Background

Under the overall guidance and supervision of the Security Adviser (SA) or Area Security Coordinator (ASC), the Local Security Assistant performs day-to-day safety and security related functions and assist in all matters relating to the safety and security of the UN personnel, premises, and assets in the Region of assignment.

Duties and Responsibilities

1. Assists the SAASC in collecting, updating, and communicating information regarding the security situation in the region:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national, and local provincial authorities, military, and police officers, as well as non-governmental organizations, and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA/ASC;
  • Communicates information on security to the Head of the sub-offices of the United Nations agencies and provides host country security advice to the ASC/ASMT in coordination with the UNDSS SA/ASC, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies in the area of operation.

2. Assists in maintaining the Security Plan, including updating staff lists in the region:

  • Helps in the preparation, and review of the UN Security Plan of the area of operation;
  • Supports actions during the implementation of the Security Plan, as required.

3. Assists the SA/ASC in monitoring compliance with e-SRM measures established for the Region. Also assists with the compilation of data required for the e-SRM measures in the Self-Assessment Programme.

4. Assists in reporting security incidents affecting UN staff, offices, and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments, and the Quarterly Incident Report.

5. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

6. Provides general administrative assistance to the SA/ASC:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database of contact details in relation to host country security authorities;
  • Arranges appointments, receive visitors, places, and screens telephone calls and answer queries with discretion, and take minutes and/or notes at meetings.

7. Performs other security-related tasks assigned by the SA/ASC:

  • Conducts security evaluations and provides advice on security measures for the residences (Residential Security Measures – RSM) of UN International staff, as well as on the latest trends and threats to staff safety and security;
  • Establishes and maintains the warden system and keeps an update of information related to UN offices and residences.
  • Administers a pass and ID system, if required locally;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force;
  • Works closely with and assists their respective Area Security Coordinator (ASC) on all matters concerning safety and security at the duty station and serves as a secretary for ASMT.

8. Ensure Gender Equality Social Inclusion (GESI) considerations are incorporated in the security activities and is sensitive towards GESI issues in Security Plans.

Required Skills and Experience

Education:

  • Bachelor Level Degree in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management or a related field is required.

Experience:

  • 3 years’ experience in conflict resolution, administration, risk or disaster or emergency services, international relations, disarmament affairs, crime or terrorism prevention, security, and public or private sector areas responsible for responding to emergency situations is required.

Language:

  • Fluency in spoken and written English, and Nepali languages.
