Job Title: Land Information System (LIS) Assistant

Type of contract: Service Contract (SC)
Proposed Band/Level: B2/III
Supervisor: Habitat Programme Manager
Period: 01 March to 31 August 2023 with possibility for extension
Duty Station: Kathmandu valley with frequent visits to project areas

Background Information
UN-Habitat Nepal with the support of Global Land Tool Network (GLTN) is supporting partner NGOs/ CBOs, local Municipalities and Government of Nepal in the application of Fit for Purpose (FFP)land administration tools. Application of Open source Land Information Systems and Social Tenure Domain Model (STDM)is considered one such FFP technical tool for land information handling for tenure security and land use planning. Furthermore, UN-Habitat with the support of Ministry of Agriculture, Food and Rural Affairs (MAFRA) plansto launch projects on land tenure, risk sensitive and inclusive land use planning and climate smart agriculture in selected municipalities of Nepal. Application of different Geographic Information System (GIS)and participatory mapping tools is required to support day-to-day work and assist in the above-mentioned projects. Additional IT support is required inpreparing communication materials, webpage updates and other operational support in hardware, software and network maintenance for the project team.

For the above-mentioned works, UN-Habitat seeks one LIS Assistant with additional portfolio on Information Technology (IT)support under Service Contract(SC).

Responsibilities
Under the overall supervision of UN-Habitat Nepal, the Programme Manager and Land Expert,the LIS Assistant will perform the following tasks and responsibilities:

  • Support in providing technical assistancein customization, developing and installation of STDM and Opensource LIS at selected Municipality(ies) or Ward(s) in Nepal.
  • Support in the application of Global Positioning System (GPS)and other Survey tools for participatory mapping. Support in Identification, Verification and Recordation (IVR)of beneficiary in municipality, data collection, use of satellite image, digitization & data entry and data analysis.
  • Conduct data entry, data import, scanning, geo-referencing, and digitization from different source to the QGIS based Opensource LIS and/or STDM system in project areas.
  • Support in providing necessary training, awareness raising and capacity development of stakeholders including staff of partner offices and partner organizations,as required
  • Support in preparing communication materials, reports and visibility materials including photography and videography for project related activities.
  • Assist in other operational activities as back-up for supporting IT, webpage updates for project related activities
  • Communicate with UN-Habitat team and land experts in the assigned technical matters.
  • Any other related assignment given by the Supervisor.
  • Report to UN-Habitat team as necessary

Qualifications

Education

  • Intermediate Certificate level (+2) and Training or Diploma in Computer Application or Information Technology; or comparable studies or experiences

Years of experience

  • Minimum 3 years’ experience in related Field

Languages

  • Excellent command of both spoken and written English and Nepali.

Communication

  • Speaks and writes clearly and effectively. Listens to others, correctly interprets messages from others and responds appropriately. Asks questions to clarify, and exhibits interest

Computer skill

  • Good working knowledge of computer programs including MS Word, Excel, Power Point, web design, Photoshop, InDesign, Premier Pro, After Effects etc.
  • Excellent knowledge of camera handling and editing skills
