The Millennium Challenge Account Nepal Development Board (MCA-Nepal) is a Government of Nepal (GON) agency, formed under tthe Development Board Act 2013 BS (1956 AD) in order to manage a USD 630 million infrastructure program. The program is co-funded by the US Government’s Millennium Challenge Corporation (MCC) Compact grant of USD 500 million and the GON’s contribution of USD 130 million. The program aims to increase the availability and reliability of electricity, maintain road quality and facilitate power trade between Nepal and the region to help spur investments and accelerate economic growth. The Electricity Transmission Project, a national pride project, and the Road Maintenance Project are two projects under the program.

MCA-Nepal is currently in preparatory phase of the program before start of implementation of projects. In this context, MCA-Nepal invites application for the following position:

Background & Project Description

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million Compact agreement with the Government of Nepal. The Compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India— helping to spur investments, and accelerate economic growth. The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins.

Pursuant to the aforementioned agreement, the entity charged with implementing the program has been established as the Millennium Challenge Account Nepal (MCA-Nepal) entity. This position will assume a critical role in the success of MCA-Nepal.

Position Objective

The Outreach Communication Assistant, under the supervision of the Project Manager – Transmission Lines, is responsible for coordination between the project and its stakeholders through providing operational, logistical and administrative support and coordinating the gathering and processing of project information.

Duties and Responsibilities

Implementation

  • Assist in coordination and appropriate storage and retrieval of documents coming from district based staff and contractors for activities related to transmission lines;
  • Liaise with consultants and contractors and secure weekly and monthly progress reports and alert Project Manager on variations, discrepancies and possible delays in critical path activities.
  • Liaise with communication team to ensure targeted outreach to specific concerned stakeholders based on stakeholder engagement plan;
  • Maintain coordination and communication with all departments to ensure achievement of transmission lines delivery timelines;
  • Maintain required project management documentation and regularly feed information to project management support and M&E teams;

Administrative Support

  • Organize logistics and administrative requirements for communications and stakeholder engagement activities (e.g. travel approvals, venue management, per diem, transportation, claims, etc.) and ensure that these are delivered and that costs are controlled in line with established budgets;
  • Assist Project Manager to address queries from external stakeholders (e.g. partner organizations, government offices) related to the implementation of project activities to build an informed basis for interaction and increased efficiency in the execution of activities;

Reporting

  • Ensure updated Work Breakdown Structure and delivery timelines in MS Project.
  • Maintain and update project management tools and trackers and regularly feed information to project management information system and furnish Transmission lines report to M&E team.
  • Report progress on stakeholder engagement plan and liaise with communication team to update the plan.
  • Provide support to ESP-CAs (field based staff) on maintaining records of received grievances/ complaints and their resolutions.
  • Maintain a calendar of project activities and ensure that staff and project stakeholders are informed of upcoming deadlines and project progress against milestones to support overall project management.
  • Provide required support to Project Delivery team on reporting requirements.
  • Participate in monthly field meetings with project team, contractors and consultants and maintain minutes of the meetings.
  • Accompany Project Manager in field level supervision and monitoring with intent of supporting in gathering and generating MIS related information.

Job Specification

  • Bachelors’ Degree from a recognized institution in Business Administration, Business Information Systems, Public Administration, General Management, Office Management, Economics, Natural Sciences, Social Sciences, Humanities, Arts, Commerce, Public Policy or equivalent fields;
  • At least 3 years of relevant experience.
  • Ability to work in MS Office including but not limited to expert working skills on MS Project and MS Excel is required.
  • Basic knowledge in AutoCad is preferred.
  • Prior exposure in transmission lines and/or substations is preferred.
  • Prior experience of managing documents in an organization that manages large contractors is preferred.
  • Strong skills in document management in international organization.
