The organization strengthens the competencies of people, improving their employability, increases the competitiveness of enterprises, growing their business, and fosters social and economic systems, promoting inclusive development. In Nepal, Swisscontact is registered as an International Non‐Governmental Organisation that started its operations in 1991 with the initiation of the Training Institute for Technical Instruction programme. Currently, Swisscontact Nepal has four development programmes across all seven provinces, with a well‐functioning country office that employs over 50 national and international staff members.

Swisscontact is implementing the “Strengthening the Employment Ecosystem Project” in Province 1. The primary goal of the project is to increase the income of the target groups through productive and sustained employment contributing to poverty reduction and resilient livelihoods. Swisscontact intends to achieve the desired goals by:

    • Strengthening labour market information system.
    • Improving the offer of viable labour market insertion services that provide jobseekers with information on placement and business opportunities, career guidance and counselling, market relevant trainings, and networking support.
    • Exploring opportunities along economic sectors and clusters with potential for growth, provision of employment, and creation of jobs.
    • Working with private sector companies to implement inclusive business models that allow the integration of target groups into their supply chain.
    • Supporting entrepreneurship support organisations to provide existing and newly established micro, small and medium enterprises (MSMEs) with critical services to grow, sustain, and improve their performances.
      As such, Swisscontact will carry out activities across two interlinked intervention areas:

 

  • Intervention Area (IA) 1: Improving labour market information and insertion services
  • Intervention Area (IA) 2: Catalysing entrepreneurship for job creation in economic corridor and clusters

 

 

Position: Officer – Monitoring and Results Measurement (MRM)

Start of employment: 15 January 2021 (negotiable)

Place of work: Kathmandu

Reports to: Project Manager

Tasks

The MRM officer is responsible for supporting the design of an MRM system and evidence-generation strategies that support learning and adaptive management and leading the learning and reporting needs of the project. Their major tasks include:

  • In collaboration with the Project Manager and Swisscontact Head Office the MRM officer sets up the MRM system, the MRM plan, tools, and methodologies.
  • Ensure robust evidence generation and use of evidence through implementation of a well-functioning MRM system and MRM plan.
  • Develop and ensure implementation of mechanisms and tools that optimise the use of evidence for adaptative management at strategic level and maximisation of project impact.
  • Support to build the capacity of project staff and relevant partners, working with them to develop and update results chains and MRM plan.
  • Conduct periodic field monitoring of activities and collect information on quality of ongoing activities.
  • Lead process to collect output and outcome level information and compile information in appropriate formats and data base and conduct periodic analysis.
  • Facilitate strategic reviews and meetings to share findings and where evidence is assessed to timely refine interventions.
  • Contribute to progress reports and prepare case studies, special studies, knowledge sharing/capitalisation documents, impact assessments and other similar documents as required and disseminate them through appropriate channels. Prepare appropriate tools as necessary.
  • Liaise with external evaluators and impact assessment teams as and when necessary.
  • Comply with the Office Manual and other relevant requirements of Swisscontact.

Lead and oversee day to day MRM activities across the programme.

Requirements

  • Bachelor’s degree in relevant discipline with at least 3 years of relevant work experience (Monitoring and Results Measurement and Learning)
  • Experience with quantitative and qualitative research and capable of designing survey tools, data entry, data analysis and writing report
  • Experience of applying DCED standards for results measurements in private sector development / market systems development projects
  • Good understanding of labour markets, employment, and enterprise/private sector development issues
  • Outstanding command of MS Excel. Command of MS Access, SPSS, and other suitable statistical packages will be an added advantage
  • Advanced communication skill in both English and Nepali (verbal and written).
  • Willingness and ability to travel between Swisscontact offices in Kathmandu and Biratnagar and to field location in Province 1
