UNDP has been supporting the Nepalese people in their struggle against poverty since it opened an in-country office in 1963. Much of this support has gone to building up the capacity of government agencies, civil society and community groups to fight poverty, and to bringing these groups and Nepal’s development partners together to design and implement successful projects to contribute to the achievement of Nepal’s development objectives.
In parallel to the roll-out of its new Country Programme, 2023 – 2027, UNDP Nepal has recently gone through an internal reorganization and is moving towards strategically repositioning UNDP’s contributions in support of the Sustainable Development Goals and collaboration with national development partners. Nepal is transforming itself in a federal state as per its new Constitution which has implications for how UNDP engages with national and sub-national authorities. Meanwhile, Nepal’s GNI continues to grow, making graduation from LDC status a scenario for which UNDP needs to begin planning and adapting to different models of development cooperation.
Position Purpose
Under the direct supervision of the Portfolio Analyst, the Portfolio Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations. The Portfolio Associate works in close collaboration with the Operations, Programme and projects’ staff in the CO, Regional Bureau and UNDP HQs as required for resolving complex finance-related issues and exchange of information.
Key Duties and Accountabilities.
Supports implementation of projects contributing to the UNDAF and Country Programme focusing on achievement of the following results:
- Collection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, effective application of RBM tools and establishment of management targets (BSC).
- Presentation of background information for formulation of country programme, work plans, budgets, proposals on implementation arrangements.
Provides effective support to management of the CO programme focusing on the achievement of the following results:
- Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, maintenance of correct and updated project information, determination of unutilized funds, operational and financial closure of projects.
- Provision of guidance to the implementing partners on routine implementation of projects.
- Presentation of information for audit of NIM projects, supports implementation of audit recommendations.
Provides administrative support to the Programme Unit focusing on achievement of the following results:
- Review of NIM projects Financial Reports; preparation of non-PO vouchers for development projects.
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
- Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
- Making budget check for requisitions, POs and vouchers.
- Ensure gender and social inclusion is incorporated in all the activities and in monitoring and evaluation tools.
Supports resource mobilization focusing on achievement of the following results:
- Analysis of information on donors, preparation of donor’s profile.
- Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Organization of trainings for the operations/ projects staff on programme.
- Synthesis of lessons learnt and best practices in programme.
- Sound contributions to knowledge networks and communities of practice.
Requirements:
Education
Secondary Education, preferably with specialized certification in Accounting and Finance or Bachelor’s degree in Business or Public Administration, Economics, Political Sciences and Social Sciences.
Experience, Knowledge, and Skills
- 6 years with secondary education or 3 years with bachelor’s degree, of progressively responsible administrative or programme experience is required at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
- Fluency in English and Nepali
- Knowledge of UNDP’s project planning, project finance, and project management procedures will be a strong asset.
- Knowledge of and familiarity with the UNDP project operations would be an added advantage;
- Experience in administration of projects and development programme.
- Experience in events management, including logistic and travel managements and facilitating coordination with stakeholders /government officials and project staff
- Experience of working with provincial and local governments will be an advantage
