UNAIDS, the Joint United Nations Programme on HIV/AIDS, is an innovative joint venture of the United Nations system, bringing together the efforts and resources of ten UN system organizations in the AIDS response to help the world prevent new HIV infections, care for people living with HIV, and mitigate the impact of the epidemic. Theses organizations, called “UNAIDS Cosponsors” are UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO, and the World Bank.
UNAIDS Country Office Nepal is looking for experienced and qualified candidates (Nepali citizens) to oversee the implementation of the Community Led Monitoring (CLM) initiative, which is supported by funding from USAID Nepal and the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) – through Save the Children Nepal (GF/SCI). This will be done in collaboration with the National Centre for AIDS and STD Control (NCASC) and selected community-led organizations network representatives. Community-led monitoring (CLM) is an accountability mechanism for HIV response, which is being implemented by local community-based organizations, civil society groups, networks of key populations (KPs), people living with HIV and related services being provided across the country.
The following are the details related to the advertised position:
Position: National consultant for Community-Led Monitoring (1)
- Contract Type: Consultant
- Duty Station: Kathmandu, Nepal
- Duration of work: 01 March-31 December 2023 (10 months)
The consultant will work under the direct supervision and guidance of the UNAIDS Country Director.
Task/Responsibilities
- Coordinate, exchange dialogue, and facilitate interaction with civil society organizations/beneficiaries and partners to discuss and prioritize CLM initiatives;
- Coordinate with CLM Task Team and finalize the implementation plan for joint activities for CLM in Nepal;
- Coordinate with various countries who have implemented CLM and share experiences and lessons learned and adapt the best practices to the nepal context;
- Operationalize Standard Operating Procedures, CLM strategy, tools, and training packages for community-led monitoring, M&E plan, and assessment of HIV services to key populations and set up feedback mechanism;
- Support the continued rollout of CLM activities in the selected districts;
- Compile mandatory technical reporting of CLM initiatives with USAID and GF;
- Support the continued utilization of community-led monitoring tools in selected districts, and lead the review and revision process where necessary (to be done in collaboration with IPs);
- Ensure regular consultations are conducted, feedback and observations are shared at various levels;
- Operationalize the advocacy strategy, facilitate rolling out of advocacy training and generation of advocacy pieces for users to engage with relevant duty bearers;
- Document all processes from planning stages to the implementation of the CLM initiative in respective implementation locales;
- Organize regular meetings with NCASC, USAID Nepal, GF/SCI, EpiC Nepal, and communities and document accordingly;
- Any other work assigned by UNAIDS Country Director.
Criteria/Experience
- Post-graduate qualification, preferably in public health, epidemiology, demography, social science, and/or related health subjects;
- Previous experience in public health program planning, designing, and implementation;
- An experience working in the areas of HIV with a focus on vulnerable and marginalised populations will be an advantage;
- Good knowledge and experience in data collection and analysis tools;
- Good facilitation, writing, and presentation skills;
- Ability to work under pressure and with little supervision;
- Good communication, interpersonal skills and capacity to liaise with parties concerned;
- Written and spoken proficiency in English and Nepali.
