Background
Through its water sector, SNV’s aims to contribute to improving water security for all, namely the reliable availability of an acceptable quantity and quality of water for health, livelihoods, ecosystems and production, coupled with an acceptable level of water-related risks. Under the water sector SNV supports sustainable and inclusive water uses for domestic and productive proposes, sanitation, pollution and waste management, as well as an urban integrated water cycle approach and water resource management.
The work in the water sector touches upon three human rights: the human right to water and sanitation, and the human right to a clean, healthy and sustainable environment. Governments are the duty-bearers of progressive realisation of these rights in their areas. Therefore SNV works with governments to develop and implement sustainable water governance systems which engage private sector and civil society in a way that rights for all are realised, even for those areas that are less profitable or have less political weight.
SNV has a track record in facilitating structural change at different levels (national, sub-national, local), bringing together relevant stakeholders and creating conditions for change at scale. About the inclusive climate resilience in WASH Project
SNV in collaboration with IWMI Nepal, the Institute of Sustainable Futures, University of Technology Sydney (ISF-UTS) and CBM Australia, the governments of Nepal, Bhutan and Lao PDR and local partners have been implementing a multi-country project within a 5-year agreement (July 2018- December 2022) which has been extended until end 2024 to focus on WASH and climate resilience. The project is supported by the Australian Government’s Water for Women (WfW) Fund, which aims to improve the health, gender equality and well-being of Asian and Pacific communities through inclusive, sustainable water, sanitation and hygiene (WASH) programs.
Greater attention of climate risks and vulnerabilities by local government within Water, Sanitation and Hygiene (WASH) service is needed to sustain gains. Towards inclusive climate resilient WASH services in Rural Nepal and Bhutan, it seeks to increase adaptive capacity and build resilience within local institutions, communities and WASH infrastructures ongoing working rural municipalities of Dailekh and Sarlahi districts of Nepal. Similarly, in Bhutan, it seeks to focus on the technical and programmatic assistance that will support in strengthening the capacity of relevant national and local governments agencies, private sector, and CSOs to develop appropriate management model towards climate resilient inclusive rural WASH services in 3 districts (Dagana, Zhemgang and Trashigang) representing three climatic zones that could be later implemented at scale nationally. SNV together partners will build on the established conducive working relationships with National and local governments to strengthen the coping mechanisms, improve inclusive WASH Governance at local government level and capacitate service providers towards water resource management and water security perspective, supported by learning and inclusion agenda.
Job Description
Overview of the Role:
SNV seeks a talented, result-oriented professional as Climate Resilience Advisor who will support the Project Team in Nepal and Bhutan to implement an inclusive climate resilience in WASH project at local level and provide strategic inputs for strengthening research, learning and policy influencing at local, district, provincial and national level.
The key roles for the Climate Resilience Advisor:
- Coordinate activities of planned research with international and local partner institutions and apply research findings in all WfW project components to ensure climate-risk informed project objectives and deliverables.
- Provide strategic inputs, support on WASH and conduct capacity building (trainings, coaching/mentoring) of of project team and local partner staff in order to mainstream understanding of climate-resilient WASH.
- Analyse existing project and sector data sets related to climate-resilient WASH and synthesize findings for their application across all project deliverables.
- Responsible for the overall review of existing water sector policies, strategies, guidelines from the climate resilience perspective and provide strategic advisory services to the project team, government and local partners for the quality implementation of an extension phase of the project ensuring an alignment with SNV’s approaches,
- Responsible for developing contents in English, translating into Nepali language and strengthening climate resilience leadership capacity of both Nepal and Bhutan project team, local support partners, service providers/private sector and local government level stakeholders,
- Provide professional support for preparation of learning products, review/development of appropriate climate resilient management model, communication materials and technology options and contribute for policy advocacy at national level sub-national level for visibility in the water sector.
- Contribute for identification and development of business opportunities for the Water Sector in the countries, as per need.
- Support strengthening of climate-resilience across the Water Sector activities in SNV Nepal, as per need.
The Climate Resilience Advisor reports directly to the Project Leader of Water for Women (WfW) Fund supported inclusive and climate resilience in WASH project at SNV Nepal and collaborates closely with the WfW as well as the Water Sector Team at SNV Country Office in Nepal and Bhutan.
Responsibilities:
Strategic Support: Review the project design document including theory of change of Water for Women Fund, review existing water sector policy, guidelines and lead local government leadership capacity in climate resilient water supply service provisions in collaboration with ISF-UTS, IWMI and CBM Australia.
Advisory Services: Lead capacity building of local government and project teams in the areas of inclusive climate resilience WASH, policy influencing support at national and sub-national level,
Programme Management: deliver results as set in the project design document, support for planning and monitoring and donor reporting.
Representation & Promotion: Maintain relationships with stakeholders to improve SNV’s profile in the sector and actively participate in external and internal networks.
Knowledge management: support/facilitate learning, documentation and evidence-based knowledge development in collaboration with SNV’s country team, multi-country program manager and partners.
Business Development: contribute for proposals and secure funding for innovative water sector programmes as required.
Qualifications
- Master’s Degree in a relevant technical field, climate change, water resource management, watershed/spring shed management.
- 5+ years of relevant experience in a water sector-related field with gender, disability, social inclusion.
- Experience in institutional development and systems strengthening in rural water supply services/WASH applying climate resilience methodologies, beyond the community level,
- A sound understanding of SDG 6, in particular in relation to the needs of women, girls and, persons with disabilities other vulnerable groups;
- Understanding of climate change adaptation and mitigation in the broader water and WASH sector
- Interest to collaborate, contribute to and learn from peers in SNV’s water sector network,
- Analytical capacity and writing skills
- Proficiency in English speaking, reading and writing required.
- The successful candidate will be a self-motivated achiever with excellent intercultural teamwork, communication, networking and organisational skills.
- Full computer literacy and excellent reporting skills.

Reports to: Project Leader
Contract Duration: 9 months (5.5 months for Nepal and 3.5 months for Bhutan) with potential extension
Contract Type: National Employment Contract
Expected Start Date: ASAP (As Soon As Possible)
Duty Station: SNV Nepal Country Office, Kathmandu with frequent field visits to project areas and remote support or field visits to Bhutan’s project location if needed.
