The postholder will be responsible for managing the SC Sweden’s CSO Strengthening Project supported by Swedish International Development Cooperation Agency (Sida), which includes focuses on building CSO capacity, children’s agency, promoting and defending child rights and strengthening civic space. The project will be engaged with range of CSO partners, children, government agencies, etc. This project will also seek to build a strong civil society that demands and supports the fulfilment of children’s rights – holding states to account and mobilizing and empowering children and their communities through an integrated approach.

The postholder will closely coordinate with the CO (Kathmandu and field offices) TEs (CRG and CP, GESI-Disability, Resilience, DRR and CCA), Partnership Director, and other relevant functions as required. S/he will be accountable for the timely implementation and monitoring of the project activities and budget. In addition, the position holder will lead the day-to-day operations and management of the project activities.

KEY AREAS OF ACCOUNTABILITY:

General

  • Develop and put in place the relevant project governance bodies, the information flows and learning feedback systems to reflect the nature of the project focused on partners’ awareness, capacity, and delivery.
  • Overall accountability for the day-to-day management, coordination and oversight of the project implementation and its successful delivery.
  • In collaboration with the TE, Partnership Director, and relevant staff ensure that the project is delivered according to the highest quality standards.
  • Ensure project staff and relevant members are part of and fully participate in the capacity strengthening strategies to be developed and put in place with all partners.
  • Identify bottlenecks and find solutions to ensure program teams are adequately supported by the relevant staff in SCI country office.

Project delivery, management, and quality assurance

  • Ensure the development of all project management documents such as phased budget, detailed implementation plans, procurement plans, monitoring plans, etc. in line with project documents and technical guidance from relevant technical staff.
  • Steer and put in place the relevant project implementation and delivery tools and management controls with each partner to ensure project delivery as per plan, budget and donor compliance and regulations.
  • Enable partners to develop capacity and systems such that they can manage donor requirements in an empowering way that serves the project impact, rather than as a less strategic compliance.
  • Produce high quality narrative reports and provide budget narratives within agreed reporting schedules.
  • Ensure project interventions are implemented and adjusted based on regular conflict, analyses.
  • Conduct regular field visits, including discussions with partners.
  • Ensure Save the Children’s Safeguarding Policy is understood by staff within the project as well as partners and suppliers including stakeholders, and that it is integrated into all aspects of the team’s work.

Effective partnership management

  • Overall management of areas related to finance, budgetary management and oversight, and partnership contractual management, as well as other operational and administrative duties required by the project, ensuring that they are executed efficiently and effectively.
  • Responsible for developing and maintaining strong working relationships with all partners and provide strategic decision on developing and strengthening partnerships with CSOs and Child Clubs/Networks.
  • In collaboration with the Partnership Director, input into the relevant partner strengthening and periodic monitoring mechanisms to ensure adherence to capacity strengthening strategies adopted with each of them at onset of the project.
  • Ensure Partner work planning and budgeting, including necessary revision are finalized and timely approval process of costed work plans and budgets are in place.

Monitoring, Evaluation, Accountability and Learning

  • Oversee the process of learning, evaluation, capturing and disseminating lessons from the project for continuous improvement of project performance and overall outcome. This will require enabling effective learning from across CSO partners and networks and a modelling of bottom-up learning, so as to promote the CSO capacity building focus of the project, and to avoid top-down dependency on SC.
  • Ensure that an effective monitoring and learning framework system is in place for achieving agreed project targets.
  • Ensure monitoring and evaluation tools are systematically implemented and used by the project team and/or partners, in collaboration with the technical staff and Monitoring, Evaluation, Accountability and Learning (MEAL) staff.
  • Oversee the project’s dissemination of results and ensure that data collection and analysis direct project strategy, annual planning and advocacy.
  • throughout the project lifecycle while ensuring the implementation of recommendations.

Finance, reporting and donor compliance.

  • Take responsibility for the delegated budget holding function on the programmatic aspects of the project and participate actively in finance and project review meetings and contribute to financial decision making.
  • Steer and put in place sound reporting mechanisms and oversight, reflecting the nature of the project and the multiple stakeholders with the capacity to project a periodic consolidated overview of the project quality and delivery.
  • Ensure the development and implementation of Standard Operating Procedures for the project in relation to finance, reporting and donor compliance.
  • Ensure that a consolidated version of plans and budgets and deliverables are submitted on time to the grant holder (Save the Children Sweden), as and when required.
  • Ensure compliance with donor requirements, and understanding of donor compliance across COs and partners, e.g. by translation of documents, etc.
  • Focus on ensuring appropriate program closure and readjustment to potentially cover any gaps.
  • Ensure compliance with and adherence to Save the Children’s rules and regulations in all aspects.

Documentation, reporting, research and learning

  • Responsible for preparing donor reports
  • Lead and manage the learning agenda for Sida-led research activities.
  • Ensure that all donor reports required by Save the Children are produced on time and are of a consistently high quality.
  • Organize and participate in learning and knowledge-sharing events as per need.
  • Take lead in project progress documentation, evaluation and research and coordinate the dissemination of achievements and lessons learned with wider stakeholders, including global audience(s)

Occasional Significant Duties:

  • Work as a resource person with different external visitors.
  • Participate in strategic planning process.
  • Work as team member in an emergency situation.
  • Support Save the Children’s dual mandate of development programs as well as Humanitarian response for children and communities

Qualifications and Experience

  • Relevant university degree (International Human Rights and Humanitarian Law, Child Rights, Political Science, Anthropology, Sociology or other Social Science, International Development, etc.

Essential

  • At least 7 years of relevant management and leadership experience including demonstrated experience in project management and administration, including grants management, donor compliance and managing complex grants.
  • Knowledge of and proven experience in Child rights programming and Child Rights Governance, civic space and civil society strengthening.
  • Proven experience of working on civil society partner capacity building and strengthening projects in line with localization agenda and children rights promotion.
  • Proven track record in human centred design, communications for development, advocacy and facilitating child participation arenas.
  • Proven excellent skills in project performance and quality monitoring and reporting.
  • Proven excellent skills in multistakeholder management, both internally and externally, with a strong ability to project strategic vision, adherence, and buy-in.
  • Strong analytical and conceptual skills and the ability to think and plan strategically.
  • Ability to work with limited supervision.
  • Strong computer skills (Word, Excel, PPT, data analysis software e.g. Nvivio, and other basic computer software).
  • Proficient in writing technical and programmatic reports that document program direction and results.
  • Good and clear oral and written communication skills.
