A. Job Summary The
Program Coordinator (PC) is a senior staff member of the LWF Nepal Country Management Team, who is responsible for leading the LWF Nepal’s programmatic guidance and operation. The PC is responsible for the development and quality delivery of the projects in compliance with the LWF World Service global strategy, Country Strategy, global policies and guidelines and donor and partner agreements. The PC ensures that all projects contribute to the achievement of the set strategic objectives.
The PC is responsible for overall program management, quality assurance, strengthening partnerships, knowledge management, fundraising and donor compliances.
The PC ensures that the LWF World Service Nepal’s program contributes to national priorities and international development goals. In joint collaboration with the CD, the PC is responsible for maintaining good working relationships with the government officials, donors, implementation partners, civil society actors and other national and international stakeholders. The PC ensures constant supervision of projects and staff so that the country strategy and project documents have been properly implemented achieving anticipated results.

B. Roles, Responsibilities and Tasks
Leadership
a) Provide overall programmatic leadership of the LWF/WS’s humanitarian and development interventions in Nepal.
b) Improve the program quality of humanitarian and development interventions to ensure positive impact on the lives of poor and oppressed people in Nepal as part of the LWF World Service Nepal strategic directions.
c) Provide guidance and direction during the implementation, review and evaluation of the LWF Nepal Country Strategy (CS), Country Annual Plan (CAP),Project Documents (PDs) in compliance with Nepal Government, LWF Global WS policies and strategies, and donors.
d) Coordinate, interact and network with communities, local and national government authorities, donors, non-government organizations, international agencies and other operational partners in close collaboration with the CD.
e) Supervise and motivate staff, provide orientation and induction on programmatic issues and ensure a close and effective working relationship between the program staff with other staff (HR, procurement, Finance) is established.
f) Ensure that comprehensive and clear orientation, briefing and an induction program for all staff is developed and implemented.
g) Supervise the PME Manager and field office managers and provide all necessary professional inputs on a regular basis.
Coordination
a) Ensure a professional implementation of activities, in accordance with the relevant project agreements with related agencies, back donors and the government requirements.
b) Ensure that quality project proposal development, reporting and other project documentation are produced (in close collaboration with local partners and LWF Nepal staff) and in compliance with the set requirements.
c) Ensure mainstreaming of rights-based-,disability, gender and climate justice programming and other internationally accepted accountability standards (e.g. SPHERE, CHS).
d) Ensure that an effective PMERL system is maintained, and the use of digital project management tools such as Survey CTO and Newdea is properly used.
e) Ensure that donor and government reporting is done in a timely manner.
f) Provide guidance for proper implementation of LWF Nepal’s Accountability Framework, including the LWF accountability mechanisms, the LWF Nepal Staff Code of Conduct, PSEA and LWF Nepal Code of Ethics.
g) Identify advocacy issues (local, national, regional, international) and mainstream them in the different thematic programs such as protection and social cohesion, quality services and livelihood development.
h) Carry out regular monitoring field visits to LWF projects and projects of partner organizations to provide adequate support and guidance and monitor actively whether activities are implemented in accordance with the LWF Nepal policies, plans and strategic directions.
i) Liaise and closely collaborate with stakeholders in Nepal like governmental actors, UN agencies (UNHCR, OCHA), donors, INGOs, related agencies and others.
j) To act as a national security focal point ensuring appropriate security management in LWF Nepal. Tobe responsible that the LWF Nepal security plan and protocols are updated and followed, including staff and visitor training and briefing
.k) Lead and create LWF Nepal’s resource mobilization opportunities through networking and visibility activities and coordinate with senior staff members of LWF Nepal in developing new projects and entertaining solicited and unsolicited calls.
I) Perform any other official duties assigned by the Country Director or his/her designate.
C. Qualifications and Experience
Education
Master’s degree in development studies, management, international humanitarian assistance, social science, public administration.
Required professional experience
A minimum of 10-15years of professional experience in development and humanitarian assistance and 5-10 years’ experience in managing and leading program teams.
Language requirements
Strong skills in writing and communicating in English and Nepali (both oral and written) is required. Knowledge of other national languages would be an advantage.
Required key competencies and skills
- Proven track record in strategic management, project cycle management, policy advocacy, fund raising and knowledge management.
- Ability to work in a flexible but organized and responsive manner under pressure and in stressful situations where priority setting is required.
- Solid understanding of human rights-based programming and development, rehabilitation and emergency work related to national and international policies, strategies, UN conventions and international laws.
- Good knowledge of financial management.
- Strong analytical problem solving, coaching, mentoring, and supervision skills.
- Proven track record in coordinating a team and facilitating relevant and timely support to remote field based staff for quality and timely delivery of projects.
- Result oriented team player with decision making skills.
- Good understanding of social inclusion, gender and caste issues (organizational and programmatic).
- Proven track record in coordination, liaison and networking.
- Experience in conflict management and negotiation.
- Knowledge and experience in institutional capacity assessment/building.
- Very good computer skills.
- Excellent communication and facilitation skills.
- Uphold highest standards from staff to follow the LWF Staff Code of Conduct.
