Procurement Officer – Consultancy – (220008TP)

Key Responsibilities

The position will be responsible for sourcing, contracting and buying of consultancy services for Global Fund Program with following specific responsibility:

Consultancy Procurement:

  • Facilitate and take lead on consultant hiring process against approved Procurement Request.
  • Review Terms of Reference (ToR) for any consultant request and agree with the Budget holder / hiring manager on selection criteria.
  • Prepare comparison on financial as well as technical evaluation of the consultant as per the defined selection criteria.
  • Maintain high level of confidentially during consultant hiring process.
  • Maintain professional relationship with consulting firms and individual consultants.
  • Keep all documents updated and financial accuracy for annual report, audit and The Global Fund/LFA purpose.
  • Communicate with consultants including Circulating ToR, arranging interview / meeting, informing the consultants about selection / rejection decisions, deliverables.
  • Drafting consultancy agreement / Scope of Works and getting sign offs.
  • Timely and accurate documentation of consultant hiring process and maintain consultancy tracker record.
  • Update and develop qualified consultant roster and maintain record on performance of the vendor including vetting.
  •  Ensure payment process for consultants are prepared and submitted on time.
  • Assist Procurement coordinator consultancy in preparing periodic report on ongoing consultancy services and new requests.
  • Timely update hiring managers regarding consultant contract status.

General Procurement:

  • Process all the procurements through ProSave (SCI online procurement system).
  • Supplier Registration and catalogue set-up in ProSave.
  • Advise on best sources of supply in coordination with the Program and Finance.
  • Verify Purchase Requests and Terms of References ensuring all required information is provided.
  • Process Purchase Requests using pre-established FWAs and Pre-Qualified Supplier (PQS) lists and carry out comparative bid analysis, Procurement committees minuting and PO processes.
  • Ensure that goods and services procured match programmatic requests and are of good quality and in line with value for money principle.
  •  Ensure that all orders are processed in timely manner, inputted on Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
  • Ensure the timely delivery of goods and services, and required deliverables are met.
  • Monitor Procurement activities for signs of fraud/ corruption and report these to the Procurement Manager.
  • Ensure Save the Children’s and donors Procurement procedures and policies are being adhered to and provide guidance regarding their application at the field level.
  • Support BVA and procurement & financial phasing.
  • Coordinate with Finance to ensure payment to the suppliers are made in time.
  •  Support in supply chain activities.
  • Take responsibilities of other task of PSM as required by the line Manager.

Qualifications and experience:

  • At least Bachelor’s degree in Management.
  • At least 3 years’ experience in procurement.
  • Excellent forecasting and quantification skills
  •  Excellent verbal and written communications skills
  • Excellent problem-solving skills
  •  Attention to details.
  • Action oriented individual with good planning skills
  • Ability to work with minimum supervision.
  • Proficiency in common computer packages
