Strengthening Urban Preparedness, Earthquake Preparedness and Response in Western Region of Nepal (SUPER) project seeks to enhance municipal and provincial preparedness for impending urban and earthquake risks for effective disaster response in select places in the western regions of Nepal. It does so by enhancing the understanding of risk, the preparedness measures against it, and coordinates among state and non-state stakeholders including private sectors, whilst engaging the at-risk communities. The project is funded by the European Union Humanitarian Aid and responds to the Humanitarian Implementation Plan (HIP) 2021 call for both earthquake preparedness in Western Nepal and urban preparedness.
SUPER is implemented by a UNDP led consortium, with UNICEF and UN Women as consortium members. The project works with multiple stakeholders at provincial and local government levels such as the community, private sector, academia, international institutions, UN agencies, Red Cross, I/NGO and more. The project results will be delivered under the leadership of respective government authorities. The project will be implemented in 3 provinces of the Western Nepal i.e. Lumbini, Karnali and Sudurpaschim, encompassing the core urban areas of Nepalgunj (Banke), Dhangadi (Kailali), Amargadi (Dadeldhura) and Jay Prithivi (Bajhang) urban municipalities.

Under the overall supervision of the National Project Coordinator, the Municipal Technical Associate (MTA) will report directly to the Provincial Coordinator and be responsible for supporting implementation of the project in the respective municipalities. The MTA will work with the entire provincial team and assist the Provincial Technical Associate and Provincial Coordinator in coordinating with the municipalities. Along with that s/he will also support provincial related technical work and ensure interlinkages while carrying out the project activities at the municipal level.

Duties and Responsibilities

The Municipal Technical Associate will report to and work under the technical guidance of the Provincial Coordinator . The Municipal Technical Associate will also work closely with National Project Coordinator, Senior Project Associates, Policy Advisor, Portfolio Manager of Resilience and Environment Portfolio along with the entire SUPER team. The incumbent will be based in Dhangadi and Amargadi municipalities with frequent travel to the project areas in Sudur Paschim province.

Maintain effective coordination at local level as well as within the project components:

  • Support the Provincial Coordinator in close coordination and necessary linkages with the municipal governments, departments/Section Provincial/ Municipal and District Emergency Operation Centres (DEOCs), partners, other government entities at local level including ward offices, line agencies, Tole Lane Organizations, women groups, and the local people including most vulnerable groups of people.
  • Maintain smooth communication/ coordination with project staff in Kathmandu and other provincial and municipal technical Associates, admin and finance Associates and other staff based in provinces and municipalities.
  • Support to synchronize project’s field level activities under different components of the project with the actions of different actors working on urban and earthquake risk management issues from respective local level.

Support effective management of project for timely delivery of quality outputs:

  • Support the provincial coordinator in planning, implementation, management, and coordination of the project at municipal level.
  • Carry out field supervision and monitoring to support quality delivery of outputs and activities.
  • Support in planning and day-to-day management of the project, including coordination with the local partners, based on project work plan.
  • Prepare project work plan, implementation plan, with schedule of activities and tracking of budgets.

Provide technical support to the project team to achieve project outputs:

  • Support to conduct baseline, midline and end-line Knowledge Attitude and Perception (KAP) surveys and support to organize simulation exercises at municipal level and when required also at provincial level.
  • Support finalization of GIS Maps and other maps at the municipal level along with validation and dissemination.
  • Support in organizing in sensitization workshops for local elected representatives, government officials, and humanitarian partners on their exposure, vulnerability, and risks.
  • Support in coordination with municipal departments/sections/units, Humanitarian partners and other key stakeholders like security forces, fire brigade, municipal police to prepare Emergency Preparedness plan and improve coordination with province, local government, and humanitarian actors including vulnerable communities and at risk population.
  • Support to organize training, meetings/ discussion at municipalities to support implementation of DRR related activities including preparation of plans, standards and guidelines.
  • Document learning and disseminate information to wider DRR community at municipal levels.
  • Provide technical and facilitation support, where necessary to other Technical Associates, Community Development Worker for developing clarity in approach during implementation of the project activities.
  • Work with other provincial and municipal technical Associate to ensure quality and consistency of various guidelines, frameworks and key documents produced.
  • Support in implementation of risk mitigation measures to reduce structural and non-structural vulnerabilities based on the findings of risk assessment at community level.
  • Support donor monitoring missions, project evaluation and implementation of activities as per agreed work plan.
  • Support to ensure coherence and quality of various plans, guidelines and frameworks prepared at municipal level with provinces.

Support the Monitoring, Preparation of reports and documents, Communication/ Knowledge Management and Gender Equality and Social Inclusion (GESI):

  • Contribute to timely preparation and quality control of technical and progress reports, briefs and other required documents.
  • Support in ensuring project data/information are maintained in line with project M&E framework in a disaggregated fashion.
  • Support in ensuring that project approaches, monitoring system and reporting mainstreams the aspects of gender and social inclusion with adequate GESI sensitive data collection and tailored support.
  • Support for documentation of project results and achievements and their dissemination in coordination with provincial coordinator.
  • Work closely with Communication Associate and Information and Database Associate and to collect and comply, reports, data, news, events, human stories, challenges and lessons learnt to publish in periodic reports.
  • Support in integration of GESI aspects in all stages of the project in coordination with GESI Focal Person of UNDP/CDRMP/ SUPER project.
  • Perform any other related task as per the request of the Project Coordinator, and Programme Manager of UNDP-CDRMP along with other project Associates.

Preparation of process/ technical reports/ documents, Communication/ Knowledge Management and Gender Equality and Social Inclusion (GESI):

  • Support timely preparation and quality control of technical and progress reports, briefs and other required documents.
  • Support maintenance of project data/information in line with project M&E framework in a disaggregated fashion.
  • Formulate measures so that project approaches, monitoring system and reporting mainstreams the aspects of gender and social inclusion with adequate GESI sensitive data collection and tailored support in coordination with UNWOMEN.
  • Support to update and complete the documentation of project results and achievements and their dissemination in coordination with national project coordinator and provincial coordinator.
  • Work together with Information and Database Associate and Communication Associate and guide to collect and compile reports, data, news, events, human stories, challenges and lessons learnt to publish in periodic reports.
  • Working together with National Project Coordinator integration of GESI aspects in all stages of the project in coordination with GESI Focal Person of UNDP/ CDRMP/, SUPER project and consortium members.
  • Perform any other related tasks assigned by the Programme Manager, Senior Project Associates, Portfolio Analyst and Resilience and Environment Policy Advisor.

Required Skills and Experience

Education:

  • High school, or Bachelor’s in Disaster Management, Social Sciences, Environmental science or any other relevant discipline with 4 years of experience.

Experience:

  • At least 7 years with High school or 4 years with Bachelors of relevant work experience in disaster preparedness and humanitarian response works.
  • Must be familiar with MS office.
  • Nepali Typing skills is an asset.
  • Knowledge in risk communication.
  • Good understanding of other application for data management and project monitoring including innovative tools and technologies.

Language Requirement:

  • Excellent written and oral communication skills in Nepali and English.
