SNV Nepal with the financial support of Austrian government is implementing “Austria-Nepal Renewable Energy Blended Finance Facility” (REBFF) in Karnali Province. One of the main objectives of this project is to provide technical assistance (TA) support to energy unit/section under Ministry of Physical Infrastructure Development (MOPID), Karnali province.
SNV is seeking qualified Nepalese citizens for the position of Renewable Energy Officer (Consultant) to join REBFF project.
Renewable Energy Officer (REO) will be responsible for supporting MOPID for effective deployment of renewable energy technologies/projects, especially mini/micro hydro power projects. REO works under the close guidance and supervision of Project Leader and works closely with provincial and local government, Alternative Energy promotion Centre (AEPC) and private companies.
Job Description:
- Being stationed within energy section/unit of MOPID, REO will provide technical support for developing workplan, activities, monitoring plan related to all renewable energy activities as per the requirement of MOPID.
- Support MOPID to develop terms of references (TOR) to conduct pre-feasibility studies, detail feasibility studies, detail project report/detail engineering design reports of mini/micro hydro projects.
- Support MOPID to review and analyse the pre-feasibility report, detail feasibility reports, detail engineering design reports and other relevant technical reports/designs related to mini/micro hydro power projects.
- Support MOPID to develop request for proposals (RFPs), bill of quantities (BOQ), tender documents and other relevant documents for contracting the study, survey, manufacturing, and installation of mini/micro hydro projects.
- Conduct field visits to Karnali districts/municipalities for technical backstopping, survey & installation monitoring, coordination with local levels as per the requirement and direction by MOPID.
- Support to organize different promotional and demonstration events related to RE technologies
Qualifications:
- Bachelor’s Degree in electrical/electrical & electronics/mechanical engineering with minimum 5 years of experience in mini/micro hydro projects.
- At least 3 years of experience in developing contract/ procurement/ bidding documentation for RE technologies preferable in mini/micro hydro projects.
- Relevant working experience in rural areas of Nepal particularly with provincial and local government will be an asset.
- Relevant experience in other RE technologies like solar PV, solar thermal, clean cookstoves, biogas will be an added advantage.
- Good networking capabilities with national and provincial government institutions, Bank and Financial
- Institutions (BFIs), private sector will be an added advantage.
- Demonstrated analytical skills and ability to think systematically and develop applicable tools.
- Awareness of gender and social inclusion issues and practices.
- Commitment to child protection principles and practice.
- Good in written and spoken English and Nepali.
- Good on communication / human relation skills.
