Position: Finance Officer

Finance officer will ensure functional, effective & efficient accounting, financial and administrative system and timely provision of reports to Country office as per guidance of Finance Manager. This position holder will be working closely with Field Office Team and Operation Team to run the smooth operations of financial and administrative management of regional office. This position will mainly work on operational management of field office. Reconciliation, Payment, documentations, partner NGOs expenditure recording/reviewing etc will be the task.

Key Responsibilities

Financial Job:

  • Support to prepare (Master Budget) annual budget and prepare revision budget on quarterly basis.
  • Ensure proper cash management to run field level activities and day to day operations.
  • Ensure compliance of local laws, donor requirements and internal control mechanism.
  • Ensure & perform single account reconciliation at Agresso.
  • Timely payments of vendor’s bills and settlement of advance, liabilities and receivables etc and reconcile periodically.
  • Maintain and disbursement of petty cash of field office.
  • Ensure & follow up to keep Partner’s finance report e-copy & hard copy and update on dash board.
  • Provide necessary guidance to SC team and PNGO finance staff for accounting system and procedure.
  • Support on BRS preparation, Tax detail preparation, and Field office MFR preparation.
  • Support on preparation of Cash transfer request and Cash liquidation Plan including Fund transfer request.
  • Give innovative idea on documentations/reporting formats & reviewing documents of partner NGOs.
  • Work with internal and external auditors time to time.
  • Provide Tax deposited information to required stakeholders.
  • Provide orientation to new Save the Children staff.
  • Support on Kick off meeting /Staff meeting including partner staff meeting.
  • Support Save the Children’s full spectrum mandate.

Partner NGO Monitoring Job:

  • Prepare Partner NGO visit plan for financial monitoring and coaching on as & when required.
  • Partners monitoring and capacity building in financial, procurement and administrative management matters.
  • Ensure monthly financial reports submitted by partners are accurate and correspond with the narrative reports.
  •  Provide technical support to Partner NGO on physical verification, procurement committee, FAMAS Software.
  • Any other tasks given by line manager.

Qualifications and experience:

  • Bachelor’s degree in Business Studies or equivalent in related field
  • Minimum of 3 years (2 years for GSI group*) of working experiences in related field

*GSI group include Female, Dalit, Madhesi, People with Disabilities and other indigenous/minorities.
