Partnership and Safer Program Coordinator

TEAM/PROGRAMME:

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

The Partnership and Safer Program Coordinator will work across departments to strengthen partnerships under the field office. The job holder is responsible to support field management team for overall management and strengthening of partnerships management in line with the SCI partnership strategy framework. This position is also equally responsible to build capacity of SCI and partners on safer programming in direct coorindation with the CO Safeguarding Focal Person and collaboration with different departments and project teams. The Program Coordinator-Partnership and Safer program is responsible for ensuing partnership managements follow SCI standard processes and the Nepal Country Office’s Partnership Strategy. Furthermore, the position will facitilate partners under the ‘Nepal Partner Graduation Model’ to develop and implement partner organizational capacity development plan following a detailed organizational assessment. The job holder needs to create a learning sharing forum for partners and document the key learning and promising approaches for dessimination across CO teams and SCI regions and offices. The position holder is equally responsible to ensure the smooth implementation of SCI safeguarding policies in SCI staff and partners under field office. S/he needs to work with different departments to plan, implement, monitor and review the projects through the lens of safer programming. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :

The Partnerships and Safer Program Coordinator contributes to:
Partnership Development and Management

  • Provide orientation on SCI partnership standards and principles to ensure that staff are aware of the various partnerships standards.
  •  Support programs in ensuring quality partnership management and knowledge sharing, including regular sector-based partner meetings.
  • Support in facilitating partnership processes related to the identification, assessment, selection of partners ensuring transparency and accountability therein.
  • Work with program team as required to ensure that partner capacity strengthening is properly integrated and implemented in program planning and budget.
  • Support program teams to design and implement good processes/criteria for scoping, selection and assessment of potential partners
  • Work in close coordination with the Partnerships Director to ensure that all staff are aware and oriented on the CO partnerships strategy
  • Provide input into the development of partnership monitoring systems and tools for the CO
  • Work across other key departments and units (MEAL, Finance, Supply Chain, Awards , thematic and program) to ensure a comprehensive partnership capacity building plan in place and its monitoring is in place

Quality Assurance of Partnership Management

  • Lead in quality assurance of Partner Agreements/ MOUs with governmental and non-governmental partners under the field office
  • Work with partners for the preparation of partner contracts such as partner agreements and memorandum of understanding etc.
  • Lead, monitor and support the field office in meeting compliance on partnership standards including quality framework standards and key performance indicators.
  • Ensure all staff are updated on the SCI and CO standard partnership policies, tools, guidelines etc.

Partners and Staff capacity Development

  • Support in designing training /orientation on partnership management for SCI staff under the field office.
  • Lead on implementation of capacity assessments with partners, developing corresponding capacity strengthening plans and coordinating and monitoring the execution.
  • Provide technical advice to partners and programs staff on facilitating organizational capacity strengthening based on plans.
  • Play a lead role in strengthening the capacity of the partner in coordination with different functions under the field office.
  • Lead the roll out and implementation of the Nepal Partner Graduation Model at the field office

Partnerships Risk Management

  • In coordination with field office units conduct partners risk assessment and develop risk mitigation measures in the field office.
  • Support field program team for the settlement of partner disputes and the management and close-out of suspected /confirmed fraud/mismanagement cases.
  • Facilitate Filed Office staff in conducting self-assessment of partnership risks and management.

Partnership Monitoring and Reporting

  • Provide technical support for joint monitoring of partnership, and develop a master monitoring plan and tracker for partner.
  •  Develop and share quarterly reports on partner capacity development, risk assessment of partners and risk mitigation measures that have been implemented.
  •  Lead to organize semi-annual partneship progress review to exchange the learning and promising approaches.
  • Work with programs and ACCM department to ensure documentation and sharing of case studies and promising approaches within partnership management to be shared with different stakeholders

Safeguarding in Partner

  • Organize various training/orientation for SCI and partner staff on safeguarding policies and on the concept of safer programming in direct ccordination with the CO Safeguarding Focal Person.
  • Support the capacity development of partner on identifying safeguarding risks in program and develop mitigating measures to minimize and prevent them.
  • Ensure safeguarding elements are included in program quality benchmark (QBM) and support MEAL team to develop QBM from safeguarding lens.
  • Support MEAL and program team to develop monitoring checklist of program by incorporating safeguarding indicators.
  • Conduct regular visits to project sites to ensure that reporting system is working and beneficiaries are well-known on how to provide feeback and report safeguarding concern and issues.
  •  Liaise with country office safeguarding lead to ensure uniform messages of safeguarding are dessiminated among internal field team, partner and at the community level.
  • Support country office safeguarding lead in managing safeguarding concerns coming from field location and from partners.
    · Work as safer program focal person for field office.

QUALIFICATIONS

Master’s degree in Social Sciences or equivalent with minimum of 3 years (2 years for GSI group) of relevant experience in I/NGOs or Bachelor’s degree with minimum of 5 years (3 years for GSI group) of relevant experience in an I/NGOs.

Thorough understanding and demonstrated commitment to child rights issues and the guiding principles of the Convention on the Rights of the Child, including non-discrimination, child participation and the best interest of the child.

  • Having practical experience on partnership management processes, including capacity strengthening and organisational development practices

  • Experience of planning and undertaking training programmes/workshops for partner
  • Demonstrable commitment to Children’s Rights.
