Summary of Position

TEAM/PROGRAMME: Global Fund

LOCATION: National Tuberculosis Center (NTC), Bhaktapur

GRADE: 3

CONTRACT LENGTH: Fixed term grant

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Program Coordinator – TB (PPM and CSS), as a Technical person at NTC, will be responsible for providing technical assistance to NTP in the technical areas of and new approach in TB program such as Community System Strengthening (CSS) and Public Private Partnership (PPM). He/she will support in development of technical guidelines, SOPs, training curriculum in the related areas in close coordination with other technical/program staff at NTC, Regional TB Centre, D(P)HOs and Technical Specialist-TB based at Save the Children under the Global Fund grant. S/he will be responsible for overall planning and implementation of CSS and PPM related activities under the Global Fund and core Government fund of the NTP.

Role Dimensions: Save the Children works in all the districts of Nepal with a current staff complement of approximately 500 staff and current expenditure of approximately $US 40 million each year.

Description

KEY AREAS OF ACCOUNTABILITY:

• Support NTC in designing and implementation of new TB interventions and community system strengthening (CSS) and Public Private Mix (PPM) in the TB program.
• Provide technical support to develop and update of National Guidelines, Protocols, Training Manuals, Standard Operating Procedures (SOPs) related to CSS and PPM.
• Assist in developing and maintaining key programmatic partnerships with key national and international technical partners related to CSS and PPM.
• Attend technical meetings and advocate and provide technical contribution at national forums in regards to CSS and PPM.
• Provide technical support for timely preparation and delivery of routine progress reports.
• Provide technical support to program staff in implementation of planned CSS and PPM related activities.
• Take lead in preparation of progress reports, variance analysis, and programmatic justifications related to CSS and PPM.
• Support NTC in organizing CSS related technical meetings, seminars, conferences, and workshops.
• Assess documents and training needs as well as support training plan for series of capacity building activities in the areas of CSS and PPM.
• Provide on-site technical coaching/mentoring to technical/program staff at service delivery points implementing CSS and PPM programs.
• Conduct routine monitoring visits at service delivery points
• Provide regular and ad-hoc technical updates on CSS and PPM to NTC team and partners.
• Prepare a case study documenting the learning from the project with a focus on programmatic as well as institutional dimensions, reflecting on processes as well as lessons learned.
• Work closely with TB EDPs, including UN agencies, multi- and bi- lateral donors to for ensuing the timely completion of planned activities and exploring possible support for CSS and PPM.
• Provide support to SRs and SDPs to update tools, implement and share the best practices.
• Develop and maintain close working relationships with District Health Officer/Public Health Officer and the Regional Health Director in designated areas, as well as with other individuals and organizations related to CSS and PPM.
• Any other duties or assignments as requested by the Project Manager – Global Fund, relevant NTC government staff and Director of NTC.

QUALIFICATION

• Master’s degree in Public Health (MPH) or related health sciences

EXPERIENCE AND SKILLS

Essential

• Minimum 3 years’ experience in Public Health program management
• Computer experience with MS Word, Excel and PowerPoint
• Excellent spoken and written skill in English and Nepali language

Desirable

• Prior experience in TB Control Programme
• Knowledge and Experience of the M&E system of the Global Fund
• Knowledge and experience of HMIS and recording and reporting system of NTP
• Experience of report writing in English and Nepali
