Technical Manager – Health and Nutrition – (2200048P)

The Technical Manager Health and Nutrition is responsible for ensuring high quality child focused programs reaching the most vulnerable and deprived and is primarily responsible for the continued development and quality of SC’s Health and Nutrition works in respective field offices. The position provides technical oversight to all Health and Nutrition Programs and Projects at the Provincial and Palika level in Province Number 2 which include Adolescent Sexual and Reproductive Health (ASRH), School Health and Nutrition (SHN), Maternal New-born and Child Health Care (MNCH) and WASH interventions under Sponsorship program and to provide backstop support to Health Department in Province No 2 including Municipalities, in preparation, implementation and monitoring of Health and WASH interventions. He will work in collaboration Province no 2, provincial health directorate and, Municipal public health offices for effective and timely implementation of planned activities.

He provides technical and programmatic support to field-based sponsorship and other health projects team/staffs for the timely implementation of program, monitoring and reporting of the project activities and ensure the quality. S/he represents Health theme of Save the Children at Provincial/ Municipal level in different forums, meetings and consultations on policy and technical issues.

In addition, s/he ensures the regular monitoring of key process indicators, alignment with refinement of the packages, related training content, and support to behaviour change communications, coordinate with relevant stakeholders for sharing of lessons learnt for consistent uptake by other stakeholders. Furthermore, s/he works in close coordination with other sub-themes under Health and Nutrition portfolio and other thematic areas of Save the Children.

More importantly he will be responsible for common approaches under health and nutrition. Most applied common approaches in Sponsorship areas will be Treating Children Close to Home (Integrated Community Case Management iCCM), Saving New-born lives, My Sexual Health and Rights and Life Skills for Success (LS4S)

SCOPE OF ROLE:

Reports to: Associate Director-EFO

KEY AREAS OF ACCOUNTABILITY:

Technical Assistance and Capacity Building (30% LOE)

  • Ensure that health and nutrition strategies, programs, training modules, and other effective H&N approaches are rolled out effectively and with fidelity to H&N theme staff and partners.
  • Introduce innovative ideas and approaches to support improved learning and development outcomes for children and strengthening systems internally and at Province/Palika level
  • Identify needs and opportunities for programs through situation analyses/feasibility studies, networking, and leveraging research and evaluation findings from both internal and external sources
  • Ensure that health and nutrition activities contribute to health and nutrition goals and meet agency significant benefit standards including sponsorship
  • Build and nurture a community of practice to foster technical knowledge and growth within the decentralized health and nutrition theme
  • Provide on-going one-off technical support and advice to programs and partners as needed
  • Identify internal and external capacity needs, opportunities and resources to provide high quality technical assistance to health and nutrition projects, supporting technical staffs, partner agencies and others to build knowledge and technical competence.
  • Support partner organization identification process, ensuring that partners have robust and proven thematic excellence, implementation structure, human resources required for quality program delivery
  • Provide oversight and support to project managers while developing quality implementation plan, annual project activities and well-coordinated kick off meetings

Program development and design (20% LOE)

  • With the KTM based PDQ team, pursue opportunities for synergistic, inter-sectoral programs to address the holistic needs of children, especially the most deprived
  • Ensure consistent design, methodology and quality assurance across thematic programs
  • Ensure multi-thematic approaches to program design and methodologies, ensure that cross thematic objectives (gender equity and social inclusion, disaster risk reduction, child participation) are included in program design and monitoring
  • Lead the continuous assessment of health and nutrition program needs in the field and ensure that these are appropriately reflected in thematic strategies, proposals and programs at both PDQ and POD levels.
  • Supports in developing new programs/proposals in health and nutrition in close consultation with other departments, PDQ and the team
  • Ensures that the health and nutrition program/projects meet and or excels minimum operating standards of key programmatic interventions including Gender and Social Inclusion principles

Policy and Advocacy (15% LOE)

  • Helps define SC’s advocacy agenda in the Province, as informed by SC’s Country Strategic Plan (CSP), experience in Nepal and experience globally. Lead in networking and articulating Save the Children’s position, policy and strategy in provincial forums and meetings. Engage in key debates related to provincial health and nutrition sector policies and programs, in coordination with technical colleagues and other relevant staffs
  • Lead in translating national messaging to provincial and palika level policy and action plans.
  • Engage in policy development with provincial authorities and local authorities as per the CSP, advocacy plans, and relevant policy concerns. Develop policy briefs and position papers, ensuring the inclusion of technical input from the relevant project managers and PDQ team
  • With provincial management team, identify appropriate strategic partnership for joint advocacy initiatives on health and nutrition issues at the provincial or palika level as relevant

Program Quality Assurance (10%)

  • Ensure timely quality donor reports are generated and finalized at the field level before submission to Awards/PDQ
  • Provide technical support for field teams – observation, findings gaps and feedback and facilitate TA for health and nutrition programs
  • Develops planning/reporting guidelines, innovations and program review and technical capacity building plans for partner and SC staffs for quality program implementation

Monitoring, evaluation, accountability and learning (MEAL) (10%LOE)

  • With MEAL team, ensures that interventions are evaluated using appropriate methods, including process and impact evaluations and that evidence is rigorously maintained, documented and disseminated internally and externally, to contribute to improvements in program quality and advocacy efforts
  • Ensure partners engage in the knowledge management cycle (capture, store, synthesize/analyze, share and apply)
  • Ensure that incorporation of quality assurance systems at multiple levels (strategy, design, implementation, proposal, monitoring processes, evaluation and learning and reporting)
  • Ensure quality benchmarks are appropriate and applied to all health and nutrition programs
  • Support field teams to identify and carry out operation research related to health and nutrition
  • Ensure that recommendations on the technical aspects of the projects from evaluations, assessments and MEAL are responded in time and adjustments are made to program and plans as necessary

Representation and networking (10%LOE)

  • Maintain working relationships with relevant provincial health and nutrition authorities, connect Save the Children’s flagship programs with government and other non-government interventions
  • Ensure that SCI has effective representation on provincial and local level networks and for a related to health and nutrition, and that we participate in conferences/meetings that will enhance our reputation and programming
  • Actively participate in technical coordination meetings to ensure synergies with other agencies in our development work and emergency responses
  • Maintain excellent relationships with donors, both in-terms of strategic positioning and program delivery

Strategic direction (5%LOE)

  • Participate actively in the country annual planning and country annual reporting
  • Providing oversight and compiling reports for the health and nutrition sector at the Province level and support central team as required
  • Ensure close cross functional collaboration with relevant themes for a broader and holistic health and nutrition programs

Qualifications and Experience

Academic Qualification

  • Masters’ degree or equivalent in health-related discipline preferably in public health

Working Experience

  • 7 years (5 years for GSI group*) of experience in managing public health projects/programs preferably in adolescent and reproductive health at I/NGOs; Experience on family planning, maternal health would be an asset

*GSI group includes Female, Dalit, Madhesi, People with Disabilities and other indigenous/minorities
