Under the overarching Nepal Country Office’s Strategic Note (SN) for the period 2018-2022, UN Women focuses on two programmatic areas, inclusive governance, and women’s economic empowerment. UN Women Nepal’s Strategic Note 2018-2022 is aligned with, contributes to and is guided by Nepal’s national priorities as described in Nepal’s 14th Three-year Periodic Plan[1] and the 15th Periodic Plan[2], its commitments to gender equality, and relevant normative frameworks.[3] UN Women Nepal will initiate the formulation of its new Strategic Note, in line with the Nepal UN Sustainable Development Framework (UNSDCF) for 2023-2027 period and UN Women’s Global Strategic Plan. All of the above contribute to fulfilling Nepal’s obligations to international treaties and commitments, including the Sustainable Development Goals (SDGs), the Beijing Platform for Action, and to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

UN Women Nepal is seeking to engage a national consultant on a retainer basis to support the Country Office’s programming on gender responsive and inclusive governance with a focus on access to justice, rule of law, and human rights. Reporting to the Programme Analyst (Access to Justice) and in close collaboration with the programme team, the national consultant will be responsible for providing technical and advisory support to NCO’s strategic and programmatic interventions including law/policy review from GE lens, technical review and advisory support on a range of gender equality and women’s rights issues and support to capacity building of government counterparts, civil society, development partners and other relevant stakeholders in the area of law, human rights, A2J, and GEWE.

Duties and Responsibilities

Under the overall guidance of the Programme Analyst, Access to Justice, the consultant is expected to provide the following responsibilities:

  • Technical and advisory support to NCO’s strategic and programmatic initiatives on gender responsive and inclusive governance
  • Review of legal/policy documents – laws, policies, strategies, guidelines – from both legal and GE lens
  • Translate laws/policies/human rights related documents and reports into Nepali and English
  • Provide technical review and quality assurance of resources, documents, guidelines, reports and knowledge products
  • Provide technical and advisory support to government partners in the areas of law, human rights, and governance
  • Support capacity building of government counterparts, civil society, development partners and other relevant stakeholders in the area of human rights/GEWE/law/a2J
  • Organize, coordinate, and participate in expert group meetings/workshops or policy dialogues on relevant issues in the area of inclusive governance and in line with UNW’s strategic priorities
  • Provide policy advisory support by drafting or finalizing policy briefs, preparing briefing material/background papers for NCO and select partners in the areas of gender responsive and inclusive governance
  • Conduct research/desk reviews in the areas such as GRIG, access to justice, and rule of law.

Expected Deliverables

Expected deliverables include:

  • Evidence of legal/policy documents – laws, policies, strategies, guidelines – reviewed from legal and GE lens (minimum 4)
  • Evidence of laws/policies/human rights related documents and reports that have been translated into Nepali and/or English (minimum 3)
  • Final drafts and/or evidence of technical review, desk review/research, or quality assurance of various documents (knowledge products, resources, guidelines, reports) (minimum 4)
  • PPT presentations and/or meeting summaries from expert group meetings/workshops or policy dialogues (minimum 4 )
  • Evidence of materials developed for capacity development initiatives
  • Evidence of technical and advisory support to implementing partners and NCO
  • Evidence of technical inputs and quality assurance support for UN Women’s research studies/reports

Required Skills and Experience

  • Master’s degree in law, justice, human rights or equivalent;
  • At least 5 years working experience of carrying out legal review and analysis of laws, and policies from GE lens;
  • Expertise in preparing legal/policy documents, briefs, reports and knowledge products in the areas of law, human rights, and inclusive governance from GEWE lens;
  • Experience in contributing to capacity building initiatives of government and CSOs in the areas of law, human rights, and GEWE;
  • Strong ability to liaise with a myriad of stakeholders and partners, including government, civil society, and international organizations will be an asset;
  • Excellent communication skills (written and oral) in both English and Nepali;
  • Prior experience of working with UN or other international agencies will be an asset.

Inputs

  • UN Women will cover the travel costs and DSA as per the standard UN rate for authorized official travels;
  • The assignment will be home based with meetings at the UN Women office and relevant actors as required;
  • It is mandatory for the consultant to participate in the UN security briefing and to follow UN security rules and guidance;
  • It is the Consultant’s responsibility to arrange private insurance.
  • The Consultant will be required to provide a Statement of Good Health, endorsed by a certified Medical Practitioner.

Evaluation process

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the applicants who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.f required, an interview will be conducted before making the final decision on selection of the consultant.

Technical evaluation criteria:

  • Required degree and qualification (10 points)
  • At least 5 years working experience of carrying out legal review and analysis of laws, and policies from GE lens (20 points)
  • Expertise in preparing legal/policy documents, briefs, reports and knowledge products in the areas of law, human rights, and inclusive governance from GEWE lens (15 points)
  • Experience in contributing to capacity building initiatives of government and CSOs in the areas of law, human rights, and GEWE (15 points)
  • Strong ability to liaise with a myriad of stakeholders and partners, including government, civil society, and international organizations will be an asset (15 points)
  • Writing sample (20 points)
  • Prior experience of working with UN or other international agencies will be an asset (5 points)

Only financial proposal of candidates who have attained minimum 70% of the total points in the technical evaluation will be considered and evaluated. In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. The applicant will propose per day rate for the assignment. All other price proposals receive points in inverse proportion.

A formula is as follows:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
