Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Project “Enhancing Access to Justice for Women in Asia and the Pacific: Bridging the gap between formal and informal systems through women’s empowerment” is a five-year programme which implementation will start in the course of 2018 thanks to the generous support of the Government of Sweden.
The overall goal of the project is to enhance access to justice for women in formal and informal systems in Asia and the Pacific, bridging the gap between these systems through women’s empowerment and reduction of gender biases. In realizing this goal, UN Women will focus on achieving the following outputs (1) Domestic laws adopted and court decisions are consistent with international human rights law and standards, including CEDAW (2) Gender discriminatory attitudes and stereotyped behaviours towards women by formal and informal justice providers are addressed (3) Grassroots women’s organizations and community based women’s organizations are empowered and well positioned to document, monitor, liaise, and facilitate interactions with formal and informal justice providers, and their resilience is enhanced to build a just and sustainable future.
The project will be implemented in the sub-regional level: South East Asia, South Asia and the Pacific Islands with a specific focus on the following countries: Indonesia, Philippines, Nepal, Sri Lanka, Timor-Leste and the Pacific Island countries.
The project will be jointly implemented by UN Women (Regional Office for Asia Pacific), OHCHR and the International Commission of Jurists (ICJ), with UN Women as the managing agency.
Duties and Responsibilities
Reporting to the Programme Specialist- Inclusive Governance and Leadership as well as to the Access to Justice Regional Programme Specialist based in Bangkok, the Access to Justice Programme Analyst will provide support to the Nepal Country Office by providing substantive inputs to programme design, formulation, implementation and monitoring, reporting and evaluation. S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. She/he works in close collaboration with the programme and operations team, UN Women HQ and ROAP staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Contribute technically to the development of programme strategies in the area of the Access to Justice programme
• Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
• Identify areas for support and intervention related to the programme.
Provide substantive technical support to the implementation and management of the Access to Justice programme
• Provide technical inputs to the annual workplan and budget;
• Lead the implementation of programme activities;
• Lead the coordination of the call/request for proposals, including the organization of the technical review committees, and capacity assessment of partners;
• Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
• Train partners on Results Based Management and monitor implementation.
Provide technical assistance and capacity development to project/programme partners
• Coordinate and provide technical support in the implementation of programme activities;
• Maintain relationships with national partners to support implementation and expansion of the Access to Justice programme;
• Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Provide technical inputs to the monitoring and reporting of the Access to Justice programme results
• Monitor progress of implementation of activities and finances using results based management tools;
• Draft donor reports and the reports on monitoring missions, programme results, outputs and outcomes;
• Provide substantive inputs to the preparation of donor and UN Women reports.
Provide substantive technical inputs to the management of people and finances of the Access to Justice programme
• Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
• Provide substantive inputs to financial reports;
• Supervise the Programme support Consultants, UNVs, Associate and/or Assistant.
Provide substantive inputs to building partnerships and resource mobilization strategies
• Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
• Participate in donor meetings and public information events, as delegated.
Provide technical support to inter-agency coordination on the Access to Justice programme to achieve coherence and alignment of UN Women programmes with other partners in the country
• Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.
Facilitate the reporting of results to the Regional Office, Country Office and donor
• Facilitate the process of the programmatic internal and external reporting requirements and deadlines, including quarterly, bi annual and annual reporting process;
• Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
• Identify relevant evaluation findings, lessons learnt and best practices and recommendations and input them into programme reporting.
Provide substantive inputs to advocacy, knowledge building and communication efforts
• In coordination with the regional office, develop background documents, briefs and presentations related to the Access to Justice programme;
• In coordination with the regional office, draft stories of changes related to the programme to populate the UN Women Asia or HQ Websites, in line with Communication Guidelines;
• Ensure that key results, testimonies, stories of change are adequately recorded (through videos, photographs or other);
• Coordinate and organize of advocacy campaigns, events, trainings, workshops and knowledge products.
