination with Sr. AFM.
- Provide need-based support to Associate, Administration.
- Ensure compliance with Office of Foreign Assets Control regulations.
- Assist Sr. AFM in financial reporting to donors in projects.
- Perform other tasks related to Accounting and Finance as delegated by Sr. AFM.
Meetings/Networking
- Provide regular updates on Accounting and Finance during the staff meeting.
- Coordinate with RtR Official Implementing Partner to provide necessary support with Sr. AFM assistance on various accounting and finance issues.
- Participate in various accounting and finance training/workshops/meetings conducted by other agencies/forum as recommended by Sr. AFM.
Qualifications:
Required:
- Bachelor’s degree in Management (specialization in finance/accounts) or a professional degree in Accounting.
- Preference will be given to a professional degree holder in accounting or a Master’s degree in a relevant field.
- Minimum 3 years of relevant finance and accounting experiences, preferably in the development field.
- Knowledge of Government rules and regulations related to accounting and finance.
- Ability to travel frequently to districts throughout the country.
- Strong verbal and written communication skills in English and Nepali.
- Proven track record of achieving results.
- Superior interpersonal abilities.
- Ability to work under pressure.
- Strong Computer skills in MS package especially in excel.
- Good reasoning abilities, Sound judgment.
- Resourceful and well organized.
- Ability to establish credibility and be decisive – but be able to recognize and support the organization’s preferences and priorities.
