The Millennium Challenge Account Nepal Development Board (MCA-Nepal) is a Government of Nepal (GON) agency, formed under tthe Development Board Act 2013 BS (1956 AD) in order to manage a USD 630 million infrastructure program. The program is co-funded by the US Government’s Millennium Challenge Corporation (MCC) Compact grant of USD 500 million and the GON’s contribution of USD 130 million. The program aims to increase the availability and reliability of electricity, maintain road quality and facilitate power trade between Nepal and the region to help spur investments and accelerate economic growth. The Electricity Transmission Project, a national pride project, and the Road Maintenance Project are two projects under the program.

MCA-Nepal is currently in preparatory phase of the program before start of implementation of projects. In this context, MCA-Nepal invites application for the following position:

Job Description

Position: Assistant to Deputy Executive Director (DED) – Management

Division: Management

Reports to: DED-Management

Background & Project Description

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India—helping to spur investments, and accelerate economic growth. The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins.

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-Nepal) entity. This position will assume a critical role in the success of MCA-Nepal.

Position Objective

The Assistant, reporting directly to DED – Management, provides support in a range of administrative services including organization of event logistics, travel arrangements, support in maintaining No Objection logs, application of appropriate clearance systems, coordinating update of various program related trackers, organizing meetings and maintaining agendas, minutes and support records management system.

Duties and Responsibilities

Office Management

  • Maintains an inventory of office supplies and equipment ensuring that stocks are replenished on a regular basis and faulty equipment are repaired as needed facilitating workplace efficiency.
  • Maintains filing systems and databases of all division and project documentation to ensure that activities are well-documented in support of planning and auditing processes.

Administration

  • Submits and reconciles expense reports.
  • Takes accurate minutes of meetings.
  • Produces and distributes correspondences, memos, letters, faxes and other forms of communications.
  • Handles sensitive communication with highest degree of confidentiality and integrity.
  • Maintains No Objection Logs and ensures appropriate clearance systems are in place.
  • Supports overall records management system.

Planning

  • Initiates communication within MCA-Nepal and with external service providers, to ensure that logistical preparations for workshops, meetings, and events are in place allowing sufficient leeway in case of changes in schedule or venue.
  • Organizes and schedule meetings and appointments.
  • Coordinates amongst other units to keep various program related trackers updated.

Logistics

  • Organizes logistics and materials for workshops, meetings, and events to support smooth-running activities for the DED-Management.
  • Processes visa applications and travel arrangements, travel disbursements, and other travel-related requirements in accordance with MCA-Nepal’s travel policy in order to support leadership activities for DED – Management

Job Specification

  • Completion of Bachelor’s Degree; and/or Executive Assistant Certification or equivalent Diploma, Degree or Certification.
  • Three (3) to five (5) years of cumulative experience in General Office Administration & Management (not withstanding whether earned before, after or during pursuit of required academic qualification).
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Excellent communications skills in speaking and writing and note-taking.
  • Attention to detail.
  • Problem-solving skills.
  • A self-starter who is proactive, takes ownership and initiative.
