Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The JPO under the direct supervision of the Country Representative will be supporting the coordination and programme support functions of the Nepal Country Office (NCO) by assisting in strengthening strategic partnerships and coordination for GEWE within the UN System and with external partners, including government and development partners. This shall be done by contributing to and supporting the following initiatives on Coordination.

Content and methodology of supervision:

Establishment of a Work Plan: During the first month of the assignment, the Junior Professional Officer (JPO) will work jointly with the direct supervisor to finalize an agreed upon work plan. The final work plan will be discussed and mutually agreed to by the JPO and supervisor

Evaluation:

The Performance Management and Development (PMD) tool will serve as a primary platform to evaluate of the JPO’s performance.

Training components:

  • Participation in a UN Women Induction Course in New York or remotely if applicable.
  • UN Women mandatory online training courses
  • Access to online training and learning resources of the Learning Management System to develop management skills as well as knowledge in specific technical areas in line with the individual learning plan developed annually with the supervisor
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide

Learning components:

  • On completion of the assignment, the JPO will have/be able to analyze policies and plans from a gender
  • equality perspective; gained solid understanding of UN coordination structures and systems in both the development and humanitarian spheres; gained strengthened programme planning, coordination and management skills; to identify strategic opportunities for coordinated advocacy and gained the ability to develop and implement plans to realize these opportunities.
  • In addition to strengthening of UN Women competencies skills set, in particular those listed below, the JPO will also learn/acquire some of the following:
    – Develop in-depth knowledge of UN Women’s work in Jordan and beyond
    – Develop a strong ability to develop and strengthen strategic partnerships across a broad range of partners, including government, development and humanitarian partners, UN agencies, civil society organizations
    – Gain the ability to prepare quality and effective knowledge products including briefs, concept notes and talking points
    – Develop skills in coordination, advocacy and strategic planning
    – Have access to on the job training and mentoring
  • Participate in a range of meetings and serve as a representative of UN Women

Functions:

Provide support to fulfillment of coordination mandate of UN Women Nepal Country Office

  • Provide inputs to the development of country programming processes and products, including the annual workplan, programme/ project documents;
  • Provide support to the drafting of Strategic Note;
  • Provide inputs and support in management of financial resources allocated for coordination activities under the UN Women Strategic Note and annual work plans.
  • Provide inputs to quarterly report and annual report on coordination related outputs and indicators.
  • Consolidation of inputs for annual report narrative, including addressing feedback from RO and HQ in collaboration with relevant team members;
  • Consolidation of Annual Work Plan narrative, including addressing feedback from RO and HQ in collaboration with Unit Managers;
  • Conduct background research and prepare inputs for remarks/presentations on Gender Equality and Women’s Empowerment GE/WE;
  • Liaise with UN Women regional office and HQ on developments related to UN Women’s coordination mandate.
  • Implement NCO diversity action plan and support implementation of initiatives advancing the principle of LNOB;

Provide technical support on inter-agency coordination

  • Work closely with the Country Representative / Deputy Representative to assist in the strategic coordination of Nepal’s priorities and commitments for gender equality and women’s empowerment (GEWE);
  • Provide technical support to joint inter-agency UN planning processes and similar exercises;
  • Coordinate workshops/meetings for inter-agency mechanisms co-chaired by UN Women, including the International Development Programme Group on Gender Equality and Social Inclusion (IDPG GESI), LNOB -GESI WG, United Nations Sustainable Development Cooperation Framework (UNSDCF) working groups, and the working group on the Prevention of Sexual Exploitation and Abuse (PSEA);
  • Organise and prepare minutes of above-mentioned coordination working group meetings.
  • Strengthen the UN and Development Partner gender coordination structures, including through: managing the secretariat of the inter-agency working groups co-chaired by NCO; facilitating planning, budgeting and implementation of joint work plans; institutional capacity development; review of joint documents; and identifying gaps and opportunities to strengthen gender mainstreaming across the UN system.
  • Monitor the implementation of the UNCT-SWAP Gender Equality Scorecard Recommendations and take forward joint initiatives with other inter-agency mechanisms such as the UN Communications Group and Operations Management Team in accordance with the Scorecard Action Plan;
  • Provide inputs for the country level Comprehensive Country Assessment (CCA)/UNSDCF processes and similar exercises related to the RC system by ensuring that gender concerns are clearly reflected;
  • Contribute to CCA/ UNSDCF processes and other documents by collecting substantive inputs form the Programme Unit and analyzing and researching the political, social, and economic situation in the region.
  • Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings;
  • Prepare background materials and analysis on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Prepare analytical and regular progress reports on UN Women’s programme experiences, as necessary

Facilitate knowledge building and sharing and advocacy efforts

  • Contribute to joint UN and donor advocacy efforts for GEWE, including 16 days of Activism to End Gender-Based Violence, International Women´s Day.
  • Document and advocate best practices and lessons learnt for UN System-wide coordination
  • Produce policy notes, project briefs, gender equality updates/profiles and undertake gender analysis for UN programming across the post conflict-development-humanitarian continuum.
  • Produce/ coordinate documentation of programmatic outcomes and impact through human interest stories, social media contents and short videos.
  • Provide support to the development and dissemination of good practices and lessons learned in coordination area;
  • Support CO efforts to disseminate the knowledge products within the UNCT and national partners on gender equality and coordination mandate of UN Women;
  • Actively participate and represent the Country Office in the UN Women Community of Practice on Interagency Coordination;
  • Support the design and implementation of learning sessions on different themes (such as disability inclusion, intersectionality) with NCO staff, UN Agencies and partners.
  • Participate in and contribute to policy dialogues around gender equality and the empowerment of women, as necessary.

Support development and strengthening UN Women strategic partnerships in Nepal

  • Contribute to strengthening strategic partnerships and coordination for GEWE within the UN System and with external partners, including development partners Identify and lead UN joint programming opportunities to deliver on the UNSDCF’s GEWE, including leading the coordination of the development joint programmes on GEWE.
  • Identify potential joint programming opportunities to deliver on the UNSDCF’s GEWE commitments and support in resource mobilization, including through drafting of concept notes and proposals

Contribute to the implementation of resource mobilization strategies and initiatives

  • Provide inputs to development and implementation of donor fundraising strategies, participate in communication with potential partners and donors;
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  • Provide coordination and technical support for resource mobilization including with private sector
  • Contribute to capacity building initiatives, as necessary
